Don't automatically consider groundbased AA weapons useless just because they do not do that much damage in game (except SAMs, because those things can kiss my ass, having them constantly trying to shove their missiles down my throat and forcing me to constantly dodge).

There's also precedence in lore, if not necessarily in gameplay, the dangers of groundbased AA, considering how many times your AWACS tells you need to destroy them all before the mission can continue, the danger they pose, etc.

You really aren't that far from the truth. SAMs are obvious and regular AA guns are meant to stop the enemy from just swarming ships and ground units/facilities and force the enemy planes to keep their distance to not be shredded, and also to intercept fired ammunitions like missiles. Even though modern planes are built to last with their redundancies, it only takes few lucky shots to the cockpit to paste the pilot.
 
THOUGHTS FOR NEXT TURN

Thinking about our IC budget and some oncoming priorities. We'll have, I gather, a 39000+1500 IC budget, factoring in the IC from the plane factory. I propose something like:

Line by line justification follows.

1) I really, REALLY think we should be doing aid in industrial capacity to, well, someone. I suggest one or more of the following options:
-Backing the Erusean Restoration Forces- they have plenty of IC, but their quality of life is low and their support for us is low, so we might get some traction out of it. Good way to say thanks for helping IUN-PKF retake the Lighthouse, maybe? Also, the Free Eruseans have 1/10 Alien Support, so yeah.
-Voslage is a near neighbor, with only 1/10 support for us, but Medium quality of life. Not having to worry about them attacking us would be nice.
-The Comonan Commonwealth is an interesting choice; they have a high quality of life but low support and militarism and negligible industrial capacity. However, they can presumably tap the Lighthouse for power any time they want, so they COULD upgrade their industrial output- and might feel predisposed to sling that industrial output back to us. Dunno.

2) Aid to Gunther Bay will help. They're tipping a huge chunk of their overall industrial output towards X-COM, and paying it back will be beneficial. No question in my mind that I want to do this.

3) Aid to the brutally impoverished nation of Estovakia will help keep them on-side. Their support for us is flagging, and yet we're a heavy user of their CFA-44 and EML weaponry. The big problem is that Estovakia may not have the electricity to power that industrial capacity, but they can hopefully figure out something? NOTE: I consider this a high priority. Their support for US is 1/10, and they have 1/10 alien support. Actually engaging with them is X-COM ANEA's responsibility technically, but we cannot afford to let them go foop on us, and donating industrial resources seems to be one quick way to win them over. Note that we should also look at other global trouble spots like Leasath.

4) Another squadron worth of F-14X fighters means we can re-equip Rigel Squadron with the significantly more mobile Hellcat IIs and retire the Su-33s to reserve plane duties, finally getting all our pilots into planes with the maneuverability and avionics of a fifth-generation fighter. Equipping Salamander Flight with F-14X-EMLs is a priority for next turn. With that done, we'll have enough reserve planes to arm at least two squadrons, which dovetails well with having HR hire more pilots and giving us a 'second team' to handle base defense duties. Note that 1500 IC of the cost of this comes from the factory we've set up.

5) The EMLs allow us to equip all our current F-14X pilots (Pixy, Jaeger, Baker, and Cyclops Squadron) with railguns. If we can't get that many EMLs, pity, we'll prioritize in the order I've listed above.

6) The TLS module is intended first for static testing against alien hulls. Will it work well, mediocrely, or not at all? If we have reason to think it sort of works, we'll stick it on the Su-37 Baker used to use. This is an expense we may be better off without, but it gives us some idea whether we should even bother with laser weaponry as a path of development, or try to double down on mass driver tech. I consider it a useful speculative investment. Maybe we can figure out a way to swap it to some other X-COM branch if we decide to standardize on EMLs.

7) Since 2400 IC put us up to 1500 IC/turn, we can reasonably hope that another 1950 will put us over the 2400 IC/turn line at which we can manufacture on F-14X per week.

8) Dr. Shen wants that induction furnace so we can safely work alien alloys. Also I'm trying to train him to ask for equipment rather than passive-aggressively grumbling that we don't have it and sniping at Avril Mead for hammering together extremely imperfect substitutes in a cave from a box of scraps. :p



Now, as to other things we should get teams doing soon:

-Human resources should hire some more pilots:
--Specifically hire at least two more squadrons' worth of pilots to crew our present reserve planes.
--Have HR try to track down any surviving skilled (S-Rank or above) pilots from the various wars fought in Usea over the past few decades, such as surviving members of Scarface/Phoenix Squadron, Sol Squadron, Yellow Squadron, Mobius Squadron, et cetera.

-For engineering, feasibility study and cost study for launching various satellite constellations, including:
--Deep space tracking network to monitor spacecraft approaching Strangreal
--Spy satellites to monitor events, especially in Belka
--Communications/datalink satellites to coordinate X-COM activities, accessible to national militaries including Osea's.
--Power relay satellites to provide energy from the Lighthouse to the other side of the globe.
--Orbital satellites armed with lasers similar to the Arsenal Bird's, and similarly powered by the Lighthouse. A space-based global defense grid might be difficult to establish, but it's worth looking into.

-Have HR and Administration work together to create a liaison office that can coordinate with various national governments and factions in Usea. That's a key part of our jurisdiction, and one we haven't been very focused on. It may help us build support and expertise that we'll need if we're going to intervene constructively to prevent countries suffering war-torn, impoverished circumstances like Leasath and Estovakia from following Belka's example and flipping sides.

Knowing where they are in terms of "what country are they in" is not the same as, say, having their phone number in hopes of contacting them. This is intended as a preliminary to recruitment efforts.

Like, I don't want to recruit a hodgepodge of random aces from all over the Usean continent that are likely to include a randomize mix of mercenaries, Erusean bitter-enders, and who knows what else all at once, but I want to know where to find them so that we start integrating them into our forces along with the usual influx of A-rankers and B-rankers we're more likely to get from a generic recruitment action.

The drones won't be on body shield duty this time, whether RC or AI drones. RC drones will most assuredly not be on body shield duty.

Estovakia is located on the eastern side of the Anean continent. Officially titled the Federal Republic of Estovakia, Estovakia has undergone much political turmoil recently. With even more of its land occupied by naturally mountainous terrain, Estovakia has even less habitable territory than Emmeria. However, absent any major disasters, Estovakia would have survived. Ulysses 1994XF04's Anean fragments obliterated that dream, destroying much of Estovakia's government and infrastructure. In the ensuing chaos, Estovakia broke out into near total warlordism for a period of seven to eight years, by which point in 2007 established military factions began to form in the ruins of Estovakia. However, these factions soon turned on themselves and began another grueling six or seven year long civil war, before finally unifying under the Eastern Front lead by the military junta of the Generals. In 2015-2016, they conducted a war against Emmeria which they very nearly won before being utterly routed by the Garuda Team's Talisman. Since then, Estovakia has been recuperating from nearly two straight decades of nigh-universal war footing in an incredibly harsh environment. General Stats:

"It is coloring my perception of everything else that has happened this week. I know that on paper, we achieved an exceptional amount over the last two weeks. I still cannot quite abandon my frustration at realizing that we were effectively defenseless while the Erusean Civil War flared hot again. Fortunately, we seem to be spared from Erusean aggression for the moment, but that could change at any time, and the clock is ticking.

"Do not repeat this again. If you have to sortie, please do not sortie literally our entire combat capable force and leave your headquarters without any sort of defense.

"In short: I find your results commendable, but your thought process not so.

Adam Khatuna is starting on Scientist/Engineer recruitment. Bradford nods, and works on recruting more administrative aides/analysts.

Vahlen and Burns acknowledges. Then they did some mental math and asked for a request for construction cranes in order to seperate pieces of alien vessels.

That set off a fun half hour of research between Long Caster, Vahlen, and Burns before Snow found them and within five minutes said that he was eyeballing the budget to be about 1000 IC for a proper set.

Pixy snorts, and says it's one of the scariest threats he's received in a decent while.




"Commander," Crespo said. Bags hung under her eyes, seemingly dragging her whole frame down. "We've both seen better days, huh?" she barked, laughing the short laughter of a commanding officer trying not to think too hard at all.

Long Caster nodded.

"Let me guess, you want to know what's up with Belka, and them letting the aliens land as they please. Truth be told, I have just about as much idea as you do about Belka, 'cause no one really gets how the hell Belka thinks."

She paused.

"Well, no, they run on hate and spite and Belka forever, but aside from that I don't really have an idea either; too busy focusing on other things, like setting up this base, and..."

Crespo's face darkened.

Long Caster nodded silently. The twins floated to the top of his mind, and he let them rest there for a moment.

Crespo shook her head.

"That's what I've been busying myself with this past week. We managed to get more pilots than I hoped out of that battle, but... it's still not good. We didn't have many pilots to start with, and it's only getting worse from here. Honestly, we need pilots, and we need good pilots bad. I'd ask for some of yours, but I think we both know how that conversation would go," she sighed.

"Would better planes help?" Long Caster supplied.

"No, not with our problem of just not having enough pilots be good enough to survive those alien fighters," she said. "That's always going to be our problem: not having skilled enough fighters on hand. We've got manufacturing for capacity for days, but pilots? That we just can't do," she chuckled disparagingly.

Long Caster hummed.

"On a completely different note," Long Caster said, "do you know what's up with Wellow and their alien support?"

Crespo blinked, clicking through her files.

"Maybe a glitch?" she hazarded. "It doesn't look like they have any alien support from my end..."

World News

The Battle of Granada Plains, as it has been dubbed, along with the worries of Belkan aggression to the north, has driven the eastern Osean countries into closer cooperation with each other. Old backchannels that have lied mostly dormant since the Belkan War are being reactivated once more.

The restoration of the Lighthouse is hailed as a watershed moment in the recovery from the Lighthouse War. All across the Usean continent, power is restored to homes and factories, and the temporary measures that many countries adopted as a result can begin to be winded down.

In light of the recent reactivation of the Lighthouse, the Free Eruseans and Republic of Voslage appear to have both launched a major offensive against the Erusean Restorationist forces. From the rumors, the fighting sounds inconclusive, which will ultimately benefit the Erusean Restorationist forces the most.

With help from the supranational XCOM force, Estovakia unveils one of its geothermal plant, long under construction and finally completed this week. Estovakians are hopeful that this has begun to demonstrate a true recovery from the wartorn state.

Last week, Diego Gasparro Navarro declared victory in the Leasath Civil War. Thus far, reports seem to bear him out.

The continent of Verusa begins to mobilize, as Sotoa begins countermobilization in response to the Yuktobanian's heavy mobilization ostensibly in support of XCOM agains the alien threat.

No, but that's because the orbitals themselves have been in a state, ever since the ASAT weapons obliterated most of the geostationary and low earth orbit satellites over Usea which themselves Kesselerized and now there are two debris belts and someone's gotta clear them out before sending up any more satellites. Thus far, the Lighthouse power satellites appear to be okay, but this is mostly because they're placed a distance beyond geostationary to act as a counterweight for the the space elevator itself.

So, in my eyes, our priorities for this turn are:
1. Use our control over Lighthouse to launch as many satellites as entire XCOM organization needs. We are the best-positioned in the world, bar none, to launch stuff into space. Let's use it.
1a. Corollary: ask Pulford or/and every single XCOM base commander to list what they need, or even merely want, from satellite side.
2. Look into ways to calm down situation in Erusea - up to and including throwing Strider Squadron at somebody. We do not need potential alien collaborators in our backyard.
3. Create some base defense (possibly including always having B-team of pilots back in base) so that nobody can just sneak into our base while we are away.
4. Fulfill all whims of science and engineering departments.
5. Prepare for next sortie: get EMLs for F-14X, try to get more pilots, get drones so that they, instead of pilots, take the hits.
6. If Pulford and Shen are still not speaking terms, address it.

1. Incalculable, because APS expertise is both hard to come by and required Grunder Industries tech to create in the first place. Disregarding the APS, in order to acquire Arsenal Bird-like performance, again, it depends on which one you want. Do you want early-game Arsenal Bird, which just had drone swarm (you have the prices for individual drones) and AAMs plus CIWS, or do you want endgame "firing lasers on all threats" (significantly higher because Grunder is being ground up rn)?

TL;DR: Give your engineers an IC budget and project requirements. Trust them to figure it out.

In theory, you can clear up the debris. However, this is not something so common that there's an obvious "buy this to clean up the orbitals"; the last time Strangereal had to do this was Ulysses, and that involved building the Arkbird.

You'd basically need to put a team on Orbital-Clearing Satellite Project.

Engineering Groups Status Report: Assign engineers to a new project. You had also better assign them some IC so that they can, you know, build a satellite too.

You can fish for resources/people from constituent nations, which falls under the category of Contact, technically.

Focus at 600, all IC used. Even if there were to be a deployment, we'd still be doing good.

Build order comes mostly from @Simon_Jester ,plus other equipment that Research Division needed. Fore building industry, aside from Gunther Bay and Estovakia I first thought of assisting Leaseth also, since their civil war is now over, but then realized it is better to aid Voslage, especially LCs own project to start ending the Erusean civil war. Also creating a liason office and starting to hire more pilots, with added help from LC since it was brought up how hard it is to get new pilots and we're looking for surviving Aces as well.

Fixing the rift between Pulford and Shen is a must, as well as starting the ground work on beginning cleaning the orbit so that we can start sending out satellites. Also organizing XCOM for that overall benefit.

The big project with a large chunk of LCs focus this week is bringing together people that can help bringing an end to the Erusean civil war as fast as possible, before it really escalates and, in worst case scenario, starts pushing countries to follow Belka's example, especially know that they have access to the power from the Lighthouse. The big hurdle will be to convince the ERF to not annex the countries that have declared independence from Erusea, like Voslage. Hopefully ERF still has respect for Rosa, her oratory skills should be useful.

Uhh... I'm not sure giving Navarro more potential resources for military buildup is a very good idea. He might just use any industry to kick off the Aurelian War.
