A World of Mud and Sweat - A Future Nation Development Quest

[X} Plan: Rules Base International Order

[X] Open - Announce the Affair and begin a full investigation.

What shall be done about the Tripoli column?
[X] Offer Cyrenaica military and counter-terrorism assistance. While the threat of our intervention might prevent full-on frontal assaults, insurgency could cripple the young Libyan state's newfound stability and economic growth. If there's something the institutional memory of the old technocratic nationalist state should know how to do its establish effective COIN border force and internal policing apparatus. And better to let them flex those muscles in Cyrenaica than rebuild the surveillance state here in Egypt.

What shall be done about the pan-Arab actions across the Middle East?
[X] On a state level, politely support peaceful political organizing while calling for calm and rapprochement with the affected nations. On a political level work through the political internationals that the Arab Democratic Nasserist Party and Communists may be a part of to support education for activists. Request admittance into the most relevant political international for the el-Harar party, using the opportunity to organize the movement more formally.

Shall the South Americans be entertained?
[X] Yes; what do these men have to say specifically?

[X] Plan Green Tide
- [X] Open - Announce the Affair and begin a full investigation.
- [X] Write-In - Fortify our military position in Cyrenaica while covertly contacting potentially sympathetic individuals in the Neo-Gaddafist movement. Try to split the movement by appealing to the late Gaddafi's original stance as a Pan-Arab nationalist and promising the establishment of a friendly leftist Arab state in Tripoli in the near future.
- [X] Write-In - For now, encourage Pan-Arab groups to work within the legal confines of their respective countries and to build up a domestic opposition. Work to create an international image of Egypt as a transparent, benevolent, and prosperous nation so as to maintain diplomatic links with foreign powers and demonstrate the potential of a leftist Arab state.

I'll give it another 24hrs before closing! Seems to have slowed down quite a bit so I'll put the ticker up.

We're in sudden death with the vote, as the current is tied between Green Tide and Rûles based International order

I'll call that then, Green Tide it is!

GNN; BioFarma Scandal

GLOBAL NEWS NETWORK
Your Globe, Your News, Your Network

New York City - This just in, we have the scoop of the year and it's not even March! Today we have heard that the mysterious biopiracy firm BioFarma has lost control of a genetically altered fungal genome during secretive trials. In an attempt to overtake the monolithic ABC Pharmaceuticals, BioFarma's attempted a patent-pending genetic modification of the powdery mildew fungus. They altered the fungus to allow it to infect plants benignly, and transfer hyper-reactive environmental protections from the fungus into the plant's DNA via a hyper-secretive source. Due to an exceedingly wet spring in their testing grounds of Colorado, the fungus grew out of control, and it is expected that spores can be found as far as east of the Mississippi River. It is unknown at this time the impact of the out of control fungal infection, but some critics are warning that it might create an era of "new biology". While CEO Bruce Lin-Campbell cannot be located, COO Amanda Funk has been detained by Colorado state police and will be speaking in a closed door session of the Cabinet and Intelligence Committee later this week.

Let's hope this ecological incident doesn't escalate into that AN quest where everyone contracted exploding ball cancer.

2079; Defense of Tobruk

Defense of Tobruk
Overview: The investigation was the easiest part. An announcement into a governmental audit of New World Greening's activities in the Sinai sent the media into a circus. The imploding company was soon delisted then defunct as growing numbers of countries began investigating their own projects. American support was quick to arrive under the cover of night, and elements of the FBI worked with their Egyptian counter-parts to expose the misdeeds. The investigative team ballooned from 19 investigators to over 80 as the scope continued to widen. The more that was dug up, the more was found, as an entirely new sector of governmental graft was uncovered. During the building of al-Sisi, only twenty cents out of every dollar spent went to the project. Tens of thousands of civil servants, along with hundreds of building contractors, business magnates, and governmental inspectors were complicit. However another thing soon became apparent, as interviews with many of these people showed that in most cases the white collar criminals were near destitute, large families who's sole or dual breadwinner(s) could not survive on the meager salary offered in the incredibly expensive metropolises dotting northern Egypt. Further, funds were often used as internal remittances to poorer agricultural family members in the South. While the rich and ruthless were easily arrested, a greater question was needed for those who were corrupted by their need to live under an overpriced flophouse's roof.

The defense of Cyrenaica was less easy. The Cyrenaican ambassador had not opened his mouth before Egyptian military aid was provided, much to the man's immense relief. Warlord trenches were occupied and modernized as a deployment of 500 Egyptian soldiers, along with a section of IFVs for hard-armour support and a drone squad for pinpoint artillery. This, alongside the jets easily within scramble distance, was deemed suitable by the General Staff. Intelligence indicated the Gaddafi Column had not a single piece of traditional armour, and was a mixture of unarmed vehicles and adhoc technicals. A COINTEL campaign to break the neo-Gaddafists between pan-African and pan-Arabic ideological splinters had successfully forced back what armour elements were in the column, as the pan-Arabic elements under one Colonel Mahmud Ahmed declared the current warlord a dangerous revisionist and revolted in Tripoli. The General Staff were filled with confidence at their chances against a gaggle of light transports and their fanatical occupants.

Then, with the Column a day from the city, a storm blew in from the mud seas dropping nearly a foot of rain onto Tobruk. The Siege had destroyed much of the recent infrastructure designed to mitigate wet season storms, and dozens of trench lines and bunkers were swamped. Emergency sump pumps managed to evacuate much of the water, but Egyptian soldiers were standing nearly knee deep in some cases as the first vehicles were spotted. Aerial targeting began as explosions peppered the Column, forcing them off the road and into the sinking mud, to the grim grins of those men in the trenches. But the relief was not universal, as satellite footage caught a previously tarped 2-tonne truck, furtively stuck in the mud, display a mobile land-to-air missile launcher, and with three clicks of a thumb took two million dollars out of the air. The falling drone was captured on video by a member of the Associated Press and would soon be the picture that defined the battle. With mud everywhere and the Column increasingly stuck fast, fighting would still last some eight hours, dying down as the night bloomed and the Column broke. The Egyptian infantry experienced few casualties and no fatalities, with the drone being the largest budgetary and PR loss of the battle. The Column, which had gone viral due to self-published propaganda videos of military chants being heard over the endless drone of engines, was routing towards Benghazi. Cyrenaica was safe another day, if a little wet for wear. The ruling body began publicly debating, inbetween infrastructure projects, whether it was appropriate to put up a memorial to the Egyptian soldiers who had done so much for the nascent state.

President El-Harar, floating on this goodwill, began making calls to pan-Arabic leaders across the Middle East and North Africa. While unknown to much of the public, intelligence agencies of numerous countries were pleased that their records indicated the Egyptian wanted to tamper the revolutionary zealousness of these organizations. A goodwill campaign was organized across these polities, as pan-Arabic parties began to conform to democratic mores. The greatest affect of this would be in Iraq, where an odd-couple alliance of the Turkish- and Iranian-backed parties agreed to mutually beneficial terms with the pan-Arabists, with hopes that next months elections would allow a coalition government to form. Only in Saudi Arabia would the pan-Arabists see continued revolutionary actions, as the state security apparatus drove them further and further underground. While it seemed that Ankara had been placated for now by the goodwill, Neom viewed the Egyptian regime as an existential threat (much to the delight of Tehran).

The reports on El-Harar's desk continued to indicate that the uncertain and volatile nature of the world he inhabited. Iraq had flung itself from stability to anarchy and back to stability over to course of three months. A sudden storm seemed to threaten the Egyptian defense of Tobruk, only to prove to be an immense boon. The once bankrupted make work program to engage employment was now not only funded by Patriot Bonds, but now has taken a life of it's own. The latest employment statistics indicated the permanent unemployment level was lower now than pre-Revolution, while the economy seemed to kickstarted itself from consumer spending and retail investment. Wiping the sweat from his brow, another pair of files fell on the President's desk. The first a GNN exclusive on some new fungal infection that had gotten loose in the USA. The other, an Egyptian-MERCOSUR special relationship wherein alongside increased trade ties (particularly the dropping of tariffs on agricultural products, leather products, software, and digital services), Egypt would organize and administer the re-greening of the Amazonian savannah in exchange for suitable payment in kind. What a world to live in.

Vote:

What shall be done Colonel Mahmud Ahmed?
[ ] Nothing; let those of Tripoli fight among themselves.
[ ] Covert support; Ahmed is willing to work with us, let us supply him with weapons and advisors.
[ ] Overt support; the neo-Gaddafists must fall, Tripoli will no longer be their staging grounds.

What shall be done about the poor white-collar criminals from the Sinai Affair?
[ ] Leave them be; there is no justice in punching down.
[ ] Make an example; pick and choose who must face the weight of the law, for if none suffer the consequences then the law is meaningless.
[ ] Arrest the lot; the law is clear. To pick and choose is to corruption ourselves.
[ ] Write In.

What shall be done about the fungal infection in the USA?
[ ] Nothing; there's a brand new something or another every year, the US will figure it out.
[ ] Close agricultural trade, we will not have their mistakes tainting us.
[ ] Close all trade; We will not risk the lifeblood of the Egyptian breadbasket.
[ ] Close all travel; better safe than sorry.

Shall the South American deal be accepted?
[ ] Yes; we desire the trade and showing Egyptian ingenuity.
[ ] Yes; but we will have no part in that money-sink of a hellscape.
[ ] No; send them back to their polluted lands.
[ ] No; but we cannot let the Amazon stay as it is forever, arrange the project without the trade.

OPTIONAL: Are there any other actions which need addressing (x1)?
[ ] Write In

Does this work?

Great update as always Dadar. Got a few questions for you:

How significant of a trade partner is the US to Egypt?

What's the state of healthcare and education in Egypt? In regards to the former, do we have a public or private system currently?

What's the status of the Arab League?

Between 40th and 49th largest mutually. Still roughly a 10 billion dollar trade between the two parties. Healthcare is a hybrid system, with moderate care (if subject to overcrowding) to the poor -middle classes and private clinics for the rich (often overseas). Education is fairly high, with near universal literacy (99%+) and modern standards for primary and secondary studies. Post-secondary rates are in the low teens. The Arab League is a more nuanced thing. I'll do a GNN special on it tomorrow or the day after. Jist is that it's usually a tool to bicker and whine at one another, but when threatened it can be used with efficacy to force important change (the most important being the partial funding of the Bengal Sea Wall).
