IC, Maelys probably doesn't want to be too harsh, given he's got a fair few Essosi Sellswords serving him at the moment.
 
Yeah...no better way to dry up the merc pool willing to work in your territory than to shift the rules so it's either win or die.

You still have your Lannister technical manuals, you gave your forces experience in a large scale major war, and your home wasn't stormed and set on fire twice (King's Landing) or three times (High Horn).
