You decide to support the Dark Angels to the maximum extent they requested, sending 20,000 settlers along with a regiment of Krieg infantry to Tagus IV, along with 2 full companies of combat engineers along with blasting charges and construction equipment to build them a proper Fortress base, and establish a mountain town, where the chapter can draw serfs from in the future and to provide them with some wealth and economic development.
The Krieg Infantry, will serve them as combat-serfs, operating artillery guns, heavy weapons turrets and providing tactical support as light infantry for their new Space Marine masters.
You opt to repair the Mechanicus cruiser first, while it can serve as a generic heavy cruiser, its unique design(even if its originally from the Dark Mechanicus) is built around Explorator missions and long-range expeditions for the Tech-Priests in their eternal quest for knowledge and lost technology. While it was gutted, its design is built to accomodate a mini-manufactorum, allowing it to serve as small factory in space. While that would not necessarily serve your forces that well, you could have a repair shop installed, as well as a small tech-forge, allowing you to recover damaged and destroyed vehicles and equipment, salvaging them or repairing them on campaign, as well helping you keep your vehicle fleet and high-end gear in top shape while on campaign. In addition during peacetime, it could provide a small trickle of special equipment from its techforge.

Finally the Inquisition expedition into the webway, presumed lost after no contact for almost a year has returned to your defenses in the webway, apparently with the differences in the passage of time, they believe they have only been gone for a few days....
