As the planetary governor we should make a show of going to church, especially after such a heinous raid by xenos. Say some words for the lost souls and commend the brave defenders of our system, in the name of the Emperor of-course.

I'm going with the next rank for armaments so we don't have to import any. Also our units can get the good stuff.
With an invasion coming up in a few turns, building more defense monitors just seems like a good idea to me.
Expand the Vitae-wombs so we can spam more Krieg style soldiers or the new genewarrior, also gives our 'local' Space Marine chapter some support if they need more geneseed clones.

Okay, so that didn't go so badly. Red Valley is a hit but nothing that we can't recover from and we gave the Drukhari a right bloody nose. Still, we have to expand our military and make sure that we have good weaponry. I think that was our main flaw aside from numbers. We just need more and better equipped soldiers/aircraft.

I would really like another armed freighter when possible for us to be able to ferry forces in and out of the system in the future.

I will delete the piety choice next time, as I left that in on accident, it ended up being a system that I am not really using for this game.

In the wake of the Drukhari raid, our skywatch system was able to gather more information compared to the first raid, including pinpoint information on where their portals are, which appear to near ground level in 3 places, one in the northern part of Moran secundus, while the other two are on the moons. While we are beefing up defenses near the portals themselves, you have consulted Lord Inquisitor Gorean on a a more permanent solution to the Drukhari raid problem....

While the information about it is highly classified, he is able to give you some basic information, as a loyal Imperial General and Governor. He explains that their portals use an ancient tunnel system called the webway, allowing smaller vessels and even people on foot to travel through the warp unmolested. The problem is that the portals are hard to find, and the webway is impossible to navigate and is poorly understood.

A bold proposal is put forward to send a recon team into the webway portals, with tethers rigged to them on our side, and have them place sensors and possibly mines or automated defenses on the inside of the webway, giving us early warning and a possibility to turn the Xenos advantage into a deathtrap.....

The recon team is able to ride a shuttle into the webway and maintain vox contact with your forces, providing pict-feeds back, showing an erie golden-white passage way with structures in the very far distance. They maintain tethers to Moran, as well as portable power sources.

I'd personally prefer getting more of a known element over more elite forces. As things are we're already edging towards being too elite, if anything I'd like to get into some bionics and better hospitals to help ensure that more of our troops survive to become veterans. Also we only have a +1 Bonus to learning right now, so we're not very likely to get very good Gene warriors just yet.

Right now the Drukhari view us as a minor annoyance and a tough spot to raid. If we meddle within the webway we're going to get a lot more attention from a much more important cabal of Dark Eldar. We barely made it through a basic raid with our frankly amazing rolls, we are 100% not ready for any retaliation raids a vengeful Eldar Cabal can and will send our way if we start messing with the webway.

I've adapted what you suggested into a write-in vote since I agree with what you've suggested @Razios I've added a little extra option at the end to see if we can get something out of it. If it can be done of course.

Right main thing I'd like to double check is if our learning is now 14 and therefore a +2 roll now, since most of the votes seem to be leaning into the Gene Warriors

Also, how is our population growth coming along?

Going into the webway and pissing off the Dark Eldar at this time is crazy imo.
We know a big xeno invasion is coming and people want to poke at the DE now? You be crazy.
Maybe build defences on our side of the Webway gates?
(Mines all around it, automated turrets, bunkers, leave a defense monitor or 2 in orbit above each gate to shoot whatever comes out ect.)

It's now 14 and +2

I haven't been tracking population for a while but, I am running with the assumption of explosive growth, and can come up with a current estimate.

Thanks, I was just thinking that it might have been worth investing more into agriculture and housing so that we can increase our future militarisation efforts.

5 or less is a failure, with no functional troops made, 5-10 has a company sized unit made, 10-15 will be a full regiment strength unit and 15-20 will be 2 full regiments, not sure what will happen yet on crit fail/success

Some success, while half of the candidates are lost, withering and dying or becoming mutated beyond saving, a regiment strength force of geno-warriors is able to be formed with their growth process taking the next 5 years as they grow and age around 3x the normal human rate. At the biological age of 15 they will start their military training, and after 2 years of training will form an elite regiment of warriors, where you can select their specialization.

As part of your follow up to the Drukhari raid, you decide to reward your abhuman forces by equipping them with rare weapons for their officers, sergeants and some of their top veterans. With the Orgyns getting power mauls, custom made shields, and heavy grenade launchers, intended for Orgyn use. The ever pragmatic Felinids, choose power weapons for their close combat choices but express an interest in taking Drukhari pistols and needle weapons for their sidearms due to their stealthy nature, as its explained to you that when recon teams have to enter close combat, they typically need to be able to very quietly and quickly as they are often far from support and in enemy territory....

I have also taken into account your idea to use holo-tapes and mention the battles in Mass, using it to raise war-bonds, and will include it in a future dev choice as an option to start a propaganda office, that can start running these types of campaigns, with options that can raise money, improve rolls in certain situations among other things

Working with the Lord Inquisitor, you assist him in sending a team into the webway, where a dozen members of his retinue, mounted up on heavy trucks, and accompanied by another dozen Inquisitorial stormtroopers attempt to map this small section of the webway, using nav beacons, tethers and other tools.

You have grown increasingly concerned about the operations there as time and space seem to operate differently in the web way, with things seemingly close in the distance unimaginably far and delays in the vox feeds, despite being very close by.

While you cannot dig trenches in the web way, you can lay mines, set up bunkers and large numbers of automated turrets on the inside of the entrance, you also set up a number of sensors and ingenious anti-aircraft mines, essentially racks of rockets with 1-3 second fuses for different heights filled with heavy metal pellets, made of tungsten.

When the sensors detect an aircraft from the web way the anti-aircraft rockets will fly into the air and detonate as their fuse goes off, shredding anything in the air without heavy armor

In the case of crits, in story it could be something like we understand the process better so it would be less risky? Mechanically, means a bigger bonus so we won't fail as easy…
