In case it helps, I figured I'd break down what Stuart and his mons will be doing for a few rounds:

Round 1 Gengar: Taunt on Chansey
Round 1 Venusaur: Protect
Round 1 Rhydon: Swords Dance

Round 2 Gengar: Encore or Disable
Round 2 Venusaur: Giga Drain
Round 2 Rhydon: Giga Impact

Round 3 Gengar: Encore or Disable
Round 3 Venusaur: Protect
Round 3 Rhydon: Full Turtling (not a move, just trying to avoid being hit at all costs)

Notably, he'll be trying to keep these fights separate.
Given these two things, my plan will try to keep the pressure on both. And also, I haven't made a plan in a while so any critques are welcome. Rhydon has Lightning Rod so we won't be using electric attacks.

While we Supersonic/Taunt Gengar into order to reduce the potential of Gengar to disrupt our Pokemon. Mean while, we split our focus on Arcanine and Rhydon. Next turn, we protect while Forretress Self Destructs. After that, Forretress protects while Blissey uses life dew if not taunted, elsewise targeting either Arcaine or Lapras. Then, Dragonair focuses on Rhydon, while Umbreon on Gengar. Magneton uses supersonic on Gengar/Rhydon or uses flashcannon on Rhydon. If Forretress is alive then they target. Venusaur or Lapras. Blissey provides healing support or targets Arcaine or Lapras.
Also, prepare to use Magnet Rise with Forretress/Magneton in case of Dig/Earthquake use by Rhydon.
Round 1:
Dragonair: Twister Rhydon
Forretress: Tackle Arcanine
Blissey: Hypervoice Arcanine
Magneton: Supersonic Gengar
Umbreon: Taunt Rocket Gengar
Round 2:
Dragonair: Protect

Honestly I think I actually will be giving you TMs for this.
Taunt, Volt Switch, Electric Terrain, Calm Mind, Swagger, Rest, Sleep Talk, Heal Bell or Fire Blast would be nice.
Couldn't we use taunt with Umbreon to prevent the possible encore lock?

Umbreon doesn't know Taunt but you can just wait for Blissey to be taunted, return her to her pokeball, and then send her back out during the turn effectively wasting Gengar's time in exchange for wasting Blissey's which is a great trade-off for us. This tactic also works for all other Pokemon on the field as well I'd note, although wasting a turn of Dragonair's or Magneton's time is vastly more painful for us than wasting a turn of Blissey's time for example.

Regardless, the biggest problem I'd note with your plan other than Umbreon using a move he doesn't know is that you're using a lot of moves that would either do negligible damage or would miss due to their extremely low accuracy due to their low ranks. This creates an issue where the Rocket is getting massive amounts of free damage onto our team well we do little to no damage back which is only compounded by our sweepers such as Magneton being wasted applying status moves when they could OHKO Pokemon on the field instead, and again compounded by your plan not addressing Blissey's Life Dew being disabled meaning we have no way to heal up this free damage we're taking.

This creates a situation bad enough that I'm almost certain if we were to follow your plan we'd lose the fight as the combined damage of Rhydon and Venusaur quickly knock out our sweepers before moving on to the rest of our team which has little to no ability to fight back on account of their lacking damage. When as you can see in the damage calculations below our team is more than capable of OHKOing one or more of the Rocket's Pokemon per turn every turn if we use the correct moves, and as I mentioned earlier if we cycle Blissey properly she's more than capable of spamming Life Dew to keep everyone healthy.

Any attack not listed here does either zero damage, does pathetic amounts of damage to the point where using it is a waste of a turn or is superfluous because the Pokemon being attacked is getting OHKO'd by something else.

...I was expecting more attacks to be able to hit our Pokemon during this fight but at present a single Giga Drain is the only thing that will touch us before everything goes down except Gengar. And, considering Blissey will be spamming Life Dew well swapping as needed to dispel Taunt I don't think we'll have any issues.

Venusaur - Gets OHKO'd by Magneton turn 3.

Rhydon - Gets outsped and OHKO'd by Magneton turn 2.

Gengar - Gets chased around in circles by our Pokemon for a couple of turns after everyone else on its team has fainted dodging everything until someone lands a lucky hit to OHKO it.

Lapras - Explodes Turn 1 to Flash Cannon, Bug Bite and Helping Hand boosted Outrage.

Arcanine - Goes down to Willow's team in a 5 v 1 at some point.

With the above in mind, I'd therefore like to present my own plan for the battle.

Special Considerations for the Greater Plan

Any moves/planned turn actions that miss or are blocked are to be repeated until they land, and Violet, Umbreon or our Pokemon are free to override standing orders if they believe they have a better idea as they are meant to be primarily guidelines. Lastly, if Gengar is preventing Magneton from OHKOing Rhydon or Venusaur with Flash Cannon then shift Magneton and Umbreon to attempting to knock out Gengar early as seen in turn four before returning to knock out Rhydon as seen in turn two.

It might have something to do with how often I talk about Umbreon being our taunt lead. That's his future role in our team composition he just doesn't have the move at present sadly. And, I don't blame you for not knowing the damage calculations considering Daemon is using his own home-brewed system that he's only posted details on once which wasn't even threadmarked which you then have to combine with the existing Mechanics threadmark to get an accurate read on how battles work.

With regards to Lapras I truly don't know the answer to your question. But based on how things have played out in the quest so far I'm pretty sure you can use Protect in three ways the first of which is to simply cast the move on yourself which protects from pretty much all damaging moves including AOE ones, the second is to use it to shield yourself along with others which has been noted to be vulnerable to AOE moves so presumable instead of creating a bubble around yourself as the first option does you're creating something closer to a wall, and lastly shielding someone else well leaving yourself vulnerable which appears to have the same properties as shielding just yourself.

Lapras appears to be utilizing Protect in the second way I noted above so attacking them from an unexpected angle that they're not shielding against or hitting them with an AOE move would logically work.

Edit: Daemon Hunter could you add Skilled Runner to Violet's character sheet? She earned it two updates ago and it was just never added.

Yep, as it is a large part of why this fight is a lot easier than it should be is that due to the RER rolls, Violet and Willow were basically able to ambush this Rocket (named Stuart). As a result, Pidgeot was knocked out immediately and Lapras and Arcanine were isolated which means that they can't cycle Protects as Stuart planned. Not to mention Arcanine can't use Helping Hand on the other Pokemon as well as Pidgeot not being able to use Tailwind or Feather Dance. As it was, if Stuart wasn't so off balance and had all six of his Pokemon linked up and active, things would be a lot harder. Doubly so since Lapras does actually know Life Dew. For funsies, here are the stats of his other Pokemon:

Lags answered a fair bit of this for me, but I thought I'd add a bit to it. I've since added the damage tables to the Mechanics informational as previously they were just in a random post that wasn't threadmarked. As such, it's been added so that the information is more accessible.

As for Protect, that's the case based on how Protect is used. As Lags points out, there's three main ways to use Protect in the system I'm using and they've also been added to the Mechanics informational.

Yeah, this dude is very obviously an extremely strong opponent who's somewhere between six, and seven badges most likely. Speaking of now that we have the confirmed stats for the rest of his team I've updated the damage calculations, and really the only notable difference is that I was apparently slightly over-estimating the durability of Arcanine, and Lapras meaning Arcanine gets OHKO'd by Outrage well Lapras gets over-killed by a decent amount just from Outrage plus Flash Cannon rather than needing Bug Bite to land to be knocked out.

Although with how evasive Arcanine is plus Lapras knowing Life Dew we're still better off going for Lapras here as we have a higher chance of taking them out, and they're the more important of the two for their team.

Alright, and with that I'll just call the vote for Mowing the Lawn. As it is, in Round 1 Lapras gets absurdly lucky and manages to avoid taking any damage. That and Arcanine one shots Bronzgong via a Flare Blitz, even if that does do a fair bit of damage to Arcanine. However, Rhydon gets one shot by Starmie while Minun uses Encore to keep Lapras unable to use Life Dew. Then in Round 2, your Umbreon decides to take on a more defensive role as it sees what Stuart is having Arcanine do, and so he just uses Protect and smirks as Arcanine slams into it. Then during the round Dragonair and Magneton hit Lapras knocking her out, while Starmie's Hydro Pump takes out Arcanine. This in turn just leaves Gengar and Venusaur, the latter of which avoids a few hits then gets rocked by Dragonair leaving Venusaur in a 10 vs 1 at which point Stuart just gives up.

Wow, that was some truly terrible luck in the first turn, and the fights were a lot less separated than I thought they would be, to be honest. Good job though Willow, and our Umbreon ya'll pretty much carried the fight.

Special Considerations for the Greater Plan

Any moves/planned turn actions that miss or are blocked are to be repeated until they land, and Violet, Umbreon or our Pokemon are free to override standing orders if they believe they have a better idea as they are meant to be primarily guidelines. Lastly, if Gengar is preventing Magneton from OHKOing Rhydon or Venusaur with Flash Cannon then shift Magneton and Umbreon to attempting to knock out Gengar early as seen in turn four before returning to knock out Rhydon as seen in turn two.

Twin Protects roared to life as Lapras and Venusaur created barriers to hide behind. Violet's eyes flickered towards the Rocket, whose own eyes were darting back and forth as they tried to understand the situation. Violet then turned towards Willow, who was directing an appraising eye towards Venusaur which made Violet realize what her rival's plan was.

Protect was an interesting move, capable of either entirely protecting oneself, or creating a barrier to hide behind. However, while the latter could cover more Pokemon, it was also unidirectional. Meaning that an attack from an unexpected direction could get around it. "Helping Hand," Violet said, carefully modulating her voice so it was loud enough for Umbreon to hear yet soft enough that the Rocket couldn't. "Dragonair, take out Lapras."

"Just who do you think you are!" Yelled the Rocket who was trying to bait them into a conversation so he had time to think. Only for multiple Pokemon to spring to life as both Willow and Violet had ideas about what to do.

However, despite the initiative, the first to move was Gengar and Arcanine, both Pokemon having truly absurd reaction times. A Taunt sprang to life, directed at Blissey to avoid any healing while Arcanine coated himself in flame and slammed into Bronzgong with Flare Blitz. Removing a Pokemon from play immediately, the fire type only briefly winced at the recoil before beginning to seek out another target.

And then came a truly brutal crossfire, as Hydro Pumps, Dark Pulses, and Flash Cannons passed by each other, followed closely by Dragonair, Heracross, and Forretress. Starmie's Hydro Pump bore into Rhydon, tossing the Pokemon away as it fainted; Heracross dove from the sky, ripping into Venusaur from above; a Dark Pulse glanced off of Gengar; while Lapras barely managed to twist around, carefully diverting Dragonair's momentum while avoiding Magneton's Flash Cannon. Briefly crying out in pain as Forretress bit into their skin, the Transport Pokemon was about to instinctively use Life Dew only for Willow to yell out.

"No, you don't! Minun!" Willow's latest Pokemon stepped up with a cheery smile as she used Encore on Lapras, causing a weak stutter as the Transport Pokemon failed to hold up the barrier.

Violet meanwhile simply returned Blissey to her ball before redeploying her, breaking the hold Gengar's Taunt had only for them to reestablish it once more.

"It's not two separate battles," the Rocket muttered as a part of his composure began to return. While the fight had grown messier due to the Pokemon merging together, Violet's and Willow's actions clearly managed to give him some ideas. "Arcanine, take 'em down one by one!"

A second Flare Blitz roared to life, the sudden change in tactics catching both Violet and Forretress off guard. From the perspective of the Bagworm Pokemon, her sight was filled with fire and flame as she desperately tried to switch from offensive to defensive.

Then came a confident, reassuring voice as Umbreon stepped in front of Forretress. A barrier shimmered to life as Arcanine clashed with the Moonlight Pokemon's Protect.

"Starmie, now!" Yelled Willow a moment before a second Hydro Pump bore into Arcanine, removing a second Pokemon from play.

Dragonair's nostrils flared as he clashed with Lapras, Outrage drove back the Transport Pokemon, yet she still stood back up roaring in defiance. An act that was quickly silenced by Magneton's Flash Cannon.

"Who even are you people?" The Rocket growled in annoyance and fear. "Two v nine… " Minun then used Encore once more, forcing Gengar into a cycle of Taunts. "...I hate you." He growled, looking up at Willow.

Venusaur meanwhile, was struggling as hard as she could. Still trying and failing to throw off Heracross who was repeatedly using Aerial Ace to attack from the skies. Her only respite was using Giga Drain on Dragonair, managing to stem the bleeding, yet now she was effectively fighting alone as Gengar was forced to use Taunt continuously.

And a few seconds later, he fell himself. Attacked from all sides, he managed to avoid a Dark Pulse from Willow's Umbreon, then a row of Spikes from Forretress, before he was forced to jump into the air to dodge Starmie's Hydro Pump. Which left him unable to dodge as Dragonair used Outrage, removing him from the fight.

Venusaur, then stepped back, using Protect so that she could observe the battlefield. Nine Pokemon versus one, a battle that she would never win.

A red beam of light signaled a return to her Pokeball as the Rocket raised his hands in surrender. "Alright, alright," the criminal groused. "What is with these crazy kids this year? First that kid in Saffron then you two …"

"Where are the other Rockets?" Willow asked immediately, not bothering to play into the Rocket's attempt at small talk. "And who organized this?"

The Rocket snorted, "Kid, the only one that can get information out of me is Sabrina. And I don't see her around here."

"She's on her way," Violet said softly, causing the Rocket to pale considerably.

The next day was spent in quite a few discussions with officials from the Kanto Pokemon League who wanted to investigate while they still had a chance. Of the nearly 200 escapees, Violet and Willow had caught 20 while Officer Jenny and others managed to retrieve another 100. The other 80 were still out in the wild, but there was hope that this operation would reveal some of Team Rocket's higher members. During this time, both Violet and Willow were presented with a few TMs as thanks for their success. Additionally, the two girls did decide where they wanted to travel to.

I was tempted by Calm Mind since that would allow us to start using Baton Pass but at this rate Dragonair's Special Attack is going to fall too far behind his Attack stat, and we've already run into the issue of Dragonair only knowing one move he really wants to use multiple times at this point so let's pick up Fire Blast. Blissey can even learn the move to add a stronger offensive move to her arsenal since at present she doesn't really have any of those.

Pewter to Viridian does rob us of the hilarious experience of fighting an eight-badge Brock but it avoids backtracking on our tight schedule and still gives us good odds of making it to Giovanni before he closes the gym again. I am open to just skipping Giovanni though since we're going to spend the remainder of our time near Viridian meaning we can always rush over once it opens again.

I would suggest against picking up a Skarmory, to be honest. That's painful to say since Steel-types are my favourite, Skarmory is an extremely strong one, and if this was the start of the quest still I'd have absolutely picked one up. But at this point catching one would add a third Steel-type to our team giving half our team a common weakness to Fire-types in addition to it lacking a distinct identity on the team meaning it'd never be used since it does the exact same thing as Forretress, and nothing else.

If we're going to catch anything well at Cinnabar it should realistically be a Lapras or Kingdra since those fill the offensive role we're looking for in our six slot much better than a Skarmory well-working to shore up existing type weaknesses in the team rather than add to them. Although I'd honestly prefer to catch a Gengar as our sixth Pokemon at this point to counter Fighting and Normal types rather than anything else due to the abundance of Fighting-type weaknesses on our team well still adding a good third sweeper to the team.
