The Indigo Plateau was a symphony of thoughts and emotions that washed over Sabrina like a tide. She stood apart from the crowd in a corner of the stadium, her gaze distant with her mind focused on several minds in the arena.
A seemingly normal trainer walked past her, only for Sabrina to psychically freeze him in place. She momentarily winced as she mentally kept his Pokeballs closed and released Alakazam to ensure there wasn't a fight. She didn't care, but Lance would be annoyed at any disruptions to the Group Stage.
'A disposable minion,' she whispered into the Rocket's mind. Feeling his fear at his predicament, she sifted through his memories. As Sabrina had expected, she only found the faces of other grunts with no one of importance. Team Rocket's shadow stretched across Kanto, their tendrils controlling the majority of the underworld in her region. She knew that Lance routinely conducted back-channel diplomacy with the Rockets, mostly to ensure they didn't support Johto. Sabrina never approved, nor did Surge or Giovanni.
Other incidents flickered within the Rocket's mind. An illegal Pokemon battle where fainting wasn't enough to end a fight, the poaching of Bug-types in Viridian Forest, an odd focus on the power plant. She'd have to look into a few of those.
And then there was Violet's battle.
When she first met the girl, Sabrina had taken her to be a meek trainer, incapable of ever reaching this stage. That changed the moment their battle began and Violet's mind shifted into what could only be described as battle mode.
Sabrina felt a pang of sympathy when Violet stepped onto the battlefield against Kaelin. Anxiety, hope, and resolve mixed together in a high that could make or break trainers. Then she felt what was more familiar to Sabrina. Cold, calculated plans mixed together with observations that felt almost impossible. From the slightest microexpressions in Kaelin's face to the scuff marks on his belt, nothing was beyond notice to Violet.
Then, barely a minute later, Sabrina felt a profound sense of loss from the girl before a ripple of emotion echoed within the collective consciousness of the crowd. Flicking through the memories of a random member of the crowd, Sabrina felt a sense of disappointment.
She never liked the way the League approached the Group Stage. It turned many battles into ones decided by chance with limited room for strategy. She'd seen favorites fall solely due to lucky Pokemon picks. It was difficult to win if one sent out a Charizard against a Blastoise, no matter how good you were.
It was a shame Violet had run into a powerful trainer in the Group Stage, Sabrina had been hoping for a rematch. She'd even considered asking Lance to rig the tournament bracket to ensure they fought in the elimination round.
And speaking of Lance … the frozen Rocket grunt was still suspended. She should do something about that.
'Lance,' Sabrina sent a telepathic whisper to the champion's aid. Mildly annoyed that his Deino prevented her from talking to his mind directly. 'I found our little disruption.'
A few moments later, Lance appeared. He strode towards her, his expression both concerned and pleased. "They're getting bolder I see."
Sabrina frowned, annoyed that he hadn't brought his aid. That'd make this harder. Flexing her psychic might, she wormed her way further into the frozen Rocket's mind. Forcing him to speak for her, the Rocket's words were slurred. "As always … our activities spread." Right, she had to deal with some input from his mind. "The Cage Balls almost spelled disaster."
Lance grimaced, mildly perturbed from her casual puppetting of a human being. "I'm aware of the reports, I'm working on it."
"Handling it?" Sabrina echoed through the Rocket, having him put on a mocking expression. "By ignoring it? By making deals to look the other way?"
"That's a gross oversimplification," Lance's jaw tightened. "We can't afford to send everyone after Team Rocket while Johto pokes at our borders. While you complain about a lack of focus on Team Rocket, Surge complains about a lack of focus on Johto."
"A convenient excuse for inaction," Sabrina retorted through the Rocket, unable to keep some of her displeasure from bleeding through. "If you're worried, simply let Giovanni off his leash."
She'd met the Viridian City gym leader only a handful of times, but she was impressed by the sheer level of scorn he had for members of Team Rocket. Not to mention the sheer level of calculation Giovanni did at every moment. "No," Lance said directly. "There is more to him than he allows us to see, I do not trust him."
Sabrina's nostrils flared at the statement. Giovanni was more effective than her when it came to discovering Team Rocket's plans. "Fine, let's discuss something else."
"The group stage has been set up this way for years," Lance said with a sigh. "I'm not changing the rules for you."
"Those rules favor luck over skill," Sabrina countered. "I saw a trainer with significant potential lose today because of those rules."
Lance raised an eyebrow. "Violet? The girl with the Dragonite?"
"Yes," Sabrina confirmed. "I was looking forward to fighting her."
Lance considered her words, momentarily thinking of dismissing her suggestion out of hand before thinking better of it. "I'll look into it." He eventually said.
"And for the Rockets?"
"You're not going to let this go, are you?" He asked, letting out another sigh. "I'll authorize a budget for you to hire a few trainers to look into it."
"That's it?" Sabrina asked with an irritated frown.
"Until I deal with Team Galactic and Johto's border raids, that's it."
