Alright, I'll be calling the vote here. Looks like calling the parents wins. That'll be fun, it means you get to have some additional context to the start of a hell of an operation by Team Rocket. That and it's just a fun option for me to write.

Reading through the messages from her parents, Violet recognized that they were scared and worried. A part of her whispered they should say it, rather than implying it and hoping she picked up on it. But it was nothing new, people were annoying in that sense.
Pressing the number for her home, it rang once before being picked up instantly by her dad. "Violet?" He asked worriedly. "Are you out of the Rock Tunnel?"
Violet nodded once as she responded, "Yeah, I sent you pictures."
"That's good," she heard a sigh of relief from the other side of the phone. "It's not safe there anymore, Team Rocket has been meddling in that area."
The shy girl felt herself freeze, bringing her free arm to her chest as if hugging herself. Should she tell her dad she was involved in that? Of her battles with Team Rocket. "I-I heard."
She didn't do any of that, if she did, her parents would take a train to Silver Town immediately. Regardless of how it would affect their careers. "It's good to stay informed, have you been reading the articles I've sent you?"
Violet blushed red, her dad's articles were … Well, they were sometimes useful. But she found them dull and dry to read. She much preferred articles targeted towards Pokemon trainers rather than normal adults, they were always more exciting. "Sometimes?" She asked more than said. "I liked the ones about the Cerulean Caves."
"I'm glad." She heard her dad's smile through the phone. "You caught your Chansey there didn't you?"
She nodded, flushing red as she realized what she just did. "Ye-Yeah." She stuttered. "She's nice and likes dancing."
Chansey gestured for the phone and Violet briefly extended it so her voice could be heard through it. With an exclamation of "Chansey," the Egg Pokemon clarified that she was a very good dancer.
"Hello to you as well," her dad said, clearly not understanding what Chansey said, but unwilling to ask for clarification.
"Is mom there?" Violet asked instead of pressing her dad on his incorrect assumption. People didn't like being corrected, she learned that long ago. Even if they would thank you for it, their eyes and tone always gave away their annoyance.
"She is," her dad said, not picking up on Violet trying to shift the conversation. "Let me just …"
Violet heard her dad walking around their house, calling for her mother. After a few seconds, her mom came to the phone. "Hi, mom."
"Violet," her mother greeted. "Are you going to be headed to Lavender Town? It's very dangerous there."
"What's happening in Lavender Town?" Violet asked, she'd heard of a trainer mobilization in the area and was strongly considering going. But information was sparse and her searches on the internet had produced little beyond it being related to Team Rocket.
"It's terrible Violet," her mother began. "Team Rocket is attacking trainers in the Rock Tunnel daily, and the league is gathering forces to respond."
"O-oh," she said simply. "W-well, Gym Leader Misty was headed to the other side of the tunnel, she should be there now."
"Good," she heard a sigh of relief from her mother. "She's a good trainer, maybe not the best in the league, but certainly good enough to handle this."
"Willow said she was traveling with her," Violet added abruptly. She had only learned of it recently when her rival stated she would make sure her second gym badge would be the Cascade Badge. And so, when she had learned Misty was going to the Rock Tunnel to secure it, Willow decided she would go with her.
"Are you thinking of heading to Lavender Town?" Her mother asked disapprovingly, making Violet tense up.
"I was going to be spending time with Magnemite," Violet deflected, glancing over at the Magnet Pokemon, who had perked up the moment she mentioned their name. "They're … unique."
"Violet…" her mother trailed off, having noticed the attempt at deflection. "You aren't thinking of going to Lavender Town, are you?"
"I'll be safe," Violet curled in on herself, hating this conversation with a passion. "I-I've beaten Team Rocket twice now."
"You know that's not what I'm worried about," her mother stated, understanding the level of perception Violet was capable of. And the shy girl didn't have a reply to that. Her parents were worried about her, and chasing after a Team was dangerous. But she couldn't just let Team Rocket do as they wished without consequences. And while it might be arrogance, she could make a difference.
"I-I can make a difference," Violet said with quiet conviction. "I-I'm a good trainer."
Her mother let out a long sigh, causing the shy girl to freeze up and sweat. She hadn't been this nervous in her gym battle with Misty, not when fighting Team Rocket, and not when traversing the Rock Tunnel. It was only when one of her family members felt she had given the wrong answer that she felt like this. "Just-" Her mother cut herself off, thinking better of whatever she was about to say. "I … I know you can make a difference Violet. But your father and I care more about you than anything else."
Violet remained silent, not wanting to speak as some of the tension drained from her. "Thanks," she murmured.
"We love you, Violet, I know you can hear the truth in my voice." Despite herself, a small smile flickered onto the shy girl's face. She knew it was true. From the pitch of her mother's voice to the nearly imperceptible emotions coloring her words, Violet knew above all else that her parents loved her dearly. And even if their love could feel suffocating at times, she knew that they tried.
"I love you too," Violet said as she hung up. Letting out a breath, she looked over at her Pokemon, where Dratini lay napping, Pineco was critiquing Chansey's dance moves, and Magnemite looked at her with a bored expression.
The Magnet Pokemon hummed mischievously as Violet narrowed her eyes, realizing what they were about to do.
"Don't-" The word was scarcely out of her mouth before Magnemite used its natural magnetism to grab a random metallic object from her bag and forcing her to chase after them. Regardless of what she did after this, it helped distract Violet from the tense phone call she just had.

As for the questions, I did spend some time trying to come with a suggestion by Chansey, but none really seemed to fit her, so she essentially didn't have any actionable thoughts on it.
As for the Pokemon skill level, that's not at risk as you can generally consider them having a limited level of training occurring in the background. Funnily enough you're likely to see them get a few rank-ups in Week 13.
Since I figure we're headed into the operation no matter what to try and help resolve it, I figured we'd see a fair bit of EXP like SirLagsALot was expecting.

Competitive Pokemon typically self selects for mons that are on the slower end of the leveling process with more strenuous evolution requirements since those tend to be the ones that have better move pools, stats, and typings compensated for in single-player via weakening them through lower levels along with by comparison delayed evolutions. And, since we're cobbling together what amounts to a Dragonite-based national dex team for the first few generations we're going to be picking up a lot of Pokemon clustered on the high end of evolution-level requirements.
Hence, Dratini, Pineco, and Magnemite evolving at pretty much the same time with Chansey most likely being within the same general ballpark. Look on the bright side though if we pick up something like a Skarmory, and Heatran for our last two slots they won't need to evolve at least.
Honestly one of my big wants for the team would be a decent ice or water type, something nice and sweepy maybe to take advantage of Chansey/Blissey's bulk and Forretress's set-up.
A Marill might not be a bad shout if we can hunt down a Huge Power one, or a Buizel. Poliwrath and Slowking would be goals.

Gyarados is the best synergetic water sweeper with Dragonite that I'm aware of so if you want one my suggestion would be to go with that since we're stuck waiting until after we finish gym four to pick up our next Pokemon anyway, and we should be able to find one or failing that a Magicarp on the routes we'll be taking after the completion of our fourth gym so it fits just fine into our journey.
My personal preference remains with just doubling down on our Dragonite focus rather than branching out with additional sweepers though, and I'm willing to take a quick tour of other regions of the world such as the Sevii Islands to make that happen after the gym challenge in preparation for the league. Also, Blissey can learn psychic so should be able to telepathically communicate with Violet if take the time to teach her

Azumarill is a longtime favorite, so I wouldn't be opposed to one on the team. Huge Power Bellydrum Aqua Jet was a delight in Pokemon Y and Alpha Sapphire alike nyeheehee
if we do a Sevii Trip, we could always try to get in good with Lorelei and see about getting set up with a compatible ice type, or ice user given Slowking

It's just hard to find something that can compete with Gyarados' sweeping ability since it has Dragon Dance, and its lack of a Dragon typing helps it fit into our team better since it has less overlap with Dragonite's checks but if you really don't want it then just pick Kingdra or something. It'll do pretty much the exact same thing as Gyardos it's just more vulnerable to Dragonite's checks than Gyarados is.
And I don't really see a reason to take Slowking over Skarmory or Heatran since we really want a bulky taunt lead with the ability to set up conditions like Spikes which is what Skarmory does for us bonus points because it can also learn Tailwind to further buff Dragonite on switch in none of which Slowking can do so it can't replace Skarmory. That means it's competing for our sixth slot but at that point why take Slowking as a third utility/wall Pokemon on our team with a lot of overlap with our other mons when we can take something like Heatran with offensive threat, and non-overlapping or stacking utility such as Stealth Rock, Explosion, and Magma Storm.
Also, I'd prefer to take a Pelipper with Drizzle over a Politoed with the ability since the Pelipper can switch in to proc Drizzle, use Tailwind, and then use U-Turn to swap to another mon of our choosing which is a lot more than what Politoed would be liable to accomplish.
Hence, Dratini, Pineco, and Magnemite evolving at pretty much the same time with Chansey most likely being within the same general ballpark. Look on the bright side though if we pick up something like a Skarmory, and Heatran for our last two slots they won't need to evolve at least.
Both of those would definitely be interesting Pokemon. And due to it Taunt Skarmory reminding me of it, you'll be able to start teaching TMs to your Pokemon after you get your second gym badge.
Telepathic Pokemon would be interesting. Violet would be a little intimidated by it, but it opens up a good bit more exploration for the Pokemon you have.
On that note, looks like Setting Boundaries wins. I do enjoy being able to have Magnemite be a little shit every now and then. It'll definitely spice things up.

Heatran isn't a legendary, although you will have trouble catching one in Kanto. Your best bet for one would be to try and find them in Cinnabar Island.

Aye, I wouldn't have picked up Pineco if our hand pretty much wasn't forced by our rival taking Starmie which was my first pick, and even with Starmie taken I had a preference for Cloyster since I'm not a huge fan of having so many mons of the same type on our team either but we're stuck with the hand we've been dealt at this point. And, this has left us in a position where our team just does not function well with many Taunt leads such as Tyranitar which we can't check all the counters of, Frostlass which is a suicide lead with Taunt/Destiny Bond which isn't great outside of league sanctioned battles, Aerodactyl which has both of these weaknesses, and so on.
It leaves us at a very awkward crossroads where nothing is perfect so we kind of have to pick our poison which I personally narrowed down to Umbreon since Magnezone can cover our steel-type weakness that's why we picked it up after all well Dragonite can check its fighting-type weakness but it lacks threat. Or Skarmory which we can reliably cover the type weaknesses of as well but which further enhances our weakness to specific Pokemon like Magnezone which as a check to Steel types could deal with half our team but in exchange it actually has threat.
I personally prefer Skarmory in this situation since I prefer the flexibility of having four Pokemon that can actually threaten opposing mons reliably and one that can level a team-wide buff in the form of Tailwind which will be incredibly useful both in as well as out of league-sanctioned battles. But, Umbreon is a pick I'm perfectly happy with as well since having a more reliable wall that can also heal, cleanse statuses, and status the enemy alongside Blissey is nice even if I prefer a more offensive team.
Also, Heatran is a normal Pokemon it's just rare. And, Daemon Hunter is there a reason that Blissey can learn psychic abilities such as the move Psychic but can't learn telepathy? Really, the same question goes for any Pokemon that can learn Psychic type moves. Like is there a specific reason they can use their psychic capabilities for that but not something simpler like out-of-combat telepathy?
