Having realized that the danger of the Pidgy flight was the sheer number of attack vectors they could take at once, Violet had begun moving towards a more restricted environment from the beginning.

I can confirm that initially I planned it to be a group of 5, but then I realized that would just be a cakewalk for the Pokemon you have so I just increased it to a number that'd cause Violet issues just to introduce some fun moments in the update.

Ya, pretty much the only limit on the number of Pidgey we can take on at this point is how large Dratini can make his Twisters, and how large Chansey can make her Echoed Voices since they'll always OKO them meaning it's all about hitting the maximum number possible... I wonder how many Pidgeys we can take on when Dratini evolves into Dragonite and can make Twisters large enough to damage major cities.

The answer to that is "how many Pidgy's can you fit in the area?" Although higher level ones could cause issues still if they're well coordinated and disciplined. The combination of Quick Attack and Sand Attack would let them punch up a bit.

Having explored the area a bit, and fulfilling the desires of her Pokemon, Violet decided that it was time for them to depart. However, there was just one thing left to do. Catching a fourth Pokemon.
She was pretty sure it would be a Magnemite, but she wasn't content to do so without looking around for other options. Moreover, Violet decided to take a more adventurous route towards Lavender Town through the Rock Tunnel. While the journey would take a few days due to the difficulty in navigating the tunnels and caves, she was confident she could manage it. Especially since she did train a little in the caves under Cerulean City.
As for Pokemon to catch, Violet began by cataloging ones that were quite well known. Route 9 and 10 had several Pokemon available to her, primarily normal and flying types but also surprisingly a good deal of fighting and poison types as well. The Power Plant was also a site that could provide a fair few Pokemon (mostly Electric types), but it seemed that there was a colony of Magnemite in the Rock Tunnel that was present due to their Magnet Pull nature having issues in the Power Plant itself. As for more uncommon Pokemon in the area, Violet spent a few days exploring areas north of Route 9 where she believed a few of them to be.
She found a group of Mankey in the forested mountains, but swiftly ran off once their temperament switched to a far more hostile mood. During this short sequence, she also found a pod of Bidoof around a small lake. Finding Bronzor and Rhyhorn was also surprising, as she hadn't expected them to be in this part of Kanto. But after stumbling across tracks for the latter and spotting the former from a notable distance, Violet saw that she had a few more options available to her that she hadn't planned on before.
Trying to find rarer Pokemon was a failure, unfortunately. She had heard rumors that a pod of Dratini and Dragonair visited parts of the nearby river. Understandably, both Violet and her oldest companion were curious if that was true, but they simply didn't have the time for a proper search. Similarly, a few trainers were paranoid and fearful over reports that an Absol had been spotted in the Power Plant. Sadly, the Pokemon's public sentiment was rather negative, and it was likely being chased off by a group of trainers who thought it was bringing disaster to the area. As such, Violet didn't feel that it was a good idea to harass the Pokemon further, deciding she wouldn't even try to locate it.
Beyond that, there were reports of a Charmander in the mountains (and now that it was mentioned Violet may have an idea of where to find it) as well as of a Haunter nest in the Rocket Tunnel. Furthermore, a trainer had taken a blurry picture of a Kangaskhan and Linoone nesting next to each other but Violet had some suspicions on that one due to the trainer demanding money to share the location of said Pokemon.
With a better understanding of the area, Violet took a moment to see what her friends and family were up to. Chatting with her parents was fairly normal with nothing different and Testuya simply said he was busy training. Calling Willow … may have been a mistake, for she was beyond fired up. Having just faced Misty for her second gym battle, it seemed she was rather under-leveled, resulting in Willow being swept by a single Starmie. Rather than think of it as a setback, Willow instead took it as a mountain to climb and had been challenging dozens of trainers in the area to train her Pokemon and prepare for a rematch.
Now that her social obligations had been dealt with, Violet spent a few hours preparing for her journey through Rock Tunnel. Buying maps, additional rations, extra water sources, and a lot of rope the trainer did her best to ensure that she would have options available to her regardless of what happened. While more specialized equipment would have been nice (such as climbing gear designed for caving), that wasn't an option where she was, and Violet wasn't willing to trust second-hand climbing harnesses. As a result, her preparations took only a few hours. After which she was ready to catch her fourth Pokemon and head through the Rock Tunnel.
