There may also be physical or spiritual creatures that are unique to the God's realm. They get to do what they want. It's their place.
- At least a small (perhaps even nameless, or structureless,) cult following on Terra (Earth.) Even a minor deity of Air will have a few hundred families pray to him occasionally once a year, but he might find more luck with sailors or winged humanoids as his worshippers.

I doubt it. 95% of the Gods pretty much kill demons on sight. They don't even give them time to explain themselves, because no matter what kind of demon it is, it's still a demon, the angel of Lucifer. It's a thing "not meant to exist."
Really, any angel who doesn't kill a demon the instant it sees it is considered a traitor and a member of the fallen. And that's not even delving into the fact that half-angelic, half-demonic creatures exist.
Regardless, I like the idea. It's almost like Odin, and the realm is basically Valhalla except only heroes instead of ordinary warriors. I imagine that Baragar rests in the Throne of Heroes and should Artoria die, even temporarily, or travel to that realm, you will have a meeting with grandpa. I like it ! Thought both the Civilian and Heroine appearance are impressive and stand out , if you want a Civilian appearance a normal farm girl or a normal noble girl...
Just to make sure the Civilian form is to blend in with the mortals right ?

I feel there is potential for them to be God and Goddess who fulfil similar, but different roles like two sides of the same coin, but at the moment, I feel that there is too much overlap and some bits contradict each other.

Maybe have it so rather than your god having all of the heroes, he only has those who followed him in life like Avalyn? Because at the moment, they contradict each other as Avalyn can't have her Heroes and Heroines as her Angels/Servants if your god has all of the heroes in his realm.
I think it would work well if both had their own version of the Throne of Heroes which contains their dead followers while for Angels, your god has legions of numerous knights or something while Avalyn has her Servants, which fits the theme of Quantity vs Quality or Soldiers vs Warriors quite nicely.
