Maybe it is asking for manpower to figure out what to offer the inmates and how to ensure they keep to their parole.

We can't oversee each rereleased criminal, so the government will need to handle the slack there. I see this suggestion as being what it says on the tin.

Both of these are temping though. Cleaning the police force out will cut off the cartel's information streams AND remove people abusing the population.

Wealth redistribution is directly making things better and proving that the government is for the people, but seems premature? I feel focusing on options that win today more cleanly is the play.

I would rather not risk leaving ex-cartel members in charge of the police force. Rich jerks and independent heroes are nice and all but we would be relying on the police to control the non-cape members of the Cartel and we need to at least keep that down.

Having a good foundation for our recovery efforts is important.

Helps reduce hero casualties, gives Brazil more manpower to handle things like purging the police and catching wealthy people on their shit, and sets up for future coordination for the clearing of SA and CA.

I'd say it's a universal problem, but certainly the past few years have reminded a lot of people of it. And not just in America.

Er, you did notice the 'elites of Belo Horizonte' part, right? As in the city that was ruled by criminals cartels for years? I rather doubt that anyone who wasn't on board with the cartels would have been allowed to retain any money or influence.

I don't believe the Avatar has any special powers to determine whose money was gained in a way that justifies taking it and whose money wasn't. Of course, he could just take everything instead.

It's also going to be hard for the Avatar to convince people to stop going after the greedy businessmen when he leaves, now that he's started making it respectable. He may end up enabling the next group of Nazis who decide that the Jews are the greedy businessmen.

Again, you do realize that all the current elites of Belo Horizonte would have supported the cartels, right? The cartels would not have allowed anyone who opposed them to have power and hoard money.

That aside, I also rather doubt @sun tzu is giving us a choice to rob legitimate businessmen, since that kind of runs contrary to the themes of this entire quest so far.

I'm torn between the two of these. We need to make sure that the system itself isn't a broken and corrupted mess, and do more than just take out the supervillains.
