"There is no hope unmingled with fear, and no fear unmingled with hope." - Baruch Spinoza

It is the year UY 762, per our calendar.
The thirteenth year of our ascension to space has been….stressful, to say the least.
The crashed cosmocraft on our homeworld has been studied, and it has turned out to be a subcapital warship (a cruiser, to be more precise). While it is still unclear as to what the motives of the crew could have been, nevertheless, the investigation report has been publicized in an attempt to prevent misinformation and calm down the tensions of the people. For the most part, this seems to have worked.

Moving on to other matters, as the economy moves into what can be described as a transition to partial mobilization, with the development of more infrastructural projects, and more advances, both scientific and religious, there is an impression amongst the people that we are preparing for war. This is not actually the case (we are but preparing for the worst), and will require some explanation to dispel.
Either way, it feels like we have entered a new age - one full of fear, but also of hope.

Onboard the
Raider-1......
View: https://youtu.be/qq50NrujfC8?si=FPpvCBY3FJkmNpuw
Drel'kar, the newly appointed captain of the
Raider-1, sighed in mild annoyance as he looked at the stellar tapestry outside.
"Ugh..it's been a year and three months since the incident, and we are stuck here, on the lookout for what might come at us." He grumbled sourly.
In all honesty, this sentiment was not restricted to him alone. Having had to double down on their patrol routines due to the declaration of emergency, the crews of the ships were now starting to feel antsy. After all, it is one thing when you are on the lookout for a threat that is for the most part known to you, and quite another when you are watching for a threat that you know basically nothing about.
And that was what the crews of the twenty-six Hunters and the three new Raiders had been doing for the last year, running more intensive and extensive sensor sweeps of the space around Xan'qarras, and in the process, expanding the region in which they patrolled regularly.
For all their thankless efforts, the officers and sailors of the Cosmonaval Fleet had nothing to show for it, as there wasn't even a fly out of the ordinary showing up on the sensors, and yet, they had to stay in orbit, the only thing that really broke the monotony was the pit stops at the shipyard, to refuel and resupply.
At this time, there would be attempts to push across requests for a slight relief from the rigorous nature of their duties, such as a temporary rotation out of the roster, only to be shot down by their superiors at the Cor'av'na. The emergency being in full effect at the moment, all such provisions for non-essential transfer and rotation of personnel were rescinded, and were highly unlikely to be restored any time soon.
As the ship neared the shipyard for its scheduled refueling and resupplying run, Drel'kar said to himself, "I hope all of this trouble will be worth it in the future."

The recent crash of an alien vessel on our homeworld has shaken everybody at the All-Union Center for Cosmological Studies. They have currently put all non-essential projects on hold, and are ready to provide assistance to the Cor'av'na in expanding the Cosmonaval Fleet. The new patrolling schedules and transfer regulations have had a negative impact on the crews of the warships, though, which is something the Cor'av'na might want to take into consideration.
Your ships will take 2 months for overhauling and resupplying after every exploration.

Bel'xarok - The second planet from our star and the closest planet to our homeworld, Bel'xarok is nothing less than a spherical cauldron. Surrounded by a thick, noxious atmosphere, the surface has proven difficult to survey, and we can only guess at the condition of the surface based on the atmospheric composition. This will be quite the test for the ship's sensors.

Gep'wannom Dor'las Suburb, Fel'zannar
View: https://youtu.be/eMh6dYInfZI?si=qbCCOVzf-XjrMg6Q
In spite of the clouds in the sky, it seemed that there would be no rain falling down. At least, not yet, Hel'kana mused, as she looked at the city from the balcony of her apartment.
Even a couple of years ago, Fel'zannar, the cultural capital of the Dae'laan, was bustling with life. The people were going about their everyday lives as usual - waking up, getting ready, going to work, getting said work done, then returning to their homes. And conversing with friends and relatives, making plans for outings, and such and such.
She sighed, as she looked at the streets down below, as the SDF troopers were keeping a close watch on the roads, and the passers-by, drones flying overhead, aiding in the search.
It was a sight that she had gotten accustomed to over the past year. Admittedly, when the state of emergency had been declared, and the inert SDF, reactivated soon after, marched in and set up shop, it felt like a surreal sight. One that was supposed to be reassuring, but inadvertently had the opposite effect. At least, for some.
She still remembered the first day, when she went to the market to do some shopping (thankfully, the lockdown decrees did not prevent necessary activities like this) and the troopers were watching her and the other people out on the streets like an eb'lawk¹ (or so she thought, it might have been her paranoia causing some exaggeration).
Even the communal market felt different. Normally, it would be full of hustling and bustling, as buyers and sellers did brisk transactions, conversing in a friendly manner all the while.
That was not the case in the first few months of the emergency, as the markets were now under guard, SDF soldiers keeping a sharp eye for anything or anyone, which or who would be disruptive to public order. It was in this stifling atmosphere that business was conducted, the conversations now shortened, lest they attract undue attention.
The only place one could converse freely was social media. Or so it seemed, as the government began to keep tabs on the messages being said in various fora, carefully checking them for any sign of misinformation. Accompanying this was a slew of advertisements, stressing the fact that they should not believe in random hearsay, but verify and cross-check it.
All in all, it was an expansive network of surveillance, one that left the citizens it was keeping an eye upon, somewhat paranoid and chafing, with the feeling of having to live in fear of an unknown threat.
Only with the recent publication of the investigation report, were those fears calmed to any meaningful extent.
As she looked at the skyline, she sighed, and hoped that the situation would improve.

Infrastructure Actions
-
The crash of an alien vessel on Xan'qarras has sent shockwaves through the populace. The People's Secretariat for Industrial Development and the People's Secretariat for Transportation have been forced to the drawing board to re-evaluate most of the projects at hand, as the Cor'av'na intends to expand the Defense Forces. The Labor Armies raised by them have been of great aid in getting projects done over the last year, however, the populace has found the restrictions on civilian life to be somewhat excessive.

Build mining facilities in the Hol'tranorr Valley
Description: A rugged valley with hostile terrain, the Hol'tranorr is one of the less visually aesthetic places on Xan'qarras and a place that the Drak'xarim prefer to avoid, in part due to the fact that Xel'gar Drakes tend to roost in the vicinity. But the region has been found to be rather rich in minerals, and the mining collectives wish to develop the area. It will be an excessively difficult endeavor, needless to say.
Cost: 680 M minerals, 204 M nanomaterials
Time: 9.8 months
Chance of success: 50%

Build mining facilities in the Northern Dap'tarral Plateau (Phase 3)
Description: The Dap'tarral Plateau is an expansive volcanic plateau that has seen considerable volcanic activity in the past. As of now, the several volcanoes here have gone silent for many years, and the region is now teeming with several highly rich mineral veins. The problem with tapping then lies in the fact that there are quite a lot of them, and thus we will have to split the operations into two regions - north and south, and then staggering the operations for each region over multiple phases. It will be a very, very laborious undertaking, but the end results will be worth it.
Cost: 1.4 B minerals, 420 M nanomaterials
Time: 13.8 months
Chance of success: 85%
Build mining facilities in the Southern Dap'tarral Plateau (Phase 3)
Description: The Dap'tarral Plateau is an expansive volcanic plateau that has seen considerable volcanic activity in the past. As of now, the several volcanoes here have gone silent for many years, and the region is now teeming with several highly rich mineral veins. The problem with tapping then lies in the fact that there are quite a lot of them, and thus we will have to split the operations into two regions - north and south, and then staggering the operations for each region over multiple phases. The second phase has been completed, and now we head on to the third. It will be a very, very laborious undertaking, but the end results will be worth it.

Build Blue Dan'xenal mining facilities in the Nel'rannir Hills
Description: The Nel'rannir Hills have a rather grim aspect to them, being devoid of most forms of vegetation, save a few exceedingly hardy shrubs. Such is the nature of the hills that they have inspired several myths of being cursed by Nes'taria. Recent surveys, however, suggest a cause that is more materialistic than divine. They have identified some Green Dan'xenal veins underneath, alongside veins of Blue Dan'xenal. In light of the recent scare, we should stock up on this hopefully useful material.
Cost: 650 M minerals, 195 M nanomaterials
Time: 8.5 months
Chance of success: 70%
Build Green Dan'xenal mining facilities in the Bes'kaalar Valley
Description: Recent geological surveys have stumbled upon a sizable vein of Green Dan'xenal in the Bes'kaalar Valley. It would be a good idea to set up mining facilities there.
Cost: 550 M minerals, 165 M nanomaterials
Time: 5.3 months
Chance of success: 85%
Build Green and Blue Dan'xenal mining facilities in the Aj'nellim Depression
Description: One of the notable characteristics of the Aj'nellim Depression is the unusual bright orange coloration of the sand present here. It has been the topic of speculation for years, to which we now have a feasible answer, as a survey has detected a vein of Green Dan'xenal alongside a vein of Blue Dan'xenal. A proposal has been prepared regarding tapping into them. All it needs are resources and personnel.
Cost: 850 M minerals, 255 M nanomaterials
Time: 8.2 months
Chance of success: 80%
Build nanomaterial manufactory complex in the Qaol'marik District

Site XA-17, Lin'trannos Valley…

Las'gronath had been hard at work for quite a while.
No, to say he had been "hard at work" would be understating it grossly. They had been working themselves to the bone of late, running extra shifts when it was convenient, trying to get things done faster. It was only due to the firm insistence of the SDF that they had to scale back on some of their overwork plans.
The last year had been little more than a haze for the Lorefinders as far as they were concerned. As it stood, they had already uncovered quite a few facilities and stuff with military applications, so it wasn't exactly a surprise when the Cor'av'na wished to push the envelope further. Orders were given to the AUAS to discontinue any excavations and investigations that had little chance of succeeding in the near future, and focusing those efforts and resources on the ones that had appropriate chances of success in the short-term future.
In simple terms, this meant a stop on all investigations regarding the XB-category sites. Considering that the AUAS had put the analysis of the language XB-L-01 on hold indefinitely, this wasn't exactly a loss by any means (the language was REALLY, REALLY, hard to decipher), and the sites were by no means easy to work on, so nobody was losing out.
This would mean a full, undiluted focus on the XA-category sites (of which there were nine left). Eight sites had already been taken care of, and they had yielded quite a lot in the way of technology and other things, leaving the Cor'av'na and the Sci-Res-Dev Secretariat eager for more.
The fact that they had declared three of those eight sites (XA-06, XA-07 and XA-08) to be in very good condition, and also to be fit for restoration and reactivation, and that XA-06 had actually been restored and brought online, didn't exactly help matters. Now the militarists were breathing on their necks for deadlines as to the earliest they would be able to get the sites on hand investigated and explored, even as they were busying themselves with the nitty-gritties of the superwarrior development project in the meantime.
In short, it was excessively stressful, and the Lorefinders were somewhat resentful of this….overcautious approach, with such an overbearing focus to militarize the Dae'laan, as if in preparation for an imminent conflict.
The publication of the investigation report had cooled down things to an extent, but not entirely. The Cor'av'na was of the opinion that the emergency would not be withdrawn for now, at least.
This could only mean a few more years of longer shifts and shorter breaks - something the AUAS and its staff were not looking forward to.

Archaeology Actions
-
The recent directives from the Cor'av'na and the Defense Secretariat has seen the All-Union Archaeological Survey redirect its focus to the remaining XA-category sites, with the XB-category sites being put on hold for now. While some progress has been made, there is a feeling of annoyance at the fact that the military brass might be overreacting to the situation.

For many of the researchers in the Dae'laan, it felt like it was only yesterday that they were working on projects at their own pace, without the pressing rush of a deadline to chase.
Of late, though, the opposite of all this was now true, as it seemed more like there was a rush to develop new technologies and get them ready as soon as possible, while cutting down on the time needed to test the same.
Needless to say, this had led to quite a bit of tension between the scientists and their military liaisons, and it was only due to the intervention of the Sci-Res-Dev Secretariat that a solution was reached. The researchers would work on the projects without any feeling of external pressure, but also taking into account the present situation.
The solution had apparently worked out, as the number of complaints went down after that.
While working, the labbers at the FRCs noted one idiosyncrasy of their counterparts from the Cor'av'na - a consistent insistence to look for a military application for whatever they happened to be working on at the moment. Considering that there was a state of emergency in force, they did understand this sentiment, even as they considered some of the requests and suggestions to be….overdoing it, to put it mildly.
"I guess reading all that data from the XA-category sites has turned their heads." Gronnak sighed as he was having lunch with some of his co-workers in the canteen.
"Yeah, you wouldn't believe the ideas some of them are coming up with. I mean, it's one thing to be inspired by something, and quite another to be carried away by something, right?" Ol'draa said in frustration and annoyance as she took a bite of the braised sar'wan².
"Oh, don't I know that! Those labbers from the Cor'av'na - I don't doubt their dedication, or their knowledge, or their capabilities. But they have an alarming tendency to go into uncontrolled flights of imagination, making proposals that are just…." Dak'rogar shook his head as he tore off a piece of the ger'ata³, and dipped it into a bowl of red san'lios⁴.
"Considering all that, I would say that they have something of a point. But before all of you leap upon me for saying that, let me finish. I also think that they ought to restrain some of their enthusiasm." Sel'qarra said, raising her hands to calm down her fellow labbers.
"Yeah, since the investigation report says that it was just a single cruiser, they really need to calm the flack down, and think with a cooler mind. All of this feels like a knee-jerk reaction, if I am being honest." Gronnak said with a frown.
"My thoughts exactly, but don't let them hear it. They will not take kindly to that." Sel'qarra said in a cautionary tone, as the group made their way through their lunch.

The crash of an alien vessel on our homeworld has the People's Secretariat for Scientific Research and Development
somewhat paranoid and concerned, as they are now consistently staring at the skies while working on their projects. An appreciable influx of volunteers from the R&D Department of the Cor'av'na has helped them quite a bit in getting new projects done, but has had them chafing over the alarmist views of their new helpers regarding the near future.

The 3rd Federal Research Center for Psionics, Rem'naas Hew'qraal Suburb, Zan'taarij
It had been a rather exhausting year for As'trana and many of her fellow Acolytes.
The Bolt from the Heavens (as the incident now came to be known as) had left an indelible mark on the society of the Dae'laan. The Drak'xarim, who were initially safe and secure as a people, now found themselves facing what could possibly be a very severe threat (or none at all), but it was hard to say for certain at the moment, leading to a considerable increase in the number of people visiting the temples, either for guidance (which wasn't exactly easy to give, other than assurances that this situation would come to pass), or to join their ranks. Such was the increase in numbers that the Rel-Psi Secretariat would be able to dedicate another two teams to research the ancient texts.
(+2 slots for the Pantheon subcategory)
More and more people were showing up to get themselves tested for the presence of psionic powers, necessitating an expansion of personnel in the Psionics section as well.
(+1 slot in the Psionics subcategory)
And this was not all, as the informal study groups that had formed amongst the Acolytes in training, were now beginning to talk and share notes with each other, even as new ones began to form, and cross-analyse the texts and scriptures, in an attempt to speed up developments on the relearning of the rites and spells. It was an agglomeration of various small-scale efforts, but it was hardly insignificant, and their efforts to study the scriptures overnight did in fact have some positives.
(All Pantheon Rites actions have their Chance of Success increased by +5%)
Their studies would lead to a better understanding of the writings all across the board, making future attempts at deciphering them far more likely to succeed. In the wake of the recent uncertainty, any advantage would be more than welcome.
The recent increases in the numbers of psiolytes was seen with increasing signs of relief, as there was a feeling of apprehension regarding the future, and if they were facing a threat similar to the Three Dark Gods⁵, then they would need every edge they could lay their hands on.
Hopefully, it was not as bad as that, as the investigation report implied.

The recent crisis has led to a surge of fear amidst the populace, with many turning to the deities for comfort and answers. This has, unfortunately enough, led to the rise of some individuals with a millenarian mindset, who are trying to gain a following amidst the people. Description: There is an old saying, "A chain is only as strong as its weakest link." This maxim is something that blacksmiths and metalworkers have taken to heart, as they strive to remove any impurities whatsoever while making a weapon or a tool. In the past, special rites were used to purify the metals. The weapons and tools made using them were very sturdy, and stood the test of time. Maybe we should consider rediscovering them, and combining them with our technological prowess to see what kind of weapons and tools we get.

Basic Imbuement Rites
Description: The accounts of old speak of weapons and armor that had magical properties associated with them. A closer reading between the lines shows us that special rites and spells were used to endow said properties upon the weapons and armor. We must make attempts to rediscover them, for they could be a game-changer.

Basic Aegismaker Rites
Description: The tales of the Voidspawn Wars speak of a group of individuals, the Aegismakers, who could manipulate the very ground and metal around them, forming defensive barriers of varying scales. The rites and spells in question must be relearned post-haste.
Time: 3 years
Chance of success: 75%
Basic Metalweaver Rites
Description: There are tales of a group of psiolytes who could manipulate metal in ways that surpassed the Aegismakers. In their hands, any metallic object could become a potent weapon…or a sturdy shield…in ways none could expect. These rites and spells must be relearned urgently.

Build Temples of Frost (Repeatable)
Description: The winters on Xan'qarras, while not excessively harsh, can still be testing. The cold winds force even the mighty predators on our planets to look for a warm shelter. As for us, there is little to do, other than hunkering down in our cities, and trying to go about our lives, as we prepare for the spring that is to come. The Goddess of Ice, Astaryani, is no warm-hearted deity, as has been manifested by the blizzards burying those unfortunate to be caught. By building temples dedicated to her, we can go some distance in appeasing her, while improving our ability to weather out the winters.

Basic Frostwalker Rites
Description: For those accustomed to a warm climate, a freezing winter can only mean doom. If you can't adapt quickly enough, you are as good as dead. The Frostwalkers of old were adept at controlling and manipulating the coldness, bringing relief to their allies, and death to their foes. We must rediscover these rites and spells as quickly as possible.

Basic Icecaller Rites
Description: The tales of old speak of a group of psiolytes, who were past masters at using the powers of ice, whether to defend their allies…or to call forth minions to aid them. The Icecallers had served us well in the Voidspawn Wars. Now we must relearn their arts in order to stand against the Void again.

Build Temples of Storms (Repeatable)
Description: The storms on Xan'qarras are breathtaking when viewed from a distance, but it is a completely different matter for those experiencing their wrath up front. Winds lashing at high speeds, torrential rains, bright, blinding flashes of lightning, accompanied by loud, ear-splitting claps of thunder. They are considered to be signs of the rage of the Goddess of Thunder, Geygantaris. By building temples dedicated to her, we can take steps towards appeasing her, while at the same time being able to weather out the storms somewhat better.

Basic Stormweaver Rites
Description: Besides the worshippers of Geyganor, there exists a parallel association in the worshippers of Geygantaris. The Stormweavers, however, unlike their Stormcaller comrades, are more concerned with the destruction of the enemy and less so with collateral damage. It is as if they have inherited the mercurial temper of the Goddess of Thunder. We should try to rediscover these rites, in order to bolster our strength. But whether we should use them much is a matter of debate.

Lore of War

Build Warrior Shrines
Description: The art of war is one that is nearly as old as the march of civilization itself. To wield a weapon in the service of one's people is a very honorable endeavor, but there is the unfortunate risk of falling prey to bloodlust and committing the worst atrocities imaginable. Weapons can be wielded with honor, or dishonor. It is the prerogative of the Goddess of War, Kre'valis, to ensure that warriors stay on the former course. By building shrines dedicated to her, we can ensure that her priesthood will be able to disseminate this message amongst our warriors.

Basic Furoriator Rites
Description: The feeling of battlelust is something that is universal to any warrior. Prior to any engagement, they are charged up with inspirational speeches by their leaders and commanders. This has the effect of motivating the troops, but in the thick of war, it can easily go wrong, as the Sanguine Butcher can seize control of warriors with little control over their battlelust. To counteract this, the Furoriators had devised a series of rites and spells to induce a divine fury among our warriors, without the malefic effects of Void corruption. Rediscovering and relearning them would be of the essence.

Intermediate Divinator Rites
Description: The best way to get an advantage on the foe is by getting advance intelligence of their intentions. If one knows what their enemy is planning, they can devise appropriate countermeasures. There is a way of doing so. The ancient arts of divination, practiced by the aptly named Divinators, were greatly helpful during the Wars of the Void. We have a grasp of the basic rituals in this discipline. But they will not suffice for long, so studying the more advanced rituals is an urgent recommendation.

Intermediate Wardcrafting Methods
Description: Our success in relearning the arts of Wardcrafting is a positive sign and a ray of hope for the Anti-Daemonologists. However, we cannot afford to rest on this little success, as there are methods to create more advanced Wards than the ones we can make right now. Relearning these methods will not be easy, but considering what threats we had faced during the Voidspawn Wars, the efforts will prove to be worth it.

Basic Runecrafting Methods
Description: "Runecrafting is an art that requires an appreciable level of expertise, finesse and precision. For even the slightest mistake in etching can change the characteristics of a rune." This is the motto of several of our esteemed Runecrafters, who distinguished themselves during the Voidspawn Wars. The runes created by them were of great aid to us, by either strengthening our forces, or weakening the foe. It will be in our interest to relearn these powerful methods.

Basic Formation Crafting Methods
Description: The only thing that requires a greater level of finesse and precision than a rune is a formation. While not easy to make, when properly made and executed, the results can be impressive, as is told in the histories of the Voidspawn Wars, where our Formationists put their skills to good use, conjuring formation arrays of a supportive and of a destructive nature. Needless to say, we must put effort into rediscovering these powerful arts.

The Citadel of the Guardian⁶, Central Gubernatorial Suburb, Var'kalas…..
The mood was tense as the higher-ups of the People's Secretariat for Defense and the Cor'av'na sat down for the scheduled meeting to review the effects of the emergency on the Dae'laan.
As everyone took their seats and/or logged in, the deep, sonorous voice of Fel'rakir Hillbreaker, the Secretary for Defense, said, "Comrades, I believe we all are under no illusions as to the agenda of this meeting. In light of the incident that occurred in the closing month of UY 760, we were forced to declare a state of emergency across the Union. In the past year, our investigation has thrown up the truth of the matter. It was, in all likelihood, a rogue military vessel of an alien race with….no particularly refined taste in aesthetics, as you all are aware.
In the past year, there has been a significant militarisation of the Union, as the SDF has reactivated themselves, and helped build a lot of infrastructure, both civilian and military, and helped out in many other ways. However, these benefits have not come without drawbacks. According to the reports filed by the Arbitration Stations⁷ across the provinces, the people have had a mixed response to the imposition of the emergency. Some have seen it as a necessary evil, and have been co-operative. Others have chafed and seen it as an infringement upon their sense of liberty and freedom. The publication of the investigation report has, to some extent, alleviated the existing tensions. But it has also presented us with a burning question: Should the present state of emergency be maintained or not? If not, then what is to be done?" He finished his speech with a discerning gaze at everyone present, be it physically or virtually.
"Comrade Fel'rakir, I feel that under the present circumstances, it will be difficult to sustain the state of emergency, especially after the publication of the investigation report. The people have basically formed the opinion that they are not under any immediate threat whatsoever. Any attempt to portray and imply the opposite will be foolhardy and counterproductive." Tel'xana Wavewalker, the Mayor of Var'kalas, said, with a pointed stare at the representatives of the Cor'av'na.
"To be honest, I do agree with you, Comrade Tel'xana. But that cannot by any means imply that we take no preparations for such situations in the future. There is no way to predict the Void, and we must be vigilant as to that unpredictable, malicious realm." Comdiv Ral'draka Firefist said, in an attempt to steer back the discussion in a direction favorable to the military.
"I never said or implied at any point that I was against the development of military infrastructure and capabilities. We truly should not let ourselves be caught unawares by any threat, and must take all precautions that are necessary. But they have to be done in a way that is not seen as repressive by the populace. After all, they are the foundation and bedrock of a Harmonist society." Tel'xana said with a slight frown and an emphasis in the closing part of her arguments.
"The measures in question that you are referring to, Comrade Tel'xana, were an unfortunate necessity in the face of what was a highly uncertain situation, with several potential risk factors hidden and concealed underneath. It was never our intention, in any way, to oppress the populace, for such an act runs counter to the most basic principles of Harmonism." Ral'draka said, a slight note of exasperation in her tone and voice.
"Comrades, it will serve us no good to be consistently going on about the justification of the measures taken to enforce public safety during the emergency. What is done cannot be undone. We have to look towards the future, and take a course of action that will help steer the ship through the turbulent waters ahead." Hab'thar Dunerunner, the Deputy Secretary for Defense, said in an annoyed voice, as the meeting seemed to be losing sight of its agenda.
"I concur. So regarding the state of emergency, what do you propose? To withdraw it in its entirety, or phase it out gradually?" The Secretary of Defense, said, putting the matter to a vote, as was the custom.

Military Actions

The imposition of a state of emergency across the Union has not been without its share of controversy, as the Cor'av'na and the Defense Secretariat have found out, while reviewing the reports from the past year. While a section of the populace has been understanding and cooperative, another section has been somewhat resentful, feeling that the government's response smacks of excessive alarmism. A decision will have to be taken regarding the state of emergency as soon as possible.
