Personally I think it was a mistake, but we're an upper hive org and, presumably, these are upper hive criminals we're snitching on, which means that they're considerably less powerful than underhive gangs (comparatively) and probably have less access to the good contraband. Its probably not a huge deal.

The problem is they're feral humans living on a ork controlled world (and also possibly protected by necrons for some reason) so they wouldn't work well in a Hive City. Unless they were in the Underhive.

I mean, in theory the Diggas aren't the only permutation possible for an Ork Kult. To use a few examples from my own quest which has digga kults be a major planetary faction, you could in theory have a kult that works akin to a secret club that sets up gladiatorial/pro-wrestling matches in Gork and Morks (or Mork and Gorks) honor, mek kults who marry pro-ork theology with traditional mechanicus dogma, or mad max militant raiders whose theology is somewhere between norse warrior reverance ala the warboys from fury road and orkish belief and political structures, etc.
The big obstacle is really the fact that you'll likely only get digga kults on world with ork presence (feral or otherwise) or that have historically been targeted by ork waaaaghs, because unlike, say, chaos or genestealer cults, ork kults aren't inherently going to be corruptive.
(Probably, at least: its warhammer, so who knows.)
