I'd be all for it if it would work out but I don't think it will. They're both tied to their holdings (Ned's a Lord and Arianne's an heir.), complicating the inheritance. The vast age gap is also a problem.

Hoping keeping Dacey not only prevents potential assassination but more importantly keeps any seduction mild. With Edric rejecting the offer of Dorne I think its best to just back Arriane since even they have to figure out eventually that trying interfere in the war is just bad for Martells.
I think in this case Arianne would be the ruler of Dorne since the dornish are okay with female rulers. So there shouldn't be any complication regarding inheritance.
I wasn't as clear as I should have been. The problem isn't the inheritance of Sunspear. Arianne's the heir so of course, she'd rule as the head of House Martell. The problem is the inheritance of Starfall. Edric Dayne can't be Arianne's Prince Consort for the same reason Dacey Mormont, the heir of Bear Island, couldn't be the Lady of Winterfell. Ned's the Lord of Starfall, which would require all sorts of accommodations to remedy all the issues that would arise from a matrilineal marriage with House Martell. If Ned moves to Sunspear, a castellan would have to be appointed to rule in his name after Allyria marries Beric Dondarrion and Arianne and Ned's second child will inherit Starfall along with the Dayne name. If Ned stays and rules from Starfall, the marriage will be...difficult considering either party will have to travel a considerable distance in order to copulate. No matter what Ned chooses to do, Gerold Dayne, the Darkstar, will be waiting in the wings to take advantage of the situation, as he'd be next in line if Ned meets an untimely end or never has a second child. It's an inconvenient marriage for both parties and it doesn't really make much sense for them to accept it when marrying people who aren't heirs would be better for their situations.

Oh now I see what you mean. Honestly I don't feel that it's a huge deal. Sure he would have to appoint a castellan or something but that's hardly new among the nobility. I mean when we give lords positions at our Small Council, they will have to shift permanently to our capital and they would have to appoint suitable castellans to take care of their lands.
Jon Arryn was the Lord Paramount of the Vale, and he managed to do his duties satisfactorily while he was at King's Landing for years at a time.
Gerold is a .... concern but it could be argued that it would be safer for Ned and his heirs to be in Sunspear if they are afraid of any plots by Gerold.
There's also the matter of whether Ned would want a marriage with Arianne. He would obviously be the subordinate in the relationship and he might want a more conventional arrangement with a spouse that could actually help him manage his household and lands.

Yeah we are not sending Dacey out to avoid assassination attempts. On another note, we cannot trust the Dorne to be true to their words so a marriage must take place. Can we ask Ned to be consort to Arianne? Failing which, find another close male relative or ally to marry her.
Actually the council members have far too much powers now. I favor radically expanding membership so we can divide power among many council members as well as bribe various Lords with positions. We can give positions to our not-enemies but keep the finances, army, navy & spy craft for our firm allies.
Just make him LC of the Kingsguard. We're short on candidates as is. He can still perform the duties you'd give High Marshall, that's what Kingsguards did anyway.
