Winter is Coming: House Stark Quest

[] Refuge from winter and Gendel's children means respecting the laws of the North. To guarantee this, their leaders must swear to the Old Gods before heart trees, or whatever other gods they may have, that they will respect the laws of the North while they are there. If they intend to stay in the North, the Free Folk will be expected to contribute to the fight against Gendel's children, the defense of the North in general so long as they are there, and assist with the remaining harvests. This will be necessary if we're going to help each other survive winter.
-[]In general: kidnapping, stealing, slavery, rape, murder, etc. Against the law. Those that behave like brigands will be treated as such. The cooperation of the leaders of the Free Folk in preventing this and stopping it if it does happen is expected, the same as from any other leader.
[] On Settlement: in general:
-[] Any Free Folk that moves to lands already ruled by a lord must respect the laws of the land they're in. You have more than one idea on this to pitch:
-[] A. Ygritte will be offered the title of Lady Ygritte ____. She will be offered the Stony Shore for her people to settle. She will swear fealty directly to the Stark of Winterfell. Call it taxes, tribute, or 'trading some of our harvest now so that there's stuff to pay for roads, armies that protect us, and enough stores of grain to survive come winter'. Whatever you call it, this is Westeros and it's how we keep millions of people alive. Additional lesser titles and further assistance in settling these lands and developing them can be further negotiated as necessary.
-[] B. Settle Brandon's Gift. Manage and work the land in partnership with the Watch. The Watch can assist with developing the land if the Free Folk assist with repairing the castles at the Wall that have fallen into disrepair.
-[] C. Settle outside the North. This would be at the permission of King Robb. But we could pitch the idea to allow those interested in doing so to settle elsewhere. Options for this:
--[] The Iron Islands. The Ironborn are up to some shit. Help us put them in their place and secure the islands for Theon Greyjoy, and the Free Folk will get one of the larger islands for their people to live on and in the way they want. So long as they don't reave/raid/etc., of course. There's been enough of that shit from the Ironborn in the past, and the Seven Kingdoms will not put up with it.
--[] To the Riverlands to rebuild and resettle those areas devastated by the false dragon.
--[] To the Crownlands to help rebuild King's Landing or even join King Robb's army.
-[] Ygritte knows the Free Folk. Are there any groups that would do better separately? Any that are more likely to cause trouble (with each other or any neighbor)? Those two aren't the same thing. Some that might chafe in the rest of the North might do better in Skagos. It practically rules itself, anyway.
-[] The case could be made for the Children of the Forest to settle the God's Eye (with King Robb's permission) if they wish for a place separate from man. Or the weirwood circles in the high hills of Sea Dragon Point.
-[] The Giants could also settle in part of Sea Dragon Point if they wish to settle away from men and there is not a place for them at the Stony Shore.
[]Reparations:
-[] The land granted to the Free Folk (or transport to where they wish to go) and assistance in settling as recompense for being confined behind the Wall. Assistance in settling may be provided (to be negotiated as necessary).
-[] Those that had been abducted from their homes in the North must be allowed to return.
-[] If they Free Folk stay in the North, reparations will be made for those taken in the past and to end the enmity between the Free Folk and the people of the lands they raided (mainly Mormonts, Umbers, and Mountain Clans). This is to be agreed upon between both parties with the Starks arbitrating (just as they do in issues between lords). This may be in weregild in goods paid over time, though alliances by marriage will be encouraged. Brides were taken and caused enmity, brides can be given (of their own will and NOT be mistreated) to end the enmity.
-[] Once the Free Folk are settled and the threat of Gendel's children is dealt with, the New Gift will be returned to various neighboring noble houses to be settled after the coming winter with any luck. A portion of what is produced there will help support the Watch.



I didn't include Essos in the 'outside the North' options because why potentially give F!Aegon access to them?

The Iron Islands seems a kind of crack option, but this is a crack quest. I'm torn over either keeping it as is, removing it completely, or making it the only option. Heh.

Oh wait, Theon is still bros with Robb isn't he? And he's going to be lord of the Iron Islands and Dacey the lady. Dammit.

Edit: edited the Iron Islands part...maybe that will work?

I'm fairly sure this is close to a final plan, but feedback is encouraged.

The likes are appreciated...but I was kind of hoping for some more discussion.

Fuck it. I'll name and post my plan. Just a couple changes. OOC we will have control of Robb again later and he can agree to anything the collective of mysterious voices that is us tells him to....but IC they don't know that. Plus we're not entirely up to date on what's going on in that part of Westeros right now (IC or OOC for that matter).

It doesn't help that I'm not sure when the most recent events for Robb (and the plan to follow) and the recent events for Jon are happening relative to each other. Is the force being sent to check out the Iron Islands already on its way?

I am not sure if sending wildlings to Iron islands is a good idea. The wildlings already raid us. It'd only be a matter of time before they decide to join the iron shits in raiding us.

I'm not sure of the second subvote. 1) How much time is left before the battle? I think there's a year or two left before we catch up to canon, but we're fighting the Deep Ones, not the WW here. 2) Is the Gift enough land to settle 100k people?

No sense in overthinking it, let's get the immediate issues out of the way by getting the wildlings out of the CHUDs' path and to relative safety. If/when we beat the CHUDs we can talk about more long-term solutions like land distribution or shipping 'em off to resettle the Iron Islands or whatever.
 
Gendel's children aren't attacking the wall.

They are in the tunnels beneath. Either we root them out or stop them when they pop out behind the wall. But neither the entrance or exit are at the wall, so garrisons of Free Folk there seems silly, unless I'm missing something @Charcolt ?

And they still need refuge from the Winter. Staying north of the wall is not an option for them.

To imply that choice is to back them into a corner.

My plan is complex, but for good reason. It gives options...and ways to smooth things over for both sides.

They would have tried going over, under, or around the Wall, but with the open tunnel that's the route everyone will be taking.

Of course it's entirely possible Ygritte fabricated a story of monsters, had her supporters make buzzing noises to panic Jon, and is now luring the Starks away from the Wall. That's not what's happening but it'd be funny.

30. The Pact of Ice and Slightly Colder Ice
The negotiations from there went... surprisingly well. Perhaps the Old Gods themselves were smiling upon your efforts to make peace. Or perhaps it was just the sense of urgency, with a horde of rather unpleasant man-eating mutants about to emerge from a big hole in the earth to eat everybody.

The Wildlings wanted sanctuary - land where they could live in peace and not get eaten. It just so happened that Ned Stark could provide that. If they were willing to actually live in peace. It would take a few conversations on her part, but Ygritte assured you the chieftains would see to it that any rapers were adequately punished.

You'd expected more of a fight really. The tradition of stealing women was embedded deep within Wildling culture, but if they were willing to ask for consent prior to sneaking through a window and hauling someone's daughter off in a sack you weren't going to argue.

The issue of settling them too went off without a hitch. The Stony Shore was largely abandoned but for a few hardy villages sworn directly to House Stark. This was not due to a lack of resources (though it was certainly a factor, or else it would have been called the Wooded Shore or Great-Fishing-Spot Shore) but rather Ironborn raiders.

The Greyjoys had been cowed by the throne in the last few generations, however. Should they come again the Wildlings knew how to fight off raiders. It could be the reavers would be in for a surprise. House Stark would personally finance the construction of temporary communities to house the initial refugees that wished to follow Ygritte.

She had refused a title more complicated than Leader of the Free Folk.

Others would be moved to the Gift. The Thenns and northern clans who'd had no contact or trouble with the Houses bordering the Wall were used to the coldest temperatures and least likely to pursue any conflict with Lord Eddard's bannerman. It was left open ended whether they too would elect a leader or whether they would fall under the somewhat civilized Magnar. Ygritte had suggested a number be moved to Skagos.

But of course there were a great many Wildlings, and perhaps the greatest number of them wished to simply go somewhere else. There had always been rumors of a world not covered in snow and ice. Those had been campfire tales, fantasies to distract from the bitter cold and hunger they had all faced together. But apparently there actually were some promiscuous warm lands to the south.

Robb could handle that lot once they'd passed out of the North.

Then there was the matter of reparations. Ygritte had been wise enough not to ask for more than she was getting. The past was standing in the way of imminent death, after all. Lord Stark's steely gaze was unnecessary. "We're not stupid. Already agreed to stop stealing your girls. Any mothers or grandmothers who want to go home can."

Perhaps it would help with the Umbers and Karstarks. Or perhaps it would be a mess no matter what you tried. There was something of an Umber look to Tormund Giantsbane's wife.

The only real issue was the giants.

The giants, it seemed, were not so ready to follow the Stark of Winterfell. They had something of a history as well. A long memory going back to when they were one of the dominant species of Westeros. Things hadn't gone particularly well for them since. They allied themselves with the Free Folk out of common interest but didn't particularly love or trust them. They certainly didn't love or trust the men of the North. That was something of a problem. The army had to move to stop Gendel's Children. The support of the Giants would be invaluable in that battle.

And honestly, nobody felt particularly comfortable leaving a bunch of twelve foot wildmen to stew without a Wall to keep them out.

Somebody would have to talk to them. A shame King Robert was dead.

Of eleven rolls, eight of them were 60+, seven were 70+, five were 80+, and three were 90+. Only one was below 40.
