Actually, yes, they are! There are different types. For some beings, gender is a choice, like what you want to wear on any particular day. Lucian, being an angel, technically is of this type, though his default gender is male and it's what he's most comfortable in. Mimikyu -could- take on a gender, though they see no reason why they should.
For others, they are able to shape-shift into an opposite gender. Eventually, once Ivori has more practice, it will be possible for her to shift into a male form.
There are also different items and spells that can change your gender. Somewhere in this world is an area with hundreds of springs, if you fall in, like the guys and girls from this manga. XDDD

Basically, when mom was tutoring you in dragon history and knowledge, she told you of the Great Mother of all Dragons, the Elder Drake, and how all dragons were created by her, be it the smallest pseudo dragon to the mightiest High Dragon, however, she said that they came from her direct line. Ivori understood it to mean that High Dragons in general descended from the Elder Drake, not that her MOTHER was part of ultimate dragon royalty. And dad... tended to drone a bit when it came to martial history, so sometimes you tuned him out by accident.
Also, something I should explain further about High Dragons: the reason they're so rare even though they have long lifespans.
One reason is obviously because they have a slower reproductive cycle, and that they will only have about five children or so in a lifetime... while they are in this world.
Yep! After a certain amount of time, most High Dragons start to feel too crowded in territory and move to a different dimension or world. The total amount of High dragons in this world right now totals at about 10. Unless paired, they all have their own territories. We got lucky finding a vacant place so quickly, mostly because of mom and dad's presence.

So, I'm reading these and I sorta just smile. I'm not giving everything away. Besides, HIGH DRAGONS are not the ONLY DRAGONS in this world, for one thing. They are the rarest. I've said very little about how dragon genes are carried, and I've left another small hint at a possibility or two in previous posts.
All in all, there possibly will be dragon babies in the future. I don't know yet. Depends on your choices.
