Her predecessor wasn't, but also, manse alignment doesn't reflect either political or personal alignment at all. It's just a tool to make use of a supernatural resource. People probably would look askew at you if you purposely went after an Abyssal or Infernal one because those do carry implication, but in Yu-Shan Celestial demesnes are just as par for the course as elemental ones are in Creation. A demesne, even a sentient one, isn't more or less likely to reject or favor a particular type of exalt and/or factionally alignment individual based on its elemental nature than in any other, arguably much more relevant, aspect of its construction and purpose.
Better reason then: Her mother is a Realm-raised mortal, and has limits.
 
Her mother has also been living in Yu-Shan for over five years now. Grace has been living it for a few years more - seven or eight, I believe?

Voting on the basis of "well, this will be more comfortable for them" feels like it's forgetting that. Regardless of what wins, it will still be a manse in Heaven, belonging to a Sidereal of the Bureau of Destiny. If it wasn't ideal, or was uncomfortable, Grace would have brought a new home more suited to her tastes on the basis of her considerable income and resources!
 
I really love Silver and how you wrote the conversation around Sidereal politics between the factions.

I mean, after 20 years as a slave in the imperial palace, redecorating the fancy mance she resides in probably isn't a natural thought for Lohna beyond her personal room. As for grace, we have the previously established past life impulse to not change things further enabled by her workaholic tendencies.

The heavenly housing market *is* canonically terrible (well, depending on the district) but Sids do tend to skim over most of it by virtue of both being on a very high rung of celestial society by default and also having much much better odds of inheriting their previous' incarnation's estate directly and in good condition than most Exalted
