Aang keeping anyone in line would require he enter the Avatar state. He doesn't exactly have the most....forceful or commanding personality.After Azula's coup, are the generals likely to obey his orders at all if Toph or Aang aren't there to keep them in line? The earth kingdom is a nation built on a mix of personal strength and to a lesser degree lineage. Being subverted twice greatly weakens his authority. Honestly the generals themselves may have trouble reigning.
And Toph would have the issue of Earth Kingdom culture (women don't command etc) even if she has the bold-as-brass attitude (and power) to make her point clearly stated.
Also there are a lot of generals across the EK front of the war and Team Avatar can only be in one place at a time.
