I voted for third century, but if anyone needs to feel better about it, the personal stats of the ruler of Avernus don't matter all that much. It's not as if we were constantly rolling Rotbart's stats outside of when we had him go personally take command in war.

The most consequential things that Nurma does are the things you as players always do, putting together plans for what the vast apparatus of Avernus will devote its resources to. And that's not even a matter of character stats. The power is, as always, in your hands as players.

uh no? very plausible that we get some traits that matter here; and not just in the hypothetical "if we get paragon" sense either.

rotbarts martial-stats made a huge difference every turn by reducing wildlife death,

the admin-trait one of our advisors had cut time off a bunch of our actions even while it wasn't paragon-level (IE: traits matter even if you assume we never hit paragon).

the traits also often come with skill-buffs that tie into how well....most actions in the turn-by-turn of the quest go? you know, the little part where we roll to see how well <blank> action went? yeah, some actions diden't have them or the rolls were guaranteed...but often they were guaranteed because of stats and regardless---there were alot that DID.
 
No, see I'm trying to make people feel better with a plausible story of the game where they can relax and not feel bad if they didn't get their preferred results.

You appear to have taken it as making an argument about the vote, but the vote's over.
That your trying to make people feel better doesn't change anything; people should learn coping mechanism's that don't involve false statements about the situation at hand.

Come up with something that isn't reliant on false statements or premises and I won't argue with it.

a) for Naval and (potentially) Hives, it boosts a Technomancers range for their powers when targeting the equipped ship/city, allowing for a less powerful Technomancer to support a ship on their own by one step (either Power or Skill). Not as strong as a proper Psythroned ship or a full technomancer choir, but allows for more ships to be boosted (well, in polities with sufficient Technomancers, at least)
b) For Knights and Titans, an inverse of how the Throne normally works. Allowing Technomancer powers to be applied to the pilot (or full crew). Not a big buff, but allows the Technomancer to better deal with attacks targeting them themselves, like telepathic attacks and especially Nurgle sorcery which would hit their squishy organic bits that they normally can't boost.

The Fifth Grand Conclave Part Two: Recent Events and the Great Powers

The event that triggered this meeting of the Grand Conclave is Be'lakor's attempt to enslave the Five Great Gods of Chaos, and its results. While he only succeeded in binding the Star Tyrant, Tjapa, into his service Nurgle was able to steal the domains of Freedom and Obsession from Slaanesh due to the ritual and Tzeentch took advantage of Khorne's focus on the ritual and its own positions the last of the gods to be effected by it to steal a great deal of Khorne's realm from it. This has resulted in the forces of Chaos devolving into a level of infighting not seen since before the formation of the Black Imperium, and the total withdrawal of most of their support for the Dragon War. A withdrawal that was the final straw for the Silent King, who joined the Grand Conclave as a result.

With the Dragon poised to break through the defensive lines in several locations and the entire region turned into a quagmire of broken shards of reality, the dragon war will no longer be contained to the region around Sol, and no one can consider themselves truly safe from it.

Nurma's analysis of the powers of the Grand Conclave has now moved on to the Great Powers, those powers that while weaker than the superpowers are still head and shoulders more powerful than the rest of the Grand Conclave. There are currently three polities in this category, two powerful Imperial Remnants while the last is the Council of Peoples.

First and most powerful is the Imperium Quartus, the polity that has the best claim of being the rightful successors of the Imperium. Founded by the Primarchs Corax and Vulkan, it has been joined by Jaghatai Khan and Leman Russ, four of the five surviving Loyalist Primarchs. Located at the meeting of Segmentums Solar, Tempestus and Ultima though mostly in Ultima it covers over seven hundred sectors, making it the second largest polity in the Grand Conclave, and the third largest in the galaxy.
With the last of the local threats having been destroyed centuries ago, the Quartus Imperium has been active in contributing to the defence of others members of the Grand Conclave, especially the alliance of the Imperium Secondus and the Tau against the seemingly unending tide of galactic threats that have beset them.
The Imperium Quartus' true strength has always been in its Astartes, which have been augmented far beyond what was once their limits with both the Primaris and Trueborn upgrades. While Crawl's Primaris notably boosts the physical sides of the Astartes, the Trueborn strengthens their ties to the Primarchs, enhancing the various mystical benefits that Astartes gain. Each of the four legions has a powerful regular force formed to support it in battle, providing large numbers of well equipped professional soldiers to exploit the openings made by the Astartes in a development of the standard doctrine of the Great Crusade.

Next is the Forge-Empire of Callamus, the heirs of the Adeptus Mechanicus. Grown out of the domain of the Forge-World of Callamus, they maintain a level of technology and industry that no human power can hope to match, bar the Imperial Trust of course. With over five hundred sectors under their control, the Forge-Empire is only a step smaller then the Imperium Quartus, being the fifth largest polity in the galaxy behind the Necron Dynasties.
The Forge-Empire has spent most of its existence fighting a grinding war of attrition with the Ophelian Theocracy to its north, a war that it looked like the rise of the Unchained would end for good. The reorganisation of the Theocracy under the command of the First Prince is liable to restart that war, though at least they will have local allies this time.
At war it relies on its sheer industrial might to see it to victory, with endless legions of well equipped Skitrii, massive armored formations and plentiful Titan Legions crushing its foes, or at least wearing them down enough for the production advantage that the Forge-Empire possesses to be decisive.

Finally there is the Council of Peoples, both one of the oldest and youngest powers in the galaxy. The Council of Peoples is a federation formed in the last couple of centuries by most of the sentient species of Avernus, some of which remember the formation of the Aeldari Dominion. While not strictly part of the Council of Peoples, the the forces of the Lizardmen and Avernus itself are de facto members, providing a core that would be considered elites even in the War in Heaven. While contained entirely within one, rather crowded, solar system, the Council of Peoples earns its place as a Great Power for sheer quality. With every race being either a mastercrafted bioweapon made by the last World of the Old Ones, or the Servants of the Firstborn themselves the Council of Peoples is a threat way greater then its small size would indicate. You should know, they live on your homeworld.
So far the only real actions of the Council of Peoples in the wider galaxy have been sending forces to help deal with Lorgar's Folly and Be'lakor's Gambit but that will soon change.
In war the Council of Peoples relies on a level of psychic development only rivaled by the Aeldari, supported by Conclave standard materium technology and countless living bioweapons, many of which can crush Titans.

As you have Nurma give you an overview of the middle powers within the Grand Conclave you consider how her main focus on [] aspects of being a governor and mentorship with [] might have influenced her analysis.

In this role she has learned much about diplomacy and how to work with others of different mindsets, a trait often not developed on Avernus. [] Arbitrator Jane Oakheart- Nurma has often been assigned to work beside the Security Forces of Avernus, and their leader Jane Oakheart, whose skills in that field while not as known as her combat skills, are still legendary. Boost to Intrigue

We don't need another general. The military can lead itself just fine, even without Rotbart. Diplomacy and Intrigue are more important tasks for us. Though I can see how the Tamia option is incredibly valuable.

Don't forget that Nurma has different opinions and priorities than us, so choose her prior career wisely.

We don't need another general. The military can lead itself just fine, even without Rotbart. Diplomacy and Intrigue are more important tasks for us. Though I can see how the Tamia option is incredibly valuable.

Don't forget that Nurma has different opinions and priorities than us, so choose her prior career wisely.
But Rotbart has other schticks that can be passed down like admin and some second thing idk
But Stewardship is pretty important
 
Rotbart does have more then martial yes; but his admin is secondary to his martial and we have other folks who do better at it anyway.

So yeah, I agree we shoulden't do our selves.

either go for diplo or admin.
 
In what fields is Avernus a major player?

Martial, with our insanely powerful armies
Administration, with our crazy economy
Learning, with Tranth, Tamia, and Max being able to match entire major polities
Diplomacy, with all the Peoples in the system and their staggering power and potential


Now what does that mean for our stats?

Martial
-Our armies can be lead by generals not the governor, and guided and deployed by the Ministry of War (so Rotbart). We have survived and thrived on the hellworld and the time for Martial to be priority is past. Also it would be same-y and forever falling short of Rotbart.

Intrigue
-We seem more than well covered there defense wise, and what would we even use it for? Used to be we spied on the other Core Worlds, but these days there is no reason to. I can not think of a good use for an Intrigue focus.

Administration
-Should do some multiplying for Helheim systems crazy economy. Always useful for leaders of large organisations besides. Focus here would be on numbers going up to give our armies even better equipment, which multiplies one of our strengths.

Learning
-I am not actually sure what this does for for a Governor. But if it would somehow boost our researchers performance, it might well be top priority as boosting Tranth, Tamia, and Max would be of great value for the Sane entire.

Will
-A weak willed governor would be disaster, but this is Avernus. Weak willed people don't survive much less thrive here for two centuries. What benefit would a governor gain from focusing on it beyond that?.

Diplomacy
-Better relationship and influence with the Peoples for all sorts of benefits, from research to military. Lots of potential there, and it would likely be a fun focus. Keep in mind though that Trust has their own excellent diplomats working with them.

Combat
-Enough to survive is enough, which we should already have given that we survived two centuries on Avernus already and were even considered for this position.


Therefore, the top contenders seem to be:

Administration - Even more powerful military by way of better equipment. watching numbers go up.
Learning? - If it boosts research done in Helheim, that's multiplying Tranth, Tamia and Max who together with their students and aids do enough research to match a major polity, so a significant benefit to the Sane.
Diplomacy - People shenanigans of all kind. Defying grimdark with the power of friendship. Seems interesting and fun, but keep in mind we would be speaking for Avernus the colony not the Trust.


My choice then, if Learning boosts research, would be a dual Learning/Diplomacy focus.

If Learning is meh, either full Diplo or with a side of Admin not sure yet.
