There are two possible (non-typo) explanations for this. One is that, since Scope Efficiency is a fundamental efficiency tech, it makes the other aspects easier to improve. The other is that Scope was the last category to go from Non-Existent to Primitive, and raising the baseline makes further progress easier....wait, what? Did all Ward Research barring Scope get decreased by 1? Huh... That changes things.

Basically getting our Wards up to Crude across the board (possibly barring Scope) and then finally doing the thing. We want that loot, and letting things escalate seems like a bad idea.

While high-level stuff won't be as good as the other trees, there will be bleed-over.
