An organization in parallel to the mysterious international syndicate Ouroboros from the Trails series, down to the organization - Grandmaster, Anguis, Enforcers. And like Ouroboros, the Enforcers take codenames based on Tarot.
As a bonus, The Head, The Eye and The Claw are most likely (because I will never say something with 100% acuity apparently) another Project Moon thing. Where in Project Moon they are tied to the biggest three megacorps, who are in charge of Laws, Surveillance and Enforcement respectively.
I am not so sure about how equal that comparison will be when turned from 3 corporate mega-structures down to three single people, but I assume the theming of what each does will stay similar enough. (It also reminds me a tad more of The Garden's structure then Ouroboros' as a side note.)

Ostia would absolutely kill someone, but it's not their fault as they probably are under duress like you said. Also they would hesitate if it would make Mary sad, but yknow, under duress so, not much choice in the matter but they'd feel bad about it.

To be fair it's not like Ouroboros has everything perfectly in hand. At least two of the Second Anguis (funny how that works) wanted to basically enslave all of humanity, or worse. Even if one of those were going "off script" as it were.
And then they were, yknow... pretty okay with forming the Sept-Terrion of Steel and possibly causing the extinction of humanity by proxy.
Combine the two, and you have an insane Anguis figure, going off-script with the tool of mass destruction to kill everyone!
...Or we could just be in the X timeline instead of the Y timeline, and his goal is immortality at the cost of a couple thousand lives, rather then just mass extinction, who know, hard to predict those snake bastards.
I wonder if professor Sado/Turo are memebers of this organisation - and, potentially, the AI professors aren't. It would be a good break in a favour of heroes, a kind of meta foreshadowed deus ex machina - literally ex machina, in fact.

In my mind, Silver takes Totodile, an angry, bitey boi who learns to channel its rage but never loses it, and even more so because Cyndquil is easily my favorite Johto starter for both gameplay and design reasons.
In my soul, though, I stick him with Chikorita every time.

Sabrina is a potentially Rocket-affiliated powerful trainer with miraculous psychic powers, psychic powers strong enough to put her somewhere in the top 3 with Caitlin and Olympia.

...Y'know now that you point it out... Iono's ace is a Mismagius, the "Magical" pokemon, which looks like a woman in a stereotypical witch hat. Why does that fit so well?
Ostia being a UB Burst doesn't make sense in the context of the scene as presented anyway - Blacephalon only appears as human (and notably, a human with as close to a direct visual parallel to their true self as is reasonable to have) in the ShadowDistortion Weird Timestopped Realm, with the cracks proceeding it being broken out of it in the first place seeming to imply that it's a property of that space. In the real world, it's consistently appeared as it's true form, and was recognized as such.
That it does appear to be a timestopped space (or near enough so) makes the fact that it was broken pretty interesting for either reaction speed or psychic/magic interaction with it. "Jess" is mentioned as setting it up, whoever that is?

I know this isn't the point of the speculation, but you reminded me that this universe's version of Caitlin is probably based on Manga Caitlin, which means there's good odds that the people present for Trails of Platinum got to see her insane battle maniac mode before she got on her permanent Valium scrip. That must have been fun, and I hope she kills Ghetsis with her bare hands now that she's on the Unova E4.
Some thoughts on my speculation after actually sleeping:
The UB and "Distortion Pocket" aren't COMPLETELY the smoking gun for Raifort being in Xanadu that I thought I had when I thought Fool was Ostia, but it is still the most likely explanation by a wide margin. Especially since
Arvis did mention that Fool and Ostia are related.
My response to this was that I cannot be held responsible for confusing Millium and Altina with no context and a lack of contrasting personality.
Every one of these Enforcers or whatnot probably has their own agenda separate from Xanadu, save for maybe Fool himself. I'd believe Raifort just genuinely wants to take a measuring tape to Gods, and Surge is pretty clearly just here because Gentlemen: he loves war.
I've also gotta wonder how long Xanadu has been around. Were they scooping up refugees from defeated Teams, or were these people always double agents for something greater.

When I first read the chapter I too thought it was Ostia for a moment, and the shared hair-colour certainly didn't help, and then after realizing that it didn't quite fit my second instinct was "I wonder if Ostia is 'big sis?'" instead.
And then I discarded that too, because "big sis" was too gendered for Ostia but the point is, it was clear to me they were probably related.

That's why they're a villain. Not respecting the non-binary. Shameful, really. It's truly the worst crime they've ever committed. Easily beats the mind wiping and the murder.
Just as a side note, I checked the chapter Ostia's introduced in and I find it very funny that Ostia never mentions being non-binary, Mariana just gets the pronouns right in her narration because she can't tell if they're a boy or a girl (Pokémon Professor Mariana when?). While it's not likely to be true, I now firmly believe Mariana still has no idea and mainly just thinks it'd be too awkward to ask for clarification.

Ouroboros Grandmaster is very big on letting things play out to her advantage despite people thinking they're betraying her. Weissman's new world order grandstanding was a fantastic decoy, so she just let Weissman think he was betraying her and then had Campanella loot his corpse after the "heroes" took care of him.
The only time the Grandmaster intervenes in other antagonists doing whatever they want is when the other villain's divergent interests look like they're ACTUALLY going to win in a way that will lead to her plans failing, like
The normal ending of CS4, which would result in Ishmelga actually winning (eventually). So she does some Undertale time rewind bullshit to make the True Ending possible/canon for her plans to continue. Or at least that's my understanding of CS4's ending.
Other than that, she much prefers for the problems of traitors and opponents to solve each other.

Weissman didn't even think he was betraying her. It seems like he thought she agreed with his aims, considering he says he intended to give the Aureole to her and even introduces himself as a loyal servant of the grandmaster.
But then again, it's not like Anguis can't be both loyal and traitorous. Considering Vita.

Im honestly feeling during FE 2, but thats because i want to spend like 3+ AP just exploring Mesagoza for new locals/mechanics. Also get closer to Renne bond 3
With Ruby and how much Roland has grown during the FE, we might be able to do both.
First the before-FE gym - the obvious choice is Iono in Levinica. Electric/Ghost is a great matchup for Roland/Ruby - Ruby being electric "immune" and Roland resists it. Roland might take SE from ghosts but also deals it out. The gym task is probably something city or social media related (it's Iono after all) and Levinica is a day's train ride from Mesagoza so we can turn up, sign up and come home in a day (or stay overnight, either in a centre or hotel). Roland might even evolve in 2 weeks, or hit 3rd badge level - he's only 700 XP off.
This leaves us Brassius during the FE, which is a tougher fight, but Grass/Rock is fairly netural to us, and a hard fight we lose is still a great growth opportunity.
Just trying doesn't mean we'll win. But Mariana has just been reminded how important strength is - this is the time for a unhealthy dedication to acquiring it.
