Think of it like this: options are not solutions, they are just for you, but not for Intruder. So the goal is to combine the options into a plan, or a comprehensive solution for her problem. Then you'll present your plan to Intruder, hear her feedback and will be able to adjust the plan if needed, using the options from the current list.

[X] Plan Jam This
-[X] laser comms, free space: 2d
-[X] laser comms, diffuse reflections addition (requires laser comms, free space): 1d
-[X] oral comms, regular speech: 0d
-[X] oral comms, modem-like digitalized ultrasound vocalization: 2d
-[X] better autonomous behavior patterns (Scarecrow): 0d (1d)
-[X] fault-tolerant protocol (Scarecrow): 0d (2d)
-[X] brevity codes (discussion with Intruder): 0d
-[X] Costumes and decoys (discussion with Intruder): 0d
One packaged comprehensive solution: Lasers. The diffuse reflections option makes it terribly easy to bypass radio communications altogether, and laser emitters can be put on troops and drones fairly easily. Combine that with ultrasound squad-level communication, Scarecrow's software improvements, and brevity codes, such that successful implementation of these systems bypasses radio jamming from multiple angles altogether. Costumes and decoys are discussed since Intruder probably would appreciate that, but not Intruder's positioning, since she's got plenty of good reasons to want to be outside of any one battlefield.
Only downside is this doesn't include the cat ears, but five days (on Architect's end) is pushing it as is.
