The new shields should give the Sovereign greater staying power in a long engagement, which is a worthy goal for a starship that would likely be the command vessel for a prolonged fleet battle against a Borg incursion. If they work, but you have a good feeling. Even if the regenerative function doesn't work, they use the same power system and can be retrofit back to the normal Type-7 emitter. You move on to the offensive systems. The Type-10 is perfectly adequate, but the more powerful Type-12 could be a major upgrade. They haven't been tested on a starship before, which have much more complicated power systems than the Starbases that the Type-12s are usually mounted on.

The second matter is the torpedoes. The type-6 standard is compatible with the quantum torpedo casing, but they clearly still had some flaws to work out a year ago. Starfleet Tactical is optimistic that the most common causes of detonation failure have all been tracked down and corrected, but you never know. The expense and complexity of their manufacture is certainly a factor: is it worth the risk for only a couple of salvos per launcher?

Type 12 have seen use on Starbases, so the risk seems relatively low.

On the other hand, Quantum torpedoes are fiddly and expensive, and maybe your bomb delivery system is where to go with old reliable.
