A frontier world on the frontlines is a world that requires alot more close attention to properly govern compared to a civilised world. You could easily take a light touch approach to government on a Civilized world, not so on a Frontier world. This is an important point if you want to dedicated your focus on running a Psykana Academy.
Also, Lapis Citadel doesn't have much in the way of psy active resources or any real bonuses to training psykers. Deep in the Dark provides both.
On a forum meta perspective, there are alot of 40k quests built on the premise of managing a recently colonized world. Very few put questers in the position of having a civilized world as a fief. Closest quest I can think of that involves a civilized world is Suffer Not, and that was a paradise world.

I think it's the addition of the volcanic vents that really sold people. Made it so there actually was some natural light and underwater volcanoes are cool.We're so close to greatness.
