I mean as in, they aren't really going to be seen on a massive population. Certainly not enough to be seen as common house pets. Maybe, a program could be made for them to encompass all of our students and staff, and certain parts of the planet's government, but for the common people?

That's why I'm all for Draco, most of the hard things that we would need that's permanent is already available to us. And the stuff that isn't, is something that we can try and change up later down the line thanks to [Insert Massively Important McGuffin Here], so I honestly like Draco out of all 3 plans that we are going to have to pick when the generalized voting ends.
I already voted for the good ship telepathica But I am liking it even more now, doesn't have any big threats except for the orks which should be mitigated by the megafauna, and the triari and it's in the barrens and has the gate and a strong naval presence with full voidborn presence.

Have no idea if this adds up but oh well. Here's my idea of one of the systems shitholes filled with all the unwanted weirdos of the system due to planet being a mountainous deathworld full of monstrous xeno's gene experiments gone awry and escaped criminal gangs of mutants. The only thing going for it is that it's on a stable enough warp route which in the chaos of the sub sectors warp currents is a valuable resource and it's ready access to minerals in it's neighbouring belt though the Voltann have been butting heads with the imperials over the rights to it.
To add further problems the mutant front has been steadly approaching Quagmire and it's only a matter of time before the rebels launch an invasion which could be aided by the already sizeable dissident population on the planet.

"The Lapis Citadel" can be described as a bone in the throat of the warp routes of the Sector, a nigh unassailable fortress system, protected by a Blue Giant and an ancient relic that wards off its terrifying power, producing a single world of cyclopean peaks and deep valleys. Fully self-sufficient, whoever controls Providence controls the space of Lapis Lazuli, and its commanding position within the Leaves.
-This world is a boomtown, populated by veterans of the Imperial Guard and garrisoned by a significant force of regional elites. A Frontier World that understands the value of what we have to teach, and thus, gives us tremendous capacity to shape the culture of.
-Sophisticated void infrastructure hauled in from abroad, including a full representation of Navigators to aid travel, and the incredibly hostile environment allows for both great riches to the bold who can make their way to the outer system, and great safety from external threats.
-Care was taken to ensure the starting population is manageable, sympathetic to our cause, without any potential headaches that will take our attention away from the act of creating a kickin' rad Psyker School. We have a minor Feral Ork problem, but with the extremely powerful garrison, we can turn that into field exercises for our students.
-Due to a quirk of the Void Routes, we are literally right next door to the Sector Capital, meaning that professionals, exotic goods, and reinforcements are literally right next door for the foreseeable future, greatly mitigating the risks of a new settlement.
-Alien Ruins exist to be prospected and pillaged at our leisure, without needing to worry about it being poached by large organized crime syndicates or grabby Adeptus Mechanicus.
Basically, the way I see the narrative unfolding here is. "The Steel Line has been largely static because there's a bunch of really hard to crack nuts in the area. This particular section has consistently been the bane of the Sector's fucking existence, because the way the Warp Routes shake out, Lapis Lazuli is a fucking killbox, because the previously known route only opens up during a period where you're taking the star's full fury, meaning that any force that manages to limp through and get into something's shadow is going to take damage and be limited in their mobility, and what's even worse is that the habitable planet is a perfectly pleasant, self-sufficient region that just so happens to be the God Damned Highlands. Which means that anything that manages to somehow slip the net has to then force their way into a mole hunt.
For all intents and purposes, for most of history, it was considered unassailable, and you had to effectively put dudes on the other side to stop them from sallying out, being unable to punish anything that made a run for it back.
Then some crackerjack Diviner managed to predict an Opportunity to seize the Blue Jewel once and for all, rallied enough supporters to look into it--and found the Back Door. A route directly from the Sector Capital to the opposite side of Lapis Lazuli--a route you can actually sneak into without getting chewed apart by the defenses because all the guns were pointed the other way. A major assault was rallied, and the aliums were caught completely off-guard, and overrun.
Which means the Imperium has finally seized the Blue Jewel for themselves, and are very keen on doing to it what was being done to them through most of the war--turning it into a nigh-untouchable Fortress. The Telepathica was able to claim control of it due to the critical support they provided to allow for the sneak attack in the first place, and honestly, having more Battle Psykers led up by a well regarded Lord probably won't hurt matters. But the planet is well defended even now, with relatively little infrastructure in place aside from what could be towed in, and with any luck, this place may very well turn out to be a Jewel of the Imperium.
As long as we don't fuck it up anyway.

Odium is a planet of unique circumstances. It sways in the orbit of Hadal, a Black Hole, yet it still contains a viable biosphere, at odds with what should have been by all rights a dead world. It is disputed by many whenever the planet was placed where it is by humans during the golden age of technology, or by Xenos. If one were able to see Odium from the void, they would glimpse a black pearl, shrouded by massive lightning storms that wrack it's atmosphere. On the surface, huge masses of darkness crash against eachover, only slightly illuminated by the flashes of lightning up above. Indeed, Odium's surface is tumultuous at the best of times, with rogue waves usually over 50 meters in height often disturbing it's waters. Plunging further down, and down and down into it's depths, passing by numerous bioluminescent creatures, leviathans and floating kelp forests, one will eventually reach the average depth of it's oceans, which lie around 200 kilometres below the surface, beating out Holy Jupiter's Europa. There, we find signs of Humanity. Across the planet's depths stretch underwater cities, with underwater maglev tubes connecting them to each over.
Turning back towards the stars, one will find a sizeable fleet guarding the monolith that is the Ramilles class star-fort.
Hadal was home to millions of Voidborn when the Great Crusade arrived, who used the black hole as a sanctuary to hide from the Xenos menace and launch piratical raids against Xeno shipping. These pirates aided the Imperium in their liberation of this sector and were assimilated into the Imperial Navy in centuries after.
For ten thousand years, Naval Base Odium's population has steadily swelled, as numerous veterans of the sector navy choose to settle down on Odium among the Voidborn, or down on the dark Ocean planet itself. Mechanius scientific missions regularly depart from Odium to study the blackhole Hadal closely. Meanwhile, the Imperial Navy uses Odium as an important training bases for Voidborn crews recruited all over the sector, training some of the finest crews the Segmentum has known.
Located within the leaves, the system is heavily protected from unauthorized access by its complex warp tides. There is no viable way to enter or leave this system without the aid of navigators, making this a perfect place to render escape by renegade Psykers impossible. It is also home to one of the largest astropathic choirs in the sector, because of it's importance to the Navy.
The Imperial Navy expects the Psykana to repay them for their gift of this fief.

"Draco" features a Frontier world on the Steel Line orbiting a Red star that has lead to an immense dichotomy of temperatures with line of habitable regions along the equator. with megafauna living in both extreme biomes People live in a central fortress that has been recently established by a large population of Imperial Guard Veterans of the Torvum Tribunes.
Draco is a plan that has several risks but not only mitigates those risks with great rewards.
First off, you got a planet that will provide all SORTS of training for our psyker school. You have giant monsters to face off against, befuddle, yeet, and otherwise test their abilities against. Great training.
You also feral orks that will be great training for our students, in reasonably small contained chunks on islands/sub continents that they can train themselves. These will give our students chances to be able to face one of the most prevalent enemies in the galaxy in terrain that will not give too much advantage to the greenskins either.
Our students will get plenty of practice working the more darker aspects of imperial life as well, working to ensure that the beastman population is kept compliant, as well as looking for any unscrupulous deals or trades going on. Very useful for those getting brought into inquisitorial retinues.
There will be a contained planetary population that is going to be damn near 100% Imperial guard vets that are used to Imperial psykers and as such will allow our students to have a school where the locals aren't busy trying to banish the evil inside them.
You have a planet where there are going to be plenty of psi-active crystals to boost training, where you can hire Orgyrn bodyguards and even ratling 'advisors' to ensure that our students are protected from obvious and unobvious threats.
The Students will be exposed to the local Space marines and be able to train beside them thanks to the recruiting base that the Steel Centurions have. Having students that know how to interact with Space Marines will make them very useful for the deathwatch and other groups that need reliable psykers.
It might be on the steel line but good luck trying to take it, between the SDFs, the Gate defense fleet, the orbital defenses, and the local IG presence, this place is a hot and cold FORTRESS. In several ways. This also doesn't include the regular presence and protection of the Knights of the Steel Line that will come if needed.
The Admech will be eager to deal with us both as a mediator for the Voidborne as well as the archaetech and the xenotech on the planet. Nothing says we cannot ensure that we get best pick of whatever they find and it will provide the school with more funds to build what we need to.
It is a hard world in a hard sector...but humanity did not get to keep this jewel of the galaxy by doing what is easy.
- This world improves the training of a variety of psyker disciplines.
- It has several fleets and a large, established voidborn population as well as very good void infrastructure to support both.
- This is a Frontier world meaning that it is only recently settled and will need to grow its industry and population. However, the population as a whole are all Imperial Guard veterans who are used to and will even accept sanctioned psykers.
- It will have a PDF and SDF to defend it on the ground and in the void.
- It will also have orbital defenses that will ensure the central city is protected from orbital bombardment.
- It has the presence of the local space marine chapter on planet as an added bonus for defenses and protection.
- There is a thriving Xenotech trade with the Silver Ring. It also has a vibrant tourism industry thanks to the natural megafauna fights and titan training battles against said megafauna.
- It has some of the best of the best of the Torvum Tribunes stationed on planet as well as loyal Ogryns, Ratling, and Felinids to supplement IG and PDF forces with deadly auxiliaries
- Psi-active crystals available for harvest and use for our school as well as various body parts from the local megafauna.
- A plentiful supply of beastmen serfs to not only ease the construction of the school's structures but also providing useful agricultural and mining labor as well as bait for capturing and killing megafauna.
- All three Navigator houses have a presence on planet, combined with the star system being situated on the branches means it is a trade hub.
- It is located on the steel line and has the sword protection of the Knights therein.
- It has a supply of feral orks for training local PDF, IG and students in the ways of slaughtering pesky greenskins.
All in all a planet that has its rough edges, but also the potential for immense profit and prestige for the brave and ambitious.
The Mirilae system is one in which the Voidborne have left their mark most deeply. Perhaps due to the fact that the star is a Red Giant, and the only inhabitable planet of Gorek a brutal deathworld filled with Megafauna and greenskins, but it is said that the Ramilles starfort, the Gatesward, is the true capital of the star system. When the original inhabitants of the planet fell, the Voidborn struggled on. The estates of the noble families that set up in the belt of the numerous asteroid fields eventually became the Scholasium of Naval Engagement, where some of the best escort and light cruiser captains and crews are trained. The private fleets and ships became the foundation for the large System Defense Fleet that even now maintains the security of the system. Settled by the noble veterans of the Imperial Guard of the Sector, they even now battle against the feral orks and erect a grand fortress city in the equator, having brought the local ogryns and beastmen back into the fold. Titans, both of flesh and of steel battle with each other to the awe and delight of the Imperial's elite, and the Steel Centurions train their best against the elements and xenos to be found here. Priests of Mars haggle for the rare technology of the voidborne, and it is said, have established their own hidden enclave on the surface. Life on Gorek is the life of a Frontier world of the Imperium, one in which one's fortunes can be gained with the Emperor's blessing and a good deal of courage

As @Andmeuths put it earlier, the strong foundation that is "Down in the Deep" will allow us to focus more on training our psykers and working on our relations with other factions at the sector level. Plus, who doesn't like giant bioluminescent sea critters?
