Why not have that be in place on a non-gas planet? I think they're called orbital plates. Terra had them pre-Heresy.

Our world is a big-ass moon orbiting a gas giant. We set up a few facilities over the gas giant itself to conduct part of the training while keeping most of it on our moon-fort. Best of both worlds?
I feel it does, at least to the extent that compared to the sector vote, the planet vote is going to directly impact our school a lot more in terms of available resources, direct population access, potential advantages and threats, location near allies and rivals, and so on.
So this is a case where fluff has impact and distinction can make big differences.
I am not denying flavor isn't important but that leads into more opinion and preference and while those are factors, we cannot ignore the other factors. It's going to have to be a balance as most things are.

DAoT STC are found every other turn. There is a fully functioning democracy being implemented and every species is well integrated into the Imperium. Daemons are barely worth mentioning because any well trained imperial guard can kill them with ease. Millenia old Chaos plots are quickly derailed and Chaos Gods are defeated with a bit more effort.
It fails to capture the "grim darkness of the far future".
