...Making an entire empire of blanks sounds like the kind of thing that would be listed as a one-off horror that was encountered during the Great Crusade. It may work for the problem of psykers, but practically getting rid of most human emotion seems like it could have some deleterious second-order effects.

Blanks are still capable of feeling emotion, as far as I can tell.

Steps:
Focus on engineering some form of "reality amplifier" , what would help to protect from spreading and maybe even remove the warp from normal space.
Focus on making every sistem self sufficient enough to survive a couple decades of isolation.
Set up some form of system to find psykers early.
Find a way to safely neutralise said psykers and start working on a "vaccine" way to cure them.
Fully exploit the system of it's resources.
Reconnect with neighbouring systems and ask for an STC exchange.

Research The Warp/Find the Pontus STC.
Search all available systems for the most ideal.
Set up some form of system to find psykers early.
Find a way to safely neutralise said psykers.
Advance Warp Buoys Technology
Obtain/create a scientist specialised in Warp Communication
Engineer a solution to Warp Storms.
Fully exploit the system of it's resources.
Build several defence fleets.

The Old Ones literally created the warp and it was their desperate attempt (which failed horribly) to win War in Heathens. And so , if it could be created , it can also be destroyed. Oh , and if the Eldar history tells anything , it is about not trusting the Immatereum

No they didn't. They created the webway. They used the warp, though it was calmer in their time.


Before they met Necrontir they fed on stars instead. And they don't even have a soul , what proves the possibility of living without it in the setting.
And also their tech is 100% warp-free , and I don't think that race that fought the Old Ones evenly lived without FTL

Sure, but then they did feed on souls. So the capability was there even when they were star dwellers.

As for FTL it's kind of up in the air. Sometimes the Necrons have their own FTL other times they tap into the webway. I'm not sure what the current state of canon is in regards to them.

Blanks might be able to feel emotion, but they are usually a bit messed up. It isn't clear if this is because of being a blank or because they grew up with literally everyone around them hating them.

That last part is what is probably going to mess up our efforts in that direction. Whatever we might think from an OOC perspective everyone involved in any theoretical Blank project is going to hate it. Replacing the population with something that the current population hates does not seem like a great idea.

Honestly building our own Cadian Pylons and cutting off the warp from the materium is probably a better solution if we really want to go in that direction.

not against the idea of working a solution with the psykers, but probably not smart to experiment with psykers not at light years distance, it sounds like a recipe for a disaster like a bunch of mad scientist suffering the consequence of their vengeful subject trope.

Also we're proto-mechanicum, or at least that which the future doctrine was based from.

i considered the reorganization plan but felt that this allows us to do everything in that and just be free form as we go as well as following what out planets have historically followed.

also on a side note how far away are the various star systems from each other in real space? for instance could we build comm arrays which while taking time to reach each other still make contact every couple of years? or even send slower then light ships, assuming humanity still has that technology?

And i think that a geller field is a reality reinforcer isn't that how it prevents warp entities appearing on a ship? not 100% on that but thats what i thought.

also i think most of humanity is proto mechanicum right about now albeit not actually worshiping machines in the majority of cases

Well, seems you got the DAoT equivalent of an Emperor Class Battleship, 3 Grand Cruisers, the broken remains of a Light Cruiser, 10 Heavy Frigates and 5 Sword Frigates.
Considering above I hope our ships dont look like Imperial ones. And I dont just mean lack of gothic icnografy on them but also lack of raming profs.

Because Imperial ships looks more like civilian freighters that got heavly modified.

Feudal Technocracy from Age of Progress would more imply ships all Endless Space 2 Riftborn/Sophons.

The ships of the Federation mostly favour spinal weaponry and sensors at the front of their ships. The only ships with ramming attachments are ships specifically designed to go against Orks, because they have the disturbing tendency of somehow getting within knife fighting range and trying to ram them.

It's not something the Federation is pleased about.

...Let's be real here, this is barely a plan. The steps in there are so vague in the "we will figure it out, eventually, don't mind that we don't even know where to begin" sense. It also incredibly in character and I really want to see a bunch of scientist trying to make sense of something so illogical like the warp, so let's go for it.
