OTOH, uniforms can help smooth out some of the wealth difference among the students. After all, no one can judge you for not having new or fashionable clothes if everyone is wearing the same thing.

Basically, as a Garden/Pleasure World, your tithe will be to entertain and cater to important people and functionaries of the Imperium while making mad bank off of their cash.

And also sending off Imperial Guard Regiments every so often to fight for humanity because you voted for that.
