Inmediatly is will choke us
But long term it will motivate economic growth

I doesnt matter if we only get 5% tax return
If the economy is big enough then even a small tax rate would have a big return on profit for the state than a heavy tax rate on a small economy

25% of 100 dollars is less than 5% out of a thousand after all,make the raw economy grow and small taxes wouldnt be a issue

I heavily doubt that a progressive tax will stifle economic development infact i think it will do the opposite poor people will have more monry to spend on the economy or founding business while upper class will have more than enough money to do rich people things

also we get more money out of progressive tax and we prevent class divide from growing to larger or a too powerful rich class, also it the right thing to do for our poorer citzens

Definitely could be a thing but emperor totems don't feel super-unique, luxury, or relaxing to me personally.

I like the idea of a small window to paradise (or home) on a station or in a gloomy bunker someplace. Or I'm imagining a wealthy person in some mansion showing off a wall size piece for their guests to admire. This also will keep us in their mind when they start thinking about their next vacation. The works give a connection to the land/environment and hit a few sensory triggers (if the person runs their fingers over it). Ticks a lot of boxes IMO but different people like different stuff so YMMV.
 
Really, our main taxation should be sales taxes on tourist goods. Our population base is too small to really tax to afford everything. Nobles and the rich don't care if the sin taxes and tariffs are high because that just makes the goods seem even more valuable and prestigious to them. And high sales tax on luxuries means our own people can't afford it as much, lowering the chances they get hooked on Space Drugs

So like Polinesian art? You do realise that its more than just totems. In fact when I googled it around 60% was nature and kinda geometric designs.

As the recent pandemic just showed, that kind of system is... fragile shall we put it. With that kind of tax system, any disruption to tourism means our economy goes to shit.

And this is 40k we are talking about, we are spoiled for choice when it come to galaxy wide catastrophies.

My search results aren't showing anything like what I'm describing. The society we're making isn't held in a Polynesian stranglehold so the items we suggest doesn't need to be rigidly bound to "Polynesian". That being said if you've got some links to cool carved wooden landscapes done of Polynesian scenes or by Polynesian artists share them. I'm always down for cool art.

I'm thinking something like these wall reliefs but wood and generally smaller.



 
also their is still a very long road ahead to becoming a pleasure planet and durning that time we are gonna need money to do all that and set it up if we pursue it which progressive tax would provide much more effectively

With a preface that I'm not a government guy. Here's Spitballing what an emergency might look like. Not sure what powers to give the prime minister or head of state (or their replacement in the "if-dead then" tree).

Who gets empowered and how:
???

How does this get activated:
Either house can vote to enact emergency powers with 2/3rds of the living members and to be confirmed with a simple majority in the other house (living members).

Any member of the legislature or executive branches can declare an emergency and call a vote to grant emergency powers to the head of state and prime minister.

How Long will these powers last?
Powers will last for 50 days (or 2 build turns whichever is longer) or until the prime minister, head of state, chief justice, or chancellor of the Oihana Hooia declare the emergency has ended

What does a situation require to be counted as an emergency?
In case of invasion or Xeno threat existing on His Imperial Majesty's Republic of Momi ʻōmaʻomaʻo or substantial presence in space nearby. Emergency powers are also triggered in the case of open chaos or widespread heretic presence or displacement of 30% of populace or death/loss of 15% of populace.

What Stops abuse of these powers?)
The Chief Justice or Lunakanawai Nui or the Chancellor or Kanikela of the Oihana Hooia can declare an end to the emergency. Actions taken during the emergency by those empowered can result in criminal charges after the emergency condition has lifted. A detailed review of actions and inactions leading up to the emergency will be conducted to better prepare Momi ʻōmaʻomaʻo for the future.

With taxes being necessary i think the best way to tax things would be a flat sales tax on Finished products, where in the more you buy the more taxes you pay, this in turn means that our tourists pay even as our people do, and likely pay more once we get this as a vacation hub. This in turn encourages business growth as the taxes can be rolled into the pricing of the goods and services, and even those who through various means are trying not to pay taxes must pay taxes. @HeroCooky is this viable?
 
Um guys, we still need a currency, with some different denominations and the emergency powers vote.

Karma has a nice idea, we just need to figure out who gets empowered in an emergency.

Like i dont really know where we get a progresdive tax (tax the rich more heavily)

We are a starting colony,do we even have rich billionares to tax on first place?

Im worried of tanking econimical development
