After thinking about it I decided to make a plan based off the Archipelago. I do think the beach is a better starting location but since we do have a bunch of people at each other's throats I feel it might be wise to kind of keep them separated from each other until they can calm down and it should be a lot easier to do that if we can coordinate them off to their own little islands and just have them mingle slowly over time. As for the plan choices long and short of it is just get the foundations down or at least started to get a proper civilization up and running with emergency medical responders thrown in to try and offset the moral drop for the second class citizens abhumans by just a bit.
