You guys need to remember to label your stats plan as such.

My reasons for choosing this plan. First, I think it would be interesting to have our character having lots of talent she has to scrape to learn how to use.
The other stats were chosen thusly. I started off with the regular Pre-teen average of 3 across the board.
I dropped Belief to 1 because that's an Esper stat and (a) I'm more interested in magic and (b) the universe's mechanics make it difficult enough to use both.​
I dropped Charisma to 2 because (a) I don't want to play another diplomatic character in a quest and (b) she was obviously not capable of convincing him not just of her side of things, but of how serious she was about it. But, I didn't drop it to 1 because (a) I didn't want our character to be impossible to like and (b) she was able to catch the doctor's eye somehow.​
I raised Intelligence to 4 because she's gotten an Academy City education and has nothing better to do than study some more, on top of being smart enough to figure out how to successfully run away in the first place. But, she obviously didn't think things through.​
I raised Agility to 5 because she was already agile enough to escape Academy City police when she was years younger. And I only expect whatever Academy City style health plan she is on to have improved that.​
I raised Endurance to 4 because she ran far + said Academy City health plan. Once again, she has nothing better to do than futilely improve her mind and body.​
I raised Mana to 4 because I wanted to go all in on magic.​
And finally I raised Willpower to 7 because our character, who is 10 mind you, made the decision to run away from home years ago, immediately went through with it , and is still solidly supportive of that plan. No regrets.​

Academy city pre-teen average is 5 not three, if you wanted to be roughly average compared to those around us you might want to move some stats around.
shit you're right. I knew that when I started planning it out, but got mixed up when it was time to start explaining my decisions.

Yeah, the only thing I don't like about my own plan is the lack of Willpower. I just don't want to move more points around as is, and a lot of people have already voted for it.

I figure her situation could easily be as Willpower destroying as it is forging though, so... eh.

That's fair. I considered it myself, but eventually decided against it.

No worries, these are our starting stats. Considering the fact that our stat total leads to even the most even stat spreadout being less-than-average stat grinding is probably a thing we can do. Even if it might be slow, it might be fast enough though.

So original plan was to close the vote and start working on the update...

But a major storm hit my area, and power is out all across the northern side of the city.
 
Nah, power was taken out in a more Kongou method.

Winds blew down enough trees to take out over a dozen electric poles.

That Level 3 wants to unseat the Ace of Tokiwadai. *shakes fist*

Also related, but put up a number of characters on the Compendium - Members of the Judgement Branch you are a part of, and the Boss/Minions of Devil Brigade.
 
Well, at least your Belief Stat is going to start getting some really good buffs for like... 2-3 weeks before the side effects of using the Level Upper start showing up?

Also it's not too hard to level up low stats, so that's a good thing too.

I'm a bit surprised more wasn't done with Level Upper by the City afterwards. A way to work up Level Zeroes temporarily to figure out what their power is and then only focus on tests around getting that power to manifest again after seems like a good investment.

Unless there's some contamination effect and the power gets shifted from what it would naturally be because of how Level Upper mingles everyone's minds. Seems like something they might be able to make a workaround for though, so... eh.
