And this is why it would probably be a really good idea for the Imperium to implement a policy that makes it so that unless planetary governor actually has military experience all military actions would be in the hands of actual experts in the subject.
The issue is enforcing this policy and how many resources that would take up.

Anyway, we should definitely deploy to the Punchin' Place Zone because its +10 will at least partially negate the -15 malus from that dumbass Governor.
 
If we're going to a straight assault zone, should we switch out our knife for a glaive? Because we didn't level that up so hardcore to not use it when we can.

Are we sufficient with only a Bolt Pistol as a Ballistic Weapon? Not grabbing something like, idk, a Storm Bolter or something.

We haven't trained ballistics much so it makes very little difference. Also, a Bolt pistol is more quickly deployed in melee.

The Imperium does not have the power to do this without crippling itself. For all its ideology is deeply autocratic it's ability to force compliance of its far flung systems is limited it can put down any number of brush-fires, but a generalized rebellion could break it, all the more so now as it stands on the brink of religious civil war due to the conflict between Guiliman and the Adeptus Ministorum.

And the next thing you know, you find that the Guard is dead. And you are behind him. How did that happen? You look back to the pillars where your squad is, only to find the 3 members staring at you, like some kind of...enigma. That's the best word you can use. Some kind of oddity to be observed and studied. Not a very comforting analogy.
I think I finally realized what this means. We somehow forced time to skip forward so that we would see the results of our actions (movement and dead Ork) but not the causes. If I had to estimate, we erased about 10 seconds of time.

Possible chance of path to victory with the caveat of being unable to remember when he commits to an action?( like killing filthy Xenos)

Last i checked that is one of the punchlines to the joke that is the Imperium in the 40th century.
