You can indeed put XP into your primary skills, and doing so is the only way that they will rank up over time. New charms may become available through plot developments - vote to spend some time going over battle-plans with the Sororitas and you'll get a vote on a possible war charm to pick up, for example.

Advancing an existing charm will generally improve and expand its capabilities in some worthwhile fashion. Those of you with access to 3rd edition Exalted can generally rely on the chain of prerequisites for the charms whose names I took for Ignatius' sheet as a guide. For example, right now Transcendent Hero's Meditation makes Ignatius passively immune to the corruptive and twisting effects of warp energy. Upgrading it would allow you to also focus your will and force said energy back from a small area around you, like a personal-scale Gellar field. The final level of the charm would probably be the version that lets you extend this immunity to anyone you happen to be leading in prayer to the Emperor or something.

Yeah, pretty sure putting XP into just charms means primary skills stay stagnant. While increasing Primary skills will increase our general abilities and make us extremely good even without specific charms. Though a charm will have the potential to do special things we couldn't do with the skill on our own. Or at least, that's what I got out of it. Still though, definitely can't improve Primary skills without putting XP specifically toward Primary skills. Which is why I came up with an idea for a plan that did that, while also giving us some upgraded charms. Figured putting points into Primary skills, especially Zenith, which seems to be our characters bread and butter would be a good idea.

When you train IC you could well get xp towards a primary skill, yes - it depends on circumstance as to what advances and when.

Raising your Dawn skill, for the record, would also increase the effectiveness of many of your Dawn charms. It won't add new capabilities to them, but you'll see better results when they are employed.

Apologies for asking if it's been mentioned earlier, but what is the sidestory policy here? Say if I wrote something from the perspective of the techpriest aboard the Toth's Revenge.

I like this plan. I would like Ignatius to have a bit more ability in combat, admittedly, but I have an understanding that the character concept requires our largest priority to be placed upon this path instead. While I would also probably enjoy retinue from a narrative standpoint more, it would be foolish and ruinous not to bring a force large in number while combating the forces malevolent (though it's unnecessary to bring what amounts(?) to peasant levies, thus the decision not to vote for a Crusade instead).

For those going for To War We Go, bear in mind we'd be leading that army into a daemon infested battlefield with minimal anti-corruption methods. I'd highly suggest switching out burning gaze for meditation, especially since that apparently creates a mini-gellar field around us.
