As per the words of the goddess, loyalty and kindness to one's people is of the highest importance and even when times are tough or when it is not personally beneficial, one should stick by their community.

An artificial famine will cause great Stability loss, likely also a loss of Legitimacy. If the King responds to this by doubling down on the Temple instead of trying to alleviate the hunger problems, it'll cause a further loss of Legitimacy. At that point, certain Factions will be so done with this shit they'll be working on getting rid of the monarchy.

I mean, we don't. We've definitely chosen actions that decreased stability before. I just don't think that sacrifice is a good one. Much prefer to just Main settlements. Then do some exploration of those mountains, they might have some new ores. Ignore the goddesses completely, and when their wrath comes down on the heads of the Monarchy, boom. Solution is simple, we need a way to cause social stratification wich will in turn cause Arthryn to punish the people all the while not building temples and shrines wich will show to the people that Kings had become arrogant enough not to care for goddesses and their warnings.
To my shame, we are actually no longer a Theocracy. We are now hereditary monarchy with "divine" rulers.Personally, I can't say I'm surprised by this. The 'Born Equal' value was always the anachronistic and awkward value, in practice there's a reason almost all stable and successful societies defaulted forwards a hereditary ruling class of some sort.
Our Godess personally intervening to keep it also isn't a shock. We have a strong goddess in a low fantasy setting while our civilization is a theocracy - of course something like this would come up.

There may be a problem there, because society changes Gods. Support social stratification too much, and you may very well break them and get divinely enforced stratification.
