-Settlements (oldest and biggest) full of defenders and palisades can hold out if they have enough food. The nomads will suffer greatly if they try and fail to take villages, letting us counter attack
[X] Send more Catclaws and Cateyes to fight the nomads.
-More tribes dying to the last may make them lose interest. More elite fighters have a higher chance of killing Vervov
[X] Take on more Merntir refugees so that should the Merntir fall, more of the People will be safe.
-Significantly reduces the loss caused by Merntir falling. We will be far better positioned to retake the land after Vervov dies

Probably this combined with a not-misinformed belief that he can win this.While it is important to slay those that can still fight, it is also important to get the younger ones as well so that they don't grow up to be future foes and breed more Boarfolk to be enemies for the next generation to worry about.

Problem for him is that at the end, his victory will not end up enriching his people. Just creating an enemy for the next generation that will push back to the lands he conquered once the horde splinters after his death and will forevermore likely kill any boarman they get their hands on.
