Inviting them in seems like a nice third option ... but I'm skeptical about whether that will actually work. I don't think we're at the stage where we can absorb other groups without severe consequences, and in any case I don't trust them not to try something.
Normally this would be the case, but since Arth is Diplo/Admin Hero* he could pull it off. Not necessarily without consequence, but Arth could get a mostly peaceful integration off if the dice agree.
Probably, they rub you the wrong way because they took one of our people in at the payment for tales of farming. We have the tech, for some reason they don't have the tech because the stories are not enough to create farming for them.
... what? No, that's - farming's more complicated than dropping seeds in the ground, man. I'm just put off about how presumptuous they are about the whole thing, and pretty sure that they're going to follow the classic alternative to farming: Why go through all the hard work and effort of making the food, when you can just take it from other people!
LonelyWolf has pretty more nailed it. A member of the People left due to being unhappy with Arth's leadership, survived long enough to fall in with the Outsiders, told them about farming and the village and then the elders of the Outsider decided that this farming business sounds pretty cool and sent Vryn to handle things. That pretty much leads up to the update.
What can they give in return? If we teach, they must also teach.
Well if we are to give them something then i would like something in return.

@Oshha - can we use write-ins? I'm thinking that asking them to trade something for the knowledge of farming is perfectly reasonable, and would also reveal if they have any intention of playing ball with us, or they're classic nomads and would think we're weak for giving it up for nothing.
I'll add another option to the vote. However, I will confirm that these aren't nomads. Those will be a thing latter on because I liked the how constant threat of a nomad waaagh coming down from the steppes in the original PoC and enjoy the big, memorable wars that came with fighting them off.
In case anyone is interested, here is Arth's IC take on the matter.
He is leaning towards teaching them out how to farm because he doesn't want to risk important resources like population, food and time on dealing with raiders trying to take the knowledge of farming, especially since he has doubts about the People's ability to fend off said raiders. Arth is also under the impression that they will try to take the knowledge of farming by force, but he acknowledges that as a silver tongue himself, he may be reading too much into Vryn's words and seeing hidden meanings where there are none. Arth is fond of the idea of getting the Outsiders to join the People because that is one less thing to worry about, it increases the size of the People under his leadership and as a young man, he thinks Vryn is hot chick and he want to marry her so he can regular sex with her.
For both pragmatic and personal reasons, he favours cooperating with these people and not getting into a costly and unnecessary fight with them. Arth also thinks that due to being more reliant on hunting as a source of food, the Outsiders will have more and/or better hunters than the People.
*The third roll of the quest was a 100 on the People's great person generation roll, netting you either a Genius or a multi Hero.
