-[X] Speak with the White Clans to learn more about their desires and expectations of the union.
heres my idea, we put one point of snow fox into the hunting camps and trails, and the other three into expanding the village and building a place for the dead...this will allow us to keep overcrowding from being a issue and keeping our promise to the dead to be burned. Speaking with the white clans would allow us to eventually take away their influence for the tribal chieftains to form, and maybe allow us to curb away their cannibalistic tendencies.
for our hunters, exploring would allow us to find more game and create better chances for us to grow.
next turn I suggest we get the woodcrafters and night-stone crafters. this would give us the obsidian and wood needed to both build weapons and tools.
since we near mountains I would expect we would be able to turn them into a fortified position one day, as well as get resources to mine them (iron, copper, ect.)
also next turn finish the hunting camps and trails...because once the three buildings are complete I would think more interesting things will happen. but first we have to be ready and in a position of strength to deal with our neighbors...maybe one day we can conquer them, add them to the people. Maybe even wipe out those who are trying to destroy us.
otherwise if we do get slavery I would suggest we keep it at servitude in more of the lines they can earn their way out of it within a good time-frame depending on their "debt"...that's if we ever develop slavery (also keep slaves away from food...that leads to poisoning!)
