The resolution will gradually go down as time progresses and things fall under the table. Keep in mind that settlements can encompass large tracts of land, so I doubt you will get more then 4 to 5 distinct areas under your control before the Iron Age, the other conquests being quietly rolled into the existing areas.

heres my idea, we put one point of snow fox into the hunting camps and trails, and the other three into expanding the village and building a place for the dead...this will allow us to keep overcrowding from being a issue and keeping our promise to the dead to be burned. Speaking with the white clans would allow us to eventually take away their influence for the tribal chieftains to form, and maybe allow us to curb away their cannibalistic tendencies.

for our hunters, exploring would allow us to find more game and create better chances for us to grow.

next turn I suggest we get the woodcrafters and night-stone crafters. this would give us the obsidian and wood needed to both build weapons and tools.

since we near mountains I would expect we would be able to turn them into a fortified position one day, as well as get resources to mine them (iron, copper, ect.)

also next turn finish the hunting camps and trails...because once the three buildings are complete I would think more interesting things will happen. but first we have to be ready and in a position of strength to deal with our neighbors...maybe one day we can conquer them, add them to the people. Maybe even wipe out those who are trying to destroy us.

otherwise if we do get slavery I would suggest we keep it at servitude in more of the lines they can earn their way out of it within a good time-frame depending on their "debt"...that's if we ever develop slavery (also keep slaves away from food...that leads to poisoning!)

Since we already have 3.5 months worth of food reserves and we can't have any more than that one hunting action should be more than sufficient for our needs which frees up the hunters to explore to the West. West, because it's away from the Goat Men and we should really see what's there.

Beyond that, more Night-Stone crafters so we can support the newly expanded tribe and increase output to get the White-Clans up to standard, equipment wise. A place for the dead is necessary as we've voted to go in that direction and expanding the village to accommodate the Clans is absolutely mandatory to properly integrate them.

Following on from that the council needs to be reformed for the White-Clans, representation is important and the sooner they feel like they're properly part of a single tribe the better.

Double hunting to build a food reserve. Then the burial place to deal with the corpses from the war, and expand the village so the clans are included rather than excluded.

And then we talk. Again, not forcing the union yet. We need to come to some compromise and that'd be easier when they're living by our ways and dealing with the dead our way too.

According to Azel we currently have all the food reserves we are capable of preserving, though I don't know how long they'll stay good for. I'm not sure if two hunting actions are needed.

This plan is similar to @Artemis1992 's plan, except i replaced the building of the White Clan's accommodations with the building of the burial site.
We make sure that we continue to get some sort of food income through hunting, while also exploring more of our surroundings.
Train some of our workers in order to get more important resources in the form of weapon materials and passive food income.
Build the burial site to capitalize on the unity it would bring and encourage the creation of new traditions together.
Snow Fox aids the hunters to increase hunting chances so they don't get wiped out by a shit roll again.
Learn about the White Clans in order to make sure we can keep them happy/not piss them off accidentally.

We can't reform it properly(as in,, goes against Planning) without finding out what they expect out of it first. Always ask first to avoid being made a fool twice over.

We use 10 food per turn, we generate 6-12 food per turn. Just saying, we don't really have any leeway without pushing closer to starvation. And this is intended. Both tribes had fought a brutal and mutually devastating war. Their hunter populations are a fraction of what they were until we can breed the population back up.

This was explicitly stated as recently as 2 updates ago. We're not in a situation where our hunters can afford to explore around, even if we are storing as much food as we can, because our food production is currently abysmal.

You produce 5 to 10 food actually. I've decided at the last minute to turn one unit of hunters into workers instead and forgot to update Supply and Demand. That's fixed now.

Settlement size won't break us too quick; we can knock out the settlement expansion next turn. Boosting food output asap is the most important thing to do here.

Might switch to this. We could get a lot of fish, but on the other hand, the clan did say it would be dangerous to cross. We might lose some workers if they screw around.

At least our hunters will probably catch more game that goes near the river.
