Correct. The German-Bavarian relationship at this time hasn't been... I'll say simplified... to the point where they're fully integrated. OTL, Bavaria was the special snowflake child until the Entente broke Germany over their knee to make the interwar government, and even after that there's still enough weird crap that to me something like this is entirely plausible. It won't hold up to national level scrutiny- but by that point, you'll be out of a job, and that's a BAD END for the quest.

Edit: I'm sure Corn(yes Austria is technically not Germany you were in charge of them, they ate you later, close enough) or Winged One or one of the other dozen-odd Germans on this forum can explain it more accurately, but this quest isn't based on accurate history because I don't have time to reaserch how many times Porsche yelled "WE NEED TO GET BIGGER, HANS!" while Skoda leggs it for the woodline as Daimler-Benz and Herschel throw cards in the hat Krupp doesn't realize they're wearing upside-down yet.

A sneaky fellow, which could very well be valuable in fighting Thryssen's sneaky moves. His background is not terribly useful and I doubt he'll have the best connections, but he almost certainly knows what he's doing with regards to working through this mess of vaguely shifty politics and business.

[] Magnus von Eberhart: An infantry officer from 3/7 Luneberg, Magnus has experience in assaulting trenches and holding positions.
A good choice for the original procurement plan, but I doubt he can politics. Nonetheless useful if we need somebody to testify on how we chose right. Not very well placed either, but not the worst person to pick.

[] Karl Adler: A weapons designer and structural engineer borrowed from Skoda Werke, Karl has been working so far on trains and train repair systems.
Similar to Magnus: a good citation for our choices, but I'm hesitant to ask him to help us politic or organize.

[] Leopold Benz: An older gentleman in the aviation industry, Leopold has untold amounts of experience in making sure things don't fall apart when they shouldn't.
Much likely to be better connected and I would expect him to at least know something of politics, but he's still an engineer, so is hardly ideal for the job.

[] Conrad Fenrus: A cavalry commander with the 1/4 "Schlangenesser" regiment, this officer is incredibly familiar what little exists of breakthrough tactics in this day and age on the open plains of the West Irromedes.
Probably the best choice for a citation person, but is still hardly command staff.

[] Halbricht Udst: A Seebatalion officer injured during the Raid at Dervonport, Udst has been involved in some of the thickest fighting in the war, including a short stint "volunteering" with the Weser Crown Seebatalions.
Another pretty great citation person, and is going to be a lot more available for helping than the other officers we could call up.

[] Anne-Maria Todbringer: A wealthy socialite and widow of the late industrialist Karl Todbringer, Anne-Maria has a wealth of contacts and friends in high society.
Contacts and politics expertise, but likely knows only slightly more than a random civilian about the development process.

[] Jacob Richtofer: A Reichsmarine officer involved in their arms testing process, met in Ingoldstat before the current difficulties.
He probably has at least some expertise in corraling rowdy manufacturers, and likely knows some of those involved in our situation.

[] Amos Lewinsky: A Jewish lawyer and barrister, and more importantly one with an axe to grind after the death of his son in battle.
Is likely pretty competent at doing politics, and we can be very sure he'll stick to our side in this.

As such, I recommend the following:

I'm thinking Anne-Maria Todbringer for one of them. This seems like a good time to be calling in connections. Certainty Jacob Richtofer and Amos Lewinsky. I can see an argument for Leopold Benz, but I'm not 100% sold since last time he have the impression of being fairly useless for anything but engine reliability. Conrad Fenrus is my favorite officer pick. Perhaps Pyotr Falkenovichs, but I give it a 50% chance he will help a ton and a 50% chance he will be completely useless.

I think we need to call in Anne-Maria; we need people who can pull strings and smooth over ruffled feathers and who know where the bodies are buried. Her contacts are politicians and high rollers. They'll be able to help out because they probably owe her favors or just remember her fondly. She could probably help us get production rolling again and ease our process of getting our tanks to where they need to go - she can help us with railways.

My worry is that Falkenovichs is rumored to be an intelligence expert, but he could equally be useless, or worse a Balkchavian intelligence agent.

Richtofer is another of my choices, as is Amos.

I feel like Conrad might actually be a good choice, since he's a "commander" and presumably has some pull in the upper echelons of the military. I'd need to know a bit more about how highly placed our officer contacts are. He's also cavalry which means he knows people in the aristocracy and old boys club. Probably has someone further up the ranks who's grooming him or something, which is why he got pushed on to us to begin with.

Adler... maybe. If he can convince Skoda to help us with production difficulties or testify in our favor in any kind of inquiry.

EDIT: to be blunt either the Balkh is an amazingly lucky/unlucky spy orrrrr hes someone who cant keep it in his pants and has made a lot of enemies as a result, neither of which are good for us trying to unfuck things and stop Thryssen. Adler has a good head on his shoulders and can actually help us wrt any hardware problems that arise amongst other things.

You're never going to find out unless you pick him. Gotha was flat out useless until delivering this information (otherwise the stab in the back would be next update) and this extra warning is letting you get some defenses up so that High Command doesn't hit you with the hammer.

Contest 1: Counter-Shenanigans and Future Development Whitepaper

Gettting ready for the coming storm of politics to wash your department in crap that was outside your baliwick, you started tabbing through your notebooks to assemble a crack team of problem solvers. Then you remebered you were only a Hauptmann and you had one half-full rolodex, a stained pocketbook that had more than a few doubious numbers and pubs in it, and your Dad's latest business card from three years ago.

The first call you made was to the Reichsmarine Staff Building in Bremmen, which got you in a neat little runaround until you finally connected with your desired person: Richtofer, an old hand in naval gun testing. While he didn't have experience in handling Bavarian shenanigans, he did have a grudge against Thryssen a kilometer deep and promised to lay some heat on from his end. Aside from some extra bureaucratic knives to stick in, Richtofer also promised to throw in a note to the Seebatalions to make noises too to throw some pressure on the High Command. After thanks and a promise to get him a good bottle of cognac, you hung up the call, pleasantly surprised nobody had taken the hopes and dreams of the Reichsmarine and buried them out behind the capitol building yet.

Next up was the all-important step of lawyering up and figuring out what levers to pull when. Fortunatly, you had an actual proffessional on call for this, Amos Lewinsky. While the Irmionic Empire wasn't as Jew-ridden as the Wersers were, there were still plenty of them in the cities, and more than a few became lawyers. Good for them- you'd never touch that job with a ten foot stick. Either way, you needed a professional arguer, and this was something you could shell out from the project budget on. Once the case was all set up, Lewinsky was wired the money and got to work promptly to dig through old military law so you could pass the solution up the chain.

To your eternal suprise, the next person on your list called you. Rittemiester II Classe Conrad Fenrus was a friend from back in your Academy days, and while your paths had diverged when you joined the Pioneers, you'd had a semi-regular comunique going for most of the year until the Schlangenesseren got deployed to the boarder in some literal saber-rattling. The reason he called you? His regiment was set to absorb the armor companies, and with the Bavarians holding the show up he was getting pulled off the line. Looking over the casualty reports for his regiment, you believed him- they'd been chewed up, and badly. The addition of armored cars had helped them out, but it wasn't enough. They needed an edge, and the W-2 companies would be enough of one. If Conrad could get his commanding officers onboard, whatever was left of his regiment would be a powerful political tool to batter the mostly-fresh Bavarian regiments into keeling over to demands.

Your call to Adder was much less fruitful. Skoda had a fairly weak influence that far from the boarder, but there were ways and means to get around Thryssen's meddling. While you might not be able to get the W-2 out of political hell with Adder's help, he could work with Wanderer to get him a sweetheart deal until the end of the war and slice into Thryssen's bottom line even tighter. You'd have to cover some of Wanderer's breech of contract cost, but there was enough left in the budget to cover that as long as nothing came up.

Finally, you decided to bite the bullet and dial the third to last number in your book- Anne-Marie. Saying you'd known her when you were younger wasn't an exageration, but dragging up your communal past when she was both six years your senior and enjoying the prime of Luneberg's wartime social life was a bit of a risky call. Thankfully, it didn't backfire on you, although her teasing did make you blush horribly. Luckily, she had some serious dirt on the Duke of Bavaria, or more importantly the shenanigans his father had been up to since he abdicated. Exotic dancers from the colonies, strange drugs from the Kubachan Free State, strong liquors in heinous quantity, and the rumors of a sordid affair with a young theologist behind his wife's back all went into your new Black Book of Blackmail, along with the fact the Duke's son was spending quite a lot of time with his grandfather.

Now all you had to do was put this all together into a convient package that couldn't get officially traced back to you, buck it up the chain, and let it stew. While that was happening, you needed to put out a white paper to make it look like this wasn't you handiwork. Oh joy. You just loved you some white paper nonsense…

...not. Oh well, that's life.

It will be relatively well-armored and maneuverable and be able to go virtually anywhere that the infantry can, although likely relatively slow (but it only has to keep up with the infantry, so no big deal).
-[X]The cavalry tank will ideally be faster and perhaps less well-armed (carrying machine guns only or a heavy machine gun, although a light cannon is not put of the question), but able to support a cavalry advance and breakthrough through open terrain and able to cut through infantry or other forces it encounters that have not had time to entrench or suppress those entrenchments it does encounter so that the cavalry troopers can maneuver on and destroy them. It will ideally be more maneuverable and have a longer operational range than the infantry tank., as well as being able to maintain a decent speed that will allow it to keep up with the cavalry.

Current plan, but I might revise in the future.

Considering the tech, I think the largest think we can get into a tank without it weighing it down severely is a 40 or 57mm short-barrel blooper to throw some HE.

Currently, I think the primary armament of most of our tanks should be a machine gun (or machine guns) in our standard caliber or a single larger-caliber heavy machine gun, along the lines of a .50 or 13mm. Infantry tank could probably have something like a 37 or 45mm gun. If we want anything heavier than that, it's going to need to be a bigger and heavier tank.

Tanks don't fight other tanks; that's what guns and anti-tank rifles are for. I must emphasize that tanks are not their own branch; they are support weapons for the infantry, SeaBatts, and cavalry.

I'd rather not get too specific on armor thickness or armament, though, since we want to see what people can give us. This is a white paper, not a technical document. We're envisioning the TANK OF THE FUTURE.

Definitely too early for radio. Radio is wireless telegraph at this point and requires a lot of electrical power to get a a decent signal.
 
Plan High-Low has been adjusted, but I can take it out if you guys think it's redundant. I believe mine emphasizes heavier firepower versus more armor.
