Sleeping for 7 turns straight sounds unwise if I may interject, when we can quite easily pop up and take a look around to deal with stuff exploding before going to sleep again and grabbing the last bit in 2 turns at most.
I mean... stuff is basically going to go weird with AN'WAH'HEI around so we might as well be somewhat present where we can.
Plus spending all our legend has detrimental effects on making sure things are still attributed to us from what I understand, so that we can gain more legend.

I consider not being a phoenix (or at least a bird of some sort) basically a fail-state for the quest. Like, it'd be better to be a phoenix and lose than not be a phoenix at all.
In fact, I'm willing to offer a deal: If and only if the phoenix plan wins, anyone who votes for plan Phoenix from this point forwards gets to choose what I vote for once on a vote of their choice (if multiple people want my vote on a single vote, I'll go with the first person and the other people's vote will be free to use another time).
