Even a simple stone wall surrounding the polis and the fields would vastly improve both the defensibility of the area against raids and provide a line of defense in the event of an attempt on the city. Of course maintenance is a factor required to keep those fortifications patrolled and in good repair.

Missionaries will have to go out among them, escorts will be required, incentives for conversion - these are not cheap efforts. The Tuscarora are a defeated people and kindness from the men of the cloth, supported by the firm hand of the Emperor, will show them the light and salvation of God Almighty.

Don't want to risk more upkeep atm with our gross income being so low.

We're hurting on money right now so I want to conquer another native tribe to see if we can up our income a bit although it might be best to simply save up for a trade building instead of spending our current cash on converting the natives.

That unrest though. Hopefully it is temporary. Also we are doing all in our power to curtail that autonomy slowly. Convert and make them our citizens

Don't want push everyone attack us by conquering another civ this turn. Time to consolidate what we have and convert our new citizens.

(That 50 percent penalty only applies to that specific province right?)

Ah nevermind, just reread the option. "All Conquered Native Territory's". Wait so is the Settler bonus stacking for each native province we conquer?

Essentially when you conquer native territory you'll allow the barbaroi their (partial) autonomy under this deal. It doesn't 'stack' the global settler bonus (+25).
 
That minus 10 unrest though... Hmmm, it might actually incentive us to conquer more now. Seeing as the natives wouldn't immediately rebel against our rule, we could quickly "blitz" our other neighbors.

You know its probably like -10 Unrest to the Unrest we caused with the Conquest right? So its not going to be a free lunch.

@Sayle - Is there really no other diplomatic options we have than waiting until the power builds up enough to encourage the merchants? There's no diplomatic actions we can take with the tribes or the Vinlanders?

At present you essentially have a permanent diplomatic team going round and cozying up to the tribes (the major ones, anyway), and their opinions all still only shade slightly positive or slightly negative. That's kind of impressive, given that relations improving gives you +100 when maxed out.

As for Vinland, nothing interesting going on up there just now. There will be things to throw diplomatic weight around with, but right now it's in your best interest to improve your technology.
