From what I thought and I guess miss read would happen was there was panic in the civilian and somewhat in the military districts, from the confusion you would have panicked and opportunistic looters going around, that is the reason why I wrote in about hearing "things crashing and breaking and the odd gunshot being fired off", I didn't expect buildings to be on fire and mad cults giving praise to the vending machine god just yet, only panic and looting.
