Creative Chaos (Riot God Game)

[X] ACME Inc. Ink
- A method that allows a Toon to 'soak' an object in Toon!Ink (typically using a bit of their own if there isn't any inert Ink for them to use), without it creating another new Toon, but instead essentially enchanting the item with variable amount abilities on a case by case basis depending on the Toon crafting it in question. What qualifies as a possible object largely depends on how much Ink is available to be used to soak, although unforeseen factors could also potentially throw a wrench in a Toon's plans. Possible 'enchantments' could be anything from making the object summonable for the user, just being more durable & resistant to wear n' tear, shrinkable, being light as a feather, etc. Two unexplored avenues of research regarding this method at the moment is whether a non-Toon could use this method and if this method could be used to create a new Toon without relying on random chance for how they appear (Edit: Maybe artificial was the right word I was looking for?).

…Can I get a TL;DR of this? Im having some trouble going through it. Like. What is the actual Act itself?
TLDR He Made a subspecies of Toons that are anime people. They're all blessed with the blood of the All-Mother and can become more powerful physically by sacrificing proportionally, I.E. sacrificing good looks for more strength, not sleeping in beds to become a world-class chef, or takig on a curse of shadows stalking them whenever they try to sleep to become unbeatable in direct combat. Thank every deity of creation and the Primordials that their Divine Oaths cannot grant increased proficiency in magic.

The All-Mother creates some humans that act, chaos monster attacks the All-Mother, her blood gets on those humans and they gain the ability take on restrictions and or other negative effects in exchange for greater strength
I tried to write it like a mythological tale to have it fit into the world more but ended up just making it overcomplicated

TLDR He Made a subspecies of Toons
They're not toons, they're made of meat
But aside from that you explained it very well

all Acts that Create something New AND/OR increase the stability of Creation will be Boosted.
Would creating a sentient race (the Okrutans/Giants/Anime People/etc.) fall under this? Or really, any of the acts that are adding new species to the world, or does that statement mean something entirely new?

I might have to tweak it a little to fit.

The creation of a Sentient Race counts
