No, not really. Less chance that you'd fail to find anything (which is a very small chance anyway).

No you can use just one action to use them. Though note if you use all of them, you'd definitely be breaking existing contracts.

Alright, here's my plan. The goal is to reinforce our control of NYC by starting a bunch of newspapers and providing more community services that we control. The other option for mutual aid were also picked with an eye to reinforcing UF electoral dominance where we're strong. It also creates a more highly trained militia force, sends some aid to our Argentinian brethren, and sets us up for assassinating McKinley next turn if he signs the Sedition Act.

A bipartisan measure, this act prohibits interference with military operations or recruitment, prevented insubordination within the military, and prevented the support of US enemies during wartime. It would specifically target those who made speeches or other subversive influence to get people to not volunteer or to get the army to engage in insubordination, allowing for greater prosecution against them.

One version of the bill also established press censorship, something hotly debated. It would effectively give the president the ability to stop any newspaper. While many opposed this measure giving too much power to the president and possibly violating the First Amendment, it seemed to have decent support given context of the country.

Petitioning the state for legitimacy is silly, but I want to see how this goes. I added the last fund to it just because it's a bigger city not because i see it as more important than creating a secondary government in Wheeling. In a way this is our first step of attemping independence with both the Wheeling and Pittsburgh actions combined with the ACC. I kind of wanted to do another recruitment run this turn but I feel this would be a fine recruitment tool on its own of giving the people some power and exposing the Appalachian identity to many people who might not think we are able to do anything in the region.

GIven that Pittsburgh has something like 10x Wheeling's population, I think it'd be better to focus the majority of the Funds there. Particularly with the thing about Overflow that was encountered by the LLRP last turn.

So if anyone needs about 100 some men and women with guns for hire, I've got some. Well armed. Decently trained. Very professional.
Still somewhat untested in . . . "massive response operations" but I can turn over command rights if you've got veteran commanders.

Also attempting to set up a gun factory on native lands with native labor. And if a few guns happen to fall off a wagon, well that's not my problem.
