The American Experiment (Riot Quest)

Voting is open
Seeing as I have no voice in this, I can only armchair pundit that it would be in America's best interest that Congress shake loose some funding for a full modernization and expansion of the North American Red Army Navy, recapitalization of the navy's supply and procurement logistics chain wrt key strategic industries such as shipbuilding and advanced weapon systems (heavy guns and machine guns, etc), and at least some amphibious capability for the Army as we do have much smaller allied island nations who are vulnerable to imperialistic aggression from European powers (assuming we don't imperialistically subsume them into our own sphere). And also probably Japan in the case of Hawaii. Considering our current defense policy is entirely reactive at this point, attempting to defend and liberate allies in the pacific will likely entail amphibious operations to seize port facilities or establish our own beachhead on a hostile shore.

Protecting Hawaii and the Philippines is going to require sustainment capabilities. I'm assuming that our navy got kicked out of Pearl Harbor and Manilla bay, so even if we get access back, those port facilities are going to need modernization and recertification, which is not cheap.

For my own wishlist, investing in biomedical research would be excellent, as well as a national health campaign to distribute the smallpox vaccine as far and wide as we can. Canada . . . I know mexico is probably willing to roll with it. As long as we don't paternalistically force them to do things our way, they'll take our money and roll with the program. I'd like to get smallpox kicked off the north american continent.

Also probably funding for automotive manufacturing and research so that we have tanks to run over student protesters with.

Edit: unlimited free galvanized square steel, expansion screws, and eco friendly wood veneer for all persons living in urban areas.

Riiiight. I still have no idea how things work, but my thoughts as FAM are:

1) There should be a national policy plank to deal with land reform.
2) It would be nice if there was another national policy plank put on education, with a focus on increasing black literacy rates. But if that's not possible, I'll make a local plan for that.
3) I'd like for the IPA to devote more resources to Southern industrialization.

[X][TFAMLocal] Plan Second Reconstruction
-[x] Begin a large-scale campaign to eradicate illiteracy in the South: train literacy teachers, but also try to hire ones from the North, and build local "reading centers" to serve as a mix of school and library. Provide material incentives to convince illiterate adults to attend literacy classes. (The South Province)(1200 Influence)
-[x] Encourage and fund open expressions of Black culture: African-American festivals, Black music, publications of folk stories, etc. (Communes in the Deep South/Black Belt)(500 Influence)

[X][TFAMIPA] Plan Southern Industrialization
-[x] Push the IPA to increase Industrial and Consumer production in the South.

This is my plan for the FAM at the moment.

[X][ABLocal] Plan Mountain Law
-[X] Reformation of the Law & Order system on the provincial level. The system of determining criminality will be based on the concept of "Crimes of hierarchy". This blanket legalizes a lot of bourgeois crimes, such as drug use or shoplifting due to there being no clear victim, and illegalizes things like exploitation of workers, murder and rape. The police will be reformed from a force of enforcement, to a force of investigation and community support. Calling for the assistance of the general public in maintaining order and equality whenever possible, and relegated to investigating. Furthermore, in trials on the provincial and commune level "Judge" shall be a position held by the Jury of Peers, taking the phrase "Judged by a Jury of your Peers" literally, so as to ensure fairness, simplification of the legal code for common understanding, and widespread knowledge of the legal system due to increased involvement. These changes will be made to conform with any superseding reforms Congress may impose upon the nation. Sentencing will be centered around rehabilitation in special 'communities' isolated from wider society via physical barriers. Other forms of punishment, through fines to the death penalty are still legal to stipulate on case by case basises. (Appalachia Province)

Flipped a coin between healthcare and police reform. Landed on police reform. Next turn though im going to both build a bunch of healthcare related industries, and do a commune level healthcare reform. I just can't convince myself it's more or less urgent than a police reform, and since I wasn't able to coalition with anyone i just said fuck it.

Also I want to note for everyone else in the thread, Physicis has stated that for the IPA vote, whichever plan gets the majority of IPA influence on its side is the one that is implemented, so i'll await other bigger orgs to make an IPA plan before I vote for that. But since I am silly here is a hopeless AB IPA plan that everyone will hate, especially physicis.

[joke][ABIPA] Plan The First Five Year Plan
-[joke] Shift +100 Industrial Growth from Midwest to West for the first year.
-[joke] Shift +35 Industrial Growth from Northeast to West for the first year.
-[joke] Shift +10 Military Growth from Northeast to Midwest for the first year.
-[joke] Shift +10 Military Growth from South to Midwest for the first year.
-[joke] Shift +20 Military Growth from Northeast to South for the second year.
-[joke] Shift +30 Military Growth from Midwest to South for the third year.
-[joke] Shift +25 Industrial Growth from Midwest to Northeast for the third year.
-[joke] Shift +25 Agriculture Growth from Northeast to South for the third year.
-[joke] Shift +25 Agriculture Growth from West to South for the third year.
-[joke] Shift +15 Agriculture Growth from Midwest to South for the third year.
-[joke] Shift +20 Agriculture Growth from South to Midwest for the fourth year.
-[joke] Shift +15 Agriculture Growth from Northeast to Midwest for the fourth year.
-[joke] Shift +125 Industrial Growth from Midwest to South for the fifth year.
-[joke] Shift +50 Industrial Growth from Northeast to South for the fifth year.
-[joke] Shift +60 Consumer Growth from Northeast to South for five years.
-[joke] Shift +20 Consumer Growth from Midwest to South for five years.
-[joke] Make a five year plan focusing on capital goods to speed up industrialization.

And here will be the Regional Economic Development at the end of the five years:

-Northeast
—Agriculture: Level 3, 635?/2000, +35?
—Consumer: Level 3, 850?/2000, +130?
—Industrial: Level 3, 90?/1000?, +70?
—Military: Level 1, 195?/500, +25?
-Midwest
—Agriculture: Level 4, 70?/2000?, +70?
—Consumer: Level 2, 650?/1000, +50?
—Industrial: Level 4, 300?/2000?, +150?
—Military: Level 2, 90?/1000?, +40?
-South
—Agriculture: Level 4, 70/2000?, +50?
—Consumer: Level 2, 0/1000?, +20?
—Industrial: Level 2, 0/1000?, +25?
—Military: Level 1, 40/500?, +20?
-West
—Agriculture: Level 2, 250?/1000, +35?
—Consumer: Level 0, 165?/500, +15?
—Industrial: Level 1, 100?/500?, +25?
—Military: Level 0, 125?/500, +5?

yes i accounted for the boll weevil malus towards the southern agriculture. the ?'s are to account for Industrial levels rising, accelerating all categories so the numbers wouldn't be accurate after the turn that industrial level goes up, and I don't know what the needed progress for each level is so I just guessed based on context clues and put a ? at the end. The two big winners are the South and the Midwest with the South having every single category go up by one level within 5 years, the Midwest having three of their categories go up one level within four years, the west gains an industrial level in the first year, and the Northeast gains an industrial level in three years.

+1 industry in the West year 1.

+1 industry in the Midwest year 2.
+1 military in the Midwest year 2.

+1 industry in the Northeast year 3.
+1 military in the South year 3.
+1 agriculture in the South year 3.

+1 agriculture in the Midwest year 4.

+1 consumer in South year 5.
+1 industry in South year 5.

edit: DO NOT DO THIS OR VOTE FOR THIS.
Rapidly shifting the economy around like this will rapidly cause many issues that the nation would be unprepared to deal with. It would be a very funny test drive of the IPA in isolation imo but it will destroy the economy.

I still don't really get how this works and am too busy with other stuff to focus enough to really give a good go. But thinking about what planks the RFAA would have...Well, foreign policy-wise I think there'd be something on wanting to put some priority on exporting of the revolution to Latin America, where there's a lot of strong Anarchist movements (not just Mexico and Argentine, but across South America, most prominently Chile and Brazil from what I could find.)

Don't really have an idea of what the RFAA would be doing in terms of local policy either. Probably focusing on post-Civil War rebuilding I guess?

Thankfully, I don't actually have to engage with it. Because I can't. Because my org doesn't work in a way that allows me to have public political representatives.

This is very complicated @Physici. Even our smartest minds here are having trouble with these planks can't you make this easier?
Honestly I could scrap the local and IPA sections and make it just the national while adding a few options for each the major issues (I'll probably do the latter anyways) but there's not much else I could do to simplify other than that "removing half of it".

Thankfully, I don't actually have to engage with it. Because I can't. Because my org doesn't work in a way that allows me to have public political representatives.
There's nothing preventing NAP from supporting a political party. You don't need to have your own reps to do stuff here.

[x][ACUA] 1904 National Program
-[x] Create a general fund to furnish state aid to the multifarious ongoing socialist agricultural reform experiments on a first-come-first-served basis, administered by a select committee directed to interpret "socialist agricultural reform experiment" broadly.
-[x] Fairly try, respecting due process and all relevant guarantees in Articles II and III of the Constitution, captured Union and Pact government officials, and Gray and Blue Army officers and soldiers, for such crimes as appear warranted by their acts and intents; complete all such trials of RPG officials and Red Army officers and soldiers as may be ongoing.
-[x] Mandate that Communes schedule sheriff elections to coincide with general Communal elections, and limit sheriffs' duties to serving legal papers, providing court security, and collecting judgments—but not general law enforcement or prison administration which shall be the responsibility of officers hired by and responsible to Communal and Provincial congresses respectively; promulgate Communal and Provincial racial and gender integration, and national conduct, standards for police and prison officers, and mandate annual Communal and Provincial compliance reports; appropriate funds to Provinces for the payment of prisoners who are employed in the upkeep or maintenance of their prison the median worker's wage in the Province; mandate that to the extent the IPA or any WA employs prisoners they be paid the median wage paid to its workers in the Commune where the prisoner works; mandate regular prisoner access to Banks of Exchange; guarantee prisoners union representation and the ability to participate in the democratic life of their union including by inter-prisoner union meetings and correspondence of prisoners with outside union officials.
-[x] Coalition partners: None.

[x][ACUAlocal] 1904 Local Program
-[x] Accelerate Communal acquisitions of land for, and buildouts and improvements of, running water sanitation and sewage, gas works, and electric power and telephone service delivery (for the latter two, conforming to national standards and anticipating connection to a national grid), employing labor according to a union-shop rule a la the IPA's. (All communes across the NAC, 4,000 legislative influence)
-[x] Legislate workplace safety standards to mitigate known health and safety issues in prevalent industries (including but not limited to: heat exhaustion from farming, logging, mining, and railroad construction; bodily injuries from logging, mining, railroad operation, and factory work; repetitive stress injuries from factory work; and respiratory occupational injuries from mining and factory work); create boards of worksite inspectors to certify compliance with existing standards, identify hitherto-unknown health and safety issues particularly in new industries and recommend updates to the workplace safety legislation; fund the treatment of occupational injuries, including transport of injured workers to care facilities, at public expense. (Provinces in the West, 260 legislative influence)

[x][ACUAIPA] 1904 Economic Program
-[x] Implement a union shop rule—while a worker need not belong to a particular union in order to work in the IPA, they must belong to, or upon hiring join, some union so as to be represented in the Interunion so that the latter can more ably bargain on their behalf; permit workers to write off union dues on their taxes.
-[x] Shift industrial capital growth from Midwest to Northeast and South to aid in rebuilding/industrialization.
-[x] Shift agricultural growth from Midwest to South as part of efforts to aid transition from cotton monocultures to hemp production and agricultural diversification.
-[x] Shift consumer goods growth from Northeast to South to support local consumer goods production

I'm still not 100% confident I'm getting things right with this. I really do detest SoN-style plank-writing, it's opaque as fuck.

[X][CIALocal] Local Plan: 1904 Policy Agenda
-[X] Policy Plank 1 (Disparate Communes): Internal secession of indigenous communes and supporting regions of provinces, federating into new provinces and a new provincial federation.

-[X] Policy Plank 3 (Indigenous Federation): Put an end to any remaining residential schools or similar measures of cultural destruction.

Do multiple votes do anything at this point, or is the goal just to have a winning plan per organization?

[X][FHMLocal] Plan West Coast Teachings
-[X] Hire panels of linguists and bilingual speakers to create standard Romanization systems for non-Latin writing systems (e.g., Japanese, Hawaiian, Tagalog, Arabic, Cherokee, Chinese), working with foreign governments where applicable (e.g., with respect to Chinese), and developing writing systems for languages without any; fund literary journals and newspapers for the latter at state expense until they can sustain themselves financially under whatever model. (West Coast)
-[X] Nationalize currently private efforts at irrigation such as the California Development Company as being public infrastructure and collectivize the land under tribal government stewardship wherever its applicable. Reimplement and teach locals indigenous methods of working the land, including dry farming, mixed crop farming, food forests, and more. Also teach Asian methods of working the land like the rice-fish system and explore their potential use alongside indigenous methods. (West Coast)

Well I'm still proposing local provincial plans since I do have influence on that at least, if very little compared to the big orgs.

Do multiple votes do anything at this point, or is the goal just to have a winning plan per organization?
It's just a question of a winning plan per organization. Number of votes only matters in planning phases if they're in conflict. Supporters Gather is when the number of votes in absolute is important.

1904 rolls
I think I'm going to have to seriously rethink this section for next time. If people have suggestions, I'm all ears. Right now I'm at adding two/three given options for each major issue (in addition to NPC Party suggestions) and totally reworking how local influence works, though not sure how I'll do the latter.

Anyways, meant to roll the stuff for org actions right away but I've been busy. For some rolls that have an excessively large amount of die I will be rolling less then multiplying. Like a 60d20 turns into a 12d20 * 5. This is equivalent in average but with more randomness.

50 is a normal success right?
Cause each and every single one of my rolls is basically just barely above "average"

Also, since sheriffs have no capability to actually apply the state's legitimacy on the use of force to detain and bring into custody lawbreakers, is there a seperate organization for doing exactly that?

This segues into if this job counts as "kinetic"
This segues into if resource strapped local government entities might be interested in outsourcing these risky endeavors.

Let's see. It was my understanding that 40s were "failed but progress made" while 30s are "failed, try again" and under that was "actually made things worse"

TFAM mills: 5d20, average = 50, roll = 37
TFAM adult literacy: 5d20, average = 50, roll = 22 (2 crit fails)
APFA technocratic institute: 5d20, average = 50, roll = 24
FHM immigrant welcoming committee: 5d20, average = 50, roll = 31
FHM keep FMC: 5d20, average = 50, roll = 26 (1 crit fail)
FHM China co-op: 5d20, average = 50, roll = 27 (1 crit fail)
FHM schools*27: 5d20, average = 50, roll = 37 (1 crit fail)
SUS Encourage College: 5d20, average = 50, roll = 38 (1 crit fail)
SPA Bureaucracy: 5d20, average = 50, roll = 34 (1 crit fail)
SPA Mills and Shops*127: 3d20, average = 30, roll = 10
