Fan must be a low-level blank for us not to feel unease around her unlike the top- tier blanks namely Jurgen from the Ciaphas Cain series and Bequin from the Eisenhorn series. Or she is not a blank at all and has a different mutation that dampens psyker activities. @HalfTangible are the regular crew uneasy towards Fan?

The rest of the crew feels uneasy around her, yeah (Caihong's unease when left down with the psykers was only partly because of how horrific the situation was). So does Sun-Sin but he's trying to look past it because she's a scared lonely child that everyone she meets hates. When he first met her he lost any feeling of the storm overhead. You'll notice in this latest update:
Sun-Sin doesn't understand Blanks or psykers (beyond 'witches exist') so there's no real reason for him to understand how Fan's abilities work or how strong she might be. I'm also a little unsure if my interpretation of Blanks lines up perfectly with canon.

Ahhh... don't worry about your interpretation of the Pariah gene then since it is vastly different based on the author and the rules in the rpg. Its manifestation ranges from getting sick around said person to murderous hate. Which is strange how Bequin was a prostitute before being recruited by Eisenhorn... maybe her clients were masochistic or some such?

Part of my assumption is that blanks that survive do so by learning to keep their power suppressed. Because the Pariah gene can in some cases be so strong that parents will smother their children in the crib and if someone feels that well into adulthood I don't see how they make it.
It's not a huge stretch (Culexus assassins can focus their Pariah-ness technologically so it's not necessarily impossible to learn to control it yourself) but it's not something I can cite directly.
