Granting formal legal power to the socialist workers' councils might be viewed as a legitimization of a Dual Power setup between the Federal Government and the councils similar to the situation between the Provisional Government and the Petrograd Soviet in Russia during the Russian Revolution. Would we win more support than we would certainly lose if we took this action?

Losing Garner's support is a sign that Olson is viewed as more radical than FDR would have been. Garner had little love for FDR's New Deal historically, but he was willing to help FDR steer critical parts of the New Deal through Congress during FDR's first hundred days. Here, Garner is standing in the way of Olson's plan.

While I am generally in agreement with your analysis there is something i want to point out.

We are not the New Deal Coalition.

We are a distant cousin to it and one of the New Deal Coalition's great components was the White Southerner. Someone that we have very little need or intention to cater towards. While no anti-lynching bill ever passed the Senate, they were passed several times in the House throughout the 1920s and 1930s only to die to Southern Filibuster or threat thereof in the Senate. But in what was IRL a key component of the governing coalition is in our case a splintered enemy. The Dixiecrats are deeply on the backfoot to the nominally racially neutral Huey Long, enough so that I believe it would be very difficult to maintain a filibuster and that it may very well be possible to even invoke cloture which may not even be necessary given that this is still the talking filibuster.
