Yet the only factions we ever see using her 'children' are those fighting against Brittania. She might not have anything against the country but she's certainly never been shown to work for it. And while it has been some time since I watched the show, she never gave the impression of a person that would jump ship the moment somebody tried to give her a better offer.
In terms of research? Or of bettering India? Because a powerful and ambitious Brittanian Royal could do both. Keep in mind the Chinese Federation has its hooks in India and much like China has deliberately depressed economic and social development.

Carving off India with local support and with all the keys to imperial control like Slayer Anderson has talked about is absolutely feasible in the long run.

As for research, we can offer a prosthetic expert who presumably is pretty interested in man-machine interfaces experts on psionics, andabsolutely priceless material sciences thanks to Psionic Alchemy along with even more unknowns from Architect of the Mind. Unless she's against Psionics, there is absolutely nothing a band of deniable assets can offer her we can't.

I don't do OOC perspective for questions, at least not in this quest (barring the 3 questions I give out every 100 pages as a reward for getting that far). The problem is that Leila could be doing something significant for one or more different factions. Informing you or anyone else about the matter outside of using an action to discover that information simply isn't fair to the other players. If Leila were someone of sizeable importance to the EU and/or inter/nationally famous, Lelouch would know her off-hand and I could give you a few tidbits, but outside that... you'll have to try to champion an action that might find her.

Theoretically feasible, yes, although I would caution about the implications. Stirring the pot of nationalism is a dangerous thing indeed.

As to Rakshata, you'll have to find her and talk to her to get facts about whether or not her work for the pirates is voluntary and what exactly she's hoping to accomplish in their service, if anything.

Yeah the next you know all these nations you had previously conquered are all of a sudden wondering "Hey why can't we be independent? All our material wealth wouldn't get sent off to the Homeland for processing and then sold back to us. We can stand on our own!" is the political argument. The economic one is "We've been integrated into one large market for the better part of a century and disentangling from that AND no relying on the old empire's supply train? Oh and you want us not to piss anyone off?... Yeah I quit. Viva la Counter Revolution. All Hail Brittania!"

Self-determination is NOT a core tenet of the world that any major power in Code Geass wants to see happen: Brittania, EU, China, all the rest.

I mean it's a risky proposition, but most of the really clever gambits tend to be, especially in something like CG. I imagine a lot of Rajs would be interested in becoming Emperor of India, even if they needed to swear feality to Brittania, and that would buy us time to make inroads, nation building, infrastructure, integrating English into school systems. It would be a coup on par with Schneizel's marriage plans, but if we're unwilling to go as far as Schneizel is, we aren't very likely to beat him now are we?

I'm more excited about the idea of combining psionics and a prosthetic specialist could end up creating. Especially one with an eye towards weaponry. That kind of stuff can get terrifying really fast.

Swearing loyalty to Brittania is all fine and good, but if it's Guinevere's corporations building new India, Schneizel's men negotiating the peace, and Cornelia's soldier's keeping the territory orderly, we won't get much out of it. Risky venture in a vacuum becomes pure chance if we are the Brittanian that places that crown upon the first Emperor of India, and also keeping said power once we place the crown. Remember the rules for rulers, keep your supporters happy, and if you can't... well they will go to the arms of another. We need more levers and tools to buy loyalty, influence and favors. Promises are just that... paper with ink

This is spurious at best. We'll have a power base of our own, and be in a position to better exploit it than you give us credit for. We're looking to be getting massively involved in resource extraction in Australia, and we're developing shipping ties in the Pacific already. At the very least, all the raw materials to develop India will likely be sourced from our power base, and depending on how we usher India into the Empire we might be the ones issueing the imperial contracts, which is one hell of a carrot to draw away some of Guinevere's supporters.

And for all that our other siblings might be keeping an eye on it, assuming they'll be acting on it any time soon at all is conjecture at best. Cornelia has the MEF and possibly Ethiopia to conquer, Guinevere has the least directly expansionistic agenda right now and no real tools to pursue it, and Schneizel is committed to preventing war with the EU right now. Furthermore, the CF has non-existent power projection.

Kallen groaned again as a blush spread across her face and she pulled the sheets tighter against her form. "Arthur, please, how many times must I apologize? I never had an attendant wake me when I stayed with my father, much less a strange older man."

You chuckled as you accepted a bathrobe from the man and handed another one to your bedmate. "How is the eye, Arthur? I do hope it's alright."

The middle-aged man smiled. "Healing quite well, sire, you can be assured. I got into far worse scraps in the local pub when I was young, let alone my military years. However, Dame Stadtfeld did request I treat her with the irreverence of a commoner rather than the proud history of devoted service."

You shook your head. "Kallen, you need to understand that you're not insulting Arthur if you interact with him as if he's your servant. That's his job and he's well very well compensated for it. There's nothing shameful in it."

"His Highness is quite right." Arthur stated, holding out a cup of warm coffee which you gratefully accepted.

"Also, he's going to keep teasing you about punching him until you let him do his job." You add with a deep drink.

Kallen sighed and shot you a mock-glare out of one sleepy eye beneath the covers. "...just get out of here so I can get dressed, Arthur."

The man bowed again, then stopped as he turned.

"Oh, and Your Highness, I almost forgot. Your mother wished to know if you would be taking breakfast with herself and your sister or if you'd rather it be served in your rooms... again." Arthur stated with a twinkling eye tilted towards Kallen.

I've already stated that I'd like to introduce Kallen to mom to see if she could end up teaching her.

For my second action, Jeanne does a lot for us, so I'd really like to take an action devoted towards SLing her and trying to get her to relax. We haven't actually taken an action for that yet, and she deserves it for all her hard work.
