And even if there were backlash from turning down Gaius, our continued debt payments would more than make up for it. We can easily pay off the Redhammer Bank and Zedarsh-Selissa Merchants in 2 turns apiece, and such swift momentum carries its own weight.

Turn 6: A Diplomatic Rejection
There were many reasons to say yes to his offer, and nearly as many to say no. Vanessa's mind raced through them all. She could beg off, ask for time to discuss this with her advisers, but at the end of the day, this was as much a choice for her, and she couldn't constantly ask her Council for suggestions of what to do.

"I admit, your suit is tempting. As both a candidate and fellow Monarch who does understand what it means to be chosen by your people, and how the ground can shift under you at a moment's notice. As a potential husband," Vanessa smirked lightly, looking him over, "your suit is tempting as well."

"I sense a but coming," he observed, echoing her earlier words.

"As you said, there is only so much your Kingdom can offer mine, and… if we can get most of what would benefit both our realms while also leaving us free to find other spouses to improve our Kingdoms in other ways..." Vanessa let her voice trail off and then let out a breath.

"Well, I can't exactly not take the opportunity, now can I?" It wasn't as if she was madly in live with Gaius Rodela, or that he was inherently more appealing than the other candidates in every way – all of them had something that spoke to her – but…

Vanessa didn't like having choices taken away, and she was still… still getting fully used to the idea of marrying entirely for reasons of state. She'd accepted it in her mind long ago, yes, but there's always space between the head and the heart, and she hated that she was left rejecting an appealing candidate for husband just because it was politically useful to do so.

But she'd accepted the crown knowing this would come. That she'd need to make choices like this. That choices would be taken away, options forced on her…

And, it wasn't as if her five other remaining candidates weren't all appealing in their own right. So how much was she losing, net?

"You are correct," Gaius agreed, a careful sigh escaping him. She was sure he was showing her the regret deliberately, he had been a King for long enough to guard his reactions, she assumed. Vanessa was doing the same, showing just enough reaction, even an honest one.

"Well, given that we have an agreement in principle regarding moving from me being a suitor for your hand, to merely making a treaty, I suppose we can discuss the basic terms of that, though I'm sure your Keeper of Envoys and my Ambassador will want to have their input into the process," Gaius chuckled. "Sometimes my own council seem so jealous of their fields of expertise I question who is the King."

Vanessa allowed herself a soft smile and a quiet laugh, "I do understand that." Vallefor was the obvious case, his reports heavy on the conclusions, but lighter on the details he drew those conclusions from, generally.

Understandable, given the need to maintain secrecy. Vanessa would hardly sell the names of Vallefor's agents, but she couldn't accidentally let slip that which she did not know…

But all of her Keepers did have a certain proprietariness over their fields of expertise, except for perhaps Itrick. Nothing untoward, they followed her commands, but still. She understood Gaiu's comment quite well.

"But beyond that, there's also the fact that you did welcome me as a suitor, and I laid an open suit." Gaius ran his fingers along the edges of his beard. "Do we just go back out and say we've immediately decided to not court?"

Vanessa chuckled at the mental image – the courtiers had probably started to disperse by now, so that might not even go anywhere, but still. To just go out immediately and say 'no, sorry, we've changed our minds' would…

"It would set people's tongues wagging. That somehow one of us found the other just that repulsive as a marriage option that quickly." Vanessa considered. "I'm not sure I see any need to subject you to that, if we can offer people a different explanation."

Gaius rubbed a hand on the back of his neck, "I can't say I find the idea of people thinking you immediately rejected me once we have a private moment to be the most appealing notion either," he admitted. "Do you have an idea for an explanation to offer?" Gaius shook his head, "I think if we told the truth, people would assume it was face-saving."

"Not everyone, but some," Vanessa agreed. She pursed her lips a moment, thinking of the diplomatic sleight-of-hand with Regara. "But I do have a notion. One way or the other, you'll have to remain here for at least long enough for us to work out the formal details of a treaty."

"True..." Gaius nodded, clearly wondering where she was going with this.

"Once we actually have the treaty signed, we can announce that your claim to be here to lay suit for my hand was just a cover for the treaty negotiations." Vanessa smiled, rather pleased with herself with the idea. "Morvak isn't going to happy to hear you're finding a better option to help you out, after all."

Gaius considered her words a moment, looking away, then back to her, "...that could work." His voice grew a little deeper, more serious, "While my people do need Halrun's help, and we're willing to offer what we can to get it, we're no more interested in become Halrun's puppet than we are Morvak's."

Vanessa waved a hand between them, dismissing his cautioning: "I've no interest in turning South Zarsim into a puppet. You'd be our ally, nothing more, nothing less."

On the other hand, when two allies were so unequal in power, the greater one was almost always the dominant partner. But there was a difference between that and the sort of vassalage – de facto, or de jure – that Morvak likely wanted to put South Zarsim into.

I wonder how Regara would take it. She couldn't imagine Basileus or Priscilla would like the news, but Regara might be pragmatic enough to accept the fait accompli. She doubted Nerinthar or Illegorst would have strong opinions either way – they might nominally be more inclined towards North Zarsim as long as Morvak was South Zarsim's sponsor, but once that changed…

Selissa was the real question. She wasn't clear on what Selissa's endgame really was – did they just want to deny Morvak a hold on South Zarsim, or did they want to ensure that the north bank of the Vayok lake was entirely in friendly hands?

"But any treaty we signed would require guarantees that South Zarsim did not simply slip back into Morvak's orbit sooner or later." Vanessa added, one finger raised.

Hopefully Selissa would be satisfied with that… though they might feel as though they were out all the money they invested in North Zarsim.

Well, I can't please everyone. Selissa might be annoyed, but at the same time, they still needed Halrun to be a counterweight to Morvak… and a Halrun-friendly South Zarsim would make Halrun an even more effective counterweight…

Overall, I am reasonably certain the balance is in our favor. Vanessa had picked up a lot about the vagaries of international politics and affairs by now.

"In principle, I can understand why Halrun would want that. The exact wording would be my primary concern. There is protecting our independence from Morvak, and Halrun dictating our relations with that Kingdom entirely."

"Well, that's what we have the diplomats for, to make sure the language covers our concerns and yours." Vanessa pointed out. "In general terms, what exactly do you want from Halrun? Troops? Money?"

"Either. Both." Gaius admitted, without hesitation. "My people have been fighting for years, and I won't pretend our resources are limitless. Morvak's 'support' has always been never quite enough. And they've insisted on their soldiers in the war always operating entirely independently of our command structure."

Vanessa knew just enough about war to know that could create battlefield confusion, but no suggestions on how to correct it. "And you would prefer to be able to integrate any soldiers I sent into your command structure?"

"Ideally. At least to some extent."

I'd need to speak to Rienne about how feasible that is. She could imagine some potential problems existed – Morvak was probably not being just spiteful in their actions. Probably. Not just.

"And do you forsee the war coming to an end quickly, or a prolonged quagmire?"

"...well, I have plans on how to end it quickly, with the right resources, but I'm sure your own generals and your own experience in your civil war have made clear that no plan survives contact with the enemy." Gaius sounded like he didn't want to concede the possibility of his plan failing, but he wasn't going to undermine his credibility by pretending otherwise.

"But your Kingdom does stand to gain – your soldiers fighting in the war, succeeding, will make sure other Kingdoms know that Halrun hasn't let the civil war weaken them or destroy the quality of their armies." Gaius ticked off on his fingers. "If Morvak and Halrun do come to blows over the Thornmarch, assuming the attempt at negotiations Princess Regara is here to try fails like everyone expects it to… you'll have soldiers in a position poised to threaten Morvak in a place they normally wouldn't be positioned to fight back against."

I suppose it is reasonable someone would assume, under normal circumstances, that any treaty talks about the Thornmarch would fail.

"And our shipyards would be open to you for building a proper naval force on Vayok Lake to service that end further." Gaius held up his other hand before Vanessa could speak. "And, if you commit to sending enough soldiers, then I am prepared to ensure that the shipwrights and dockworkers offer steep discounts for that purpose."

I hadn't thought about the prospects of 'showing' the rest of the world Halrun really is still strong, but it would be a valuable reminder. Set against the risk of losing soldiers in a foreign boondoggle, hard to say.

"In basic principle, I think those are firm foundations for a treaty, in the terms. We will need to have the details hashed out, and while our prospects for the future are great, Halrun is hardly flush with Dureks in this moment."

"But you do have veteran soldiers and well-bloodied officers." Gaius pointed out. "And everything I've heard suggests that over the last six months, Halrun's tax receipts have increased far faster than expenses. Faster than anyone anticipated."

"There's good luck, and there's unrealistic expectations." Vanessa cautioned. "I sympathize with your cause, and I think there's much Halrun could gain from what you're offering, materially and symbolically, but I am not prepared to beggar my Kingdom to help yours."

Gaius gave her a slight bow, "More than fair, Your Majesty. You've given me much to discuss with my Ambassador, and much to think about." He let out a quiet sigh. "Under other circumstances, I would quite have liked to continue to vie for your hand, but for now," he held out his own hand, and Vanessa took it, giving him a firm, but brief handshake.

"Under other circumstances," Vanessa agreed. She gave him a slight bow back, and Gaius took his leave.

One down. Five to go. If only she could get what she wanted from Nerinthar, Selissa, Illegorst, Morvak and Darkmoon Forest so easily.



QM Note: I tried to think of something to vote on here, but I was drawing a blank, so I left it off. It's short, but hopefully an enjoyable read. To make up for the lack of vote and the shorter read, I'll be doing the Turn 7 Council Meeting next weekend, rather than in two weekends.

Personally, I am not quite sure what his reaction will be save that he likely will try to play it off as an investment gone bad…
If he's being honest or not is the real question, and I don't think we've got people with he diplomatic skill to figure out which it is.
Regara will also be interesting…But if I understand her correctly she'll do similar…Might even look forward to it, with South Zarsim's small size and having just won their independence doubling as an opportune time to strike…
Dang it I did not need to start talking myself out of this.
 
I have been sick all weekend and will be unable to finish the Turn 7 council meeting post by end of day. I will be endeavoring to get the post up ASAP, however.

Well, sorry to lose him as a suitor, him asan ally also sounds very appealing. That rejection went pretty well.

I think we should consider supporting them in their war, the benefits seem to far outweigh the cons, and Gaius seems like the type who can win a war
 
Turn 7: Council Meeting
"It's not that I don't respect your authority, your Majesty, nor do I even disagree with your rationale for accepting King Gaius's offer, but as your Keeper of Envoys, advising you on these sorts of things is my duty, and my expertise." Arandel said carefully, inclining his head downward.

Vanessa leaned back in her chair, steepling her fingers, "In practice, it wouldn't have done to put a hold on Gaius's offer until I'd spoken with my advisers. I am the Queen, and the leaders of other realms need to grasp that I, not my Council, makes these sorts of decisions."

She wasn't sure what Arandel was up to. Unlike someone like Balmain, or Vallefor, or even Rykall, Arandel didn't really have any specific agendas, as far as she knew. Nor did he represent some faction. He was, by everything she'd heard and now everything she'd seen, a fairly professional man who did his duty or tended to his own affairs as needed, without much in the way of long-term ambitions for power or position.

He hadn't turned down the offer to be Keeper of Envoys, so he didn't object to power or position, but that was a different matter entirely.

"And as I said, I do respect your final authority, but I can't exactly do my job of providing advice if you don't ask me for it." Arandel pointed out. "And there are the practical matters of this change in policy that required a reshuffling of priorities and responsibilities among staff – and I had very little time to get that done."

Ah. Professional pride and annoyance I created extra work for him and his by not warning him. Vanessa could work with that.

"You're more than capable of overseeing rapid changes in policy, Arandel. That said, you are right that it is rather difficult to advise me if I don't ask for advice. At the very least, you can be assured I won't be blaming you if I make a decision without even consulting you first." She smirked, chuckling slightly. "I am not that sort of woman, I assure you." She held up a finger, "While I do value your advice, I remain Queen, and my judgment was that delaying in a decision was not to the advantage of myself, or the realm."

"Of course." Arandel inclined his head again.

"We can speak regarding the impending negotiations after this meeting," Vanessa told him, and then she turned to the others. "From what I hear, we do have confirmation of loyalist conspiracies against my rule?"

Vallefor shook his head, "Not exactly. Yes, Roland Arbolast Fredero is providing financial support to Gramaire and thus presumably to the would-be 'Brunn II', but he's not proof of a wide-sweeping conspiracy to overthrow you, certainly not any time soon. The man's a lone traitor out on the edge of of what might be a broader network, but from what little my agents were able to determine, whatever Gramaire is planning, she's keeping things close to the chest, probably managing most things herself, rather than relying on any local planners on the ground."

"That seems… ill-advised." Vanessa raised an eyebrow. "Last you had word, Gramaire was in Menthura. That's rather far away to personally manage spies and agents."

"Is there anything we can do about Menthura harboring Gramaire?" Rykall cut in. "Harboring enemies of the realm is a hostile act, no?"

"In a manner of speaking, yes," Arandel agreed. "But Menthura is rather far from Halrun, and has no real investment in us. Their ambassador to Halrun is a drunk ne'er-do-well who was sent here mostly to stop embarrassing his important and puritanical family. He spends more time at brothels than he does at the Menthuran Embassy. But many parties in Menthura do have a personal reason to be hostile to you."

"Because I'm too much of a 'wizard' for their tastes." Vanessa finished, and Arandel and Vallefor nodded.

The distinction between the different classifications of mage – wizard, sorcerer, warlock and more – were not actually as sharp or clear as nonmages sometimes believed, or even as some mages believed. Anyone with magical talent could become any of them, depending on how they learned to harness their power. Vanessa, having received a formalized education and learning to channel her magic through tightly controlled spells, was a 'wizard', and therefore, to the idiotic, superstitious and paranoid Menthurans (who were all basically illiterate fools anyway), she was 'too much' like the Wizard-Dukes of Iredos.

It was stupid, but then, so were people.

"Well, short of killing her, there's not much we can do to get her out of Menthura right now, then, and I'm not going to order her assassination at this point." Vanessa shook her head. "But that does still raise questions about who else is providing covert financing to Gramaire, and what she's doing with the money?"

"Financing a well-heeled lifestyle for herself and her son, but likely saving up a warchest for future schemes as well." Vallefor confirmed. "I don't have any real penetration of her inner circle at this time – not enough assets on the ground in Menthura or even near the country – so this is merely reasoned conjecture, but I doubt Gramaire will put any serious effort to unseat you into effect for at least a few years."

"Hard to get anyone to back a toddler for the throne," Balmain agreed.

"Quite. Still, if there's one man providing her funds, there are going to be more, and better to catch them now before they become hubs for more subversive activity. As for Roland Arbolast Fredero himself, there's not much information he can provide, but he might be able to give us some insight into the channels Gramaire is using to move money. So he might as well be arrested and interrogated sooner or later."

"Can a case be made against him?"

Itrick nodded, "I've looked over the information Vallefor's agents have been able to recover. The man's minor financial crimes are good enough reason to bring his people in for further questioning, and there's enough evidence of his treason to build a case on."

"While I agree he needs to be tried eventually, it may behoove us to bring him in for questioning quietly." Vallefor suggested in a quiet tone of his own. "He may not know much, but other traitors may know he's one of them, or at least know of his sympathies."

"I'm not sure we should get into the habit of quietly detaining enemies like that, when there are other choices." Vanessa's cautious words met echoed approval from Balmain, Rykall and Rienne, which didn't really surprise her, while Arandel seemed to be more inclined to Vallefor's suggestion.

"As long as no laws are broken in his interrogation, and he is remanded to a proper trial sooner rather than later, I have no principled objection to the notion," Itrick offered, "But it should be done very carefully, if it is to be done."

Itrick pulled out a scroll from among the several he had in front of him, and passed it over to Vanessa, who unrolled it, reading over the report as Itrick summarized his most recent high-profile investigation.

"In short," he concluded, "There were some charges of excessive force against some former rebels that bore out, and I have begun formal prosecutions of them, but Marteen Rescon, despite the charges laid against him, appears to be entirely innocent."

Balmain's expression was hard to read – the woman tried to school her expression carefully most of the time – but Vanessa imagined she could see a hint of relief in the wag her shoulder's sagged just a little and she closed her eyes for a moment.

"I find that difficult to believe, having served with him," Rienne cut in cautiously. "I never saw anything, but the man handles prisoners roughly and is… quite bloodthirsty." She grimaced, inhaling sharply as she said that, probably hiding the depth of her feelings regarding Balmain's cousin.

"Roughly, yes, but nothing that violates any laws or rules that he was bound by, and nothing that under our laws could truly be considered beyond the pale. And being bloodthirsty is not a crime."

"I'm gratified to know Marteen is innocent of the charges against him," Balmain murmured, "But I am worried how this will look."

"I intend to fully publish all the relevant details of my investigation into him. There was no political favoritism in my findings. The accusations against him were all second or thirdhand, from untrustworthy sources, and when chased down, often proved to be founded on nothing."

"A good plan," Vanessa nodded, "But I imagine someone in the Estates will want to raise a stink about it. If you could have one of your investigators ready to account to them so they don't get the chance to do more than grumble…?"

"Understood," Itrick accepted blandly.

Vanessa turned to Balamin, gesturing for her to speak:

"With the filling of people across the Crown's holdings, we have a much better idea of what sort of resources and assets we have to work with right now. It'll be a few months before all the audits and reports are in, but there are a number of possibilities for improvements across the board. The fixes and improvements to the roads in and around the Grand Duchy should be done soon as well. We did discuss the possibility of trying to get settlers into the Crown Reserves, and I have drawn up some more details on plans for that." She passed Vanessa assorted papers. Vanessa skimmed the first few over, and nodded, making a note to look over them in more detail later.

"Well, we still should focus on paying down the debts before doing anything more serious in terms of major expenses," Rucdorn suggested, perhaps predictably. "But things continue to look positive on that front. We haven't had any unexpected expenses, or at least nothing so serious it's driven us to unexpected borrowing, and financial projections continue to move upwards, but..." he shook his head, "Until we have our debts at a point where we could pay it all on one go, I think it's best for us to continue to be cautious with regards to our Dureks."

"There is merit in the argument that if one merely hoards money, they're a miser, not rich," Balmain pointed out.

"Granted," Rucdorn agreed. "But someone who spends money when they're in debt is a spendthrift."

"And among dwarves, the only thing more disgusting than a miser is a spendthrift," Balmain smirked, and Rucdorn nodded.

"Something like that, Lady Balmain." The man said with a chortle in his voice. Rucdorn ran his bejeweled fingers through his beard – which Vanessa noted had several small gemstones woven into it now – and went on: "I don't want to act as though things are dire, far from it, but all it would take is a month or two of careless spending to set us back. If we pay off all these debts, then letting interest accumulate on future loans wouldn't be the end of the world for a few months at a time, but we're still proving to international creditors that we're a solid investment. Any backsliding..."

"And all our progress means nothing?"

"All our progress will look like a fluke, your Majesty. Halrun had reasonable credit before you became Queen, and so far, your credit looks good, but it has only been a little over half a year."

"Bankers," Vanessa muttered under her breath. "Fine. We'll have to make sure they're happy enough then, I suppose. Rienne?"

"Drawing up the levies in a systemic manner that doesn't have them get defeated in detail has proven to be a difficult challenge. The levies were drawn up piecemeal during the civil war, which worked then, but we need to be able to mass them in the event of foreign invasion, and most scenarios my staff have been able to draw up leave too many openings for the enemy to use cavalry or other mobile forces to separate and defeat them."

"How was it done before? Syrokis had to be able to conquer the Thornmarch somehow."

"The roads were in better shape, and he built up a larger initial army than we currently have," Rienne said simply. "Once we get the roads resolved, and possibly build up some proper supply stores for the Levies, we might have a better chance, but as it stands – my staff are still trying to draw up plans, but it will be harder under present conditions."

"Well, then we'll have to change present conditions, sooner or later."

My thinking is pretty simple:

1. Continue beating away at banditry, road building, and minting to restore our finances.
2. Set up the espionage infrastructure to monitor Gramaire and other potential allies, so when we kick the hornet's nest by arresting Roland, we'll be able to track their reactions and learn accordingly.
3. It looks like the suitor contest is really down to Essinya and Janera, so let's continue to evaluate them and see if we can improve the pact outcomes - and South Zarsim, since we're committed to that.

A part of me wonders at the notion of letting King Gaius or w/e his name was participate in drills with our troops-see if he can offer suggestions and improvements to help Reianne out and increase his familiarity with our troops before we use them to help him out in turn…
I also see Ragara in my head going 'huh' and thinking harder on how to take the Thornmarch reigon seeing us support someone opposed to Mordak though-she's pragmatic more then a peace-lover. She thinks it's time to consolidate versus her sister who wakes up and makes a point to choose conquest that day, everyday.

Honest question, can we just... Write a warrant for his arrest and to search his house, holdings, assets and place of business. Gather his logbooks and papers on his finances, and any other evidence of treason and present him with a summons to court?

Not 'under arrest'. So whoever searches his house isn't under order to arrest him, at least unless he resists. But that, he does have to turn over evidence and at some point, turn up, answer some questions and receive a trial.

Couple of reasons.

1. We'd be very loudly and openly signalling our intent to other potential conspirators. And treating the nobility with a light hand. If there were evidence of bigtime treason he'd have been dealt with already, either in the civil war or since then.
And 2. Relating to the above. From my understanding? He's not actually 'done anything' that couldn't be argued as sending money to a friend. In theory there's some big boy crimes in there such as 'funding an insurrection against the queen' or whatever, or vague plans for in the future. But as is, it's granting money to an ex-countess and her child. And I'd be inclined to let them enjoy a wealthy lifestyle out of the country and just treat them as if they're no threat to us.

Hell. I wouldn't mind writing her a pardon for 'Any potential misdeeds taken during the period of uncertainty with the intent to protect herself and her son.'

It's an exiled countess and a baby. They're no threat to us. I have no desire to hurt them and no desire to continue the war. They're more than welcome to enjoy a well heeled lifestyle as far as I'm concerned.

Technically you could, but everyone would suspect something is up, so you're basically arresting him in the eyes of the public anyway.

Gramaire was deep in Syrokis's confidence and was right there for many of the tyrannical excesses that made people rebel. Gramaire is extremely hated by the ex-rebels among the Halrunian nobility and middle classes (the peasants mostly don't care either way, unless they live in Aloce, in which case they hate her too). Even without Syrokis's kid, if she'd been still in the palace when it fell, she'd have been rounded up, tried and executed along with Syrokis's other core cronies during the two months between his overthrow and Vanessa's nomination as Queen.

And she has stated that her son is legitimately Brunn II, rightful King of Halrun. She may not be actively conspiring rn, but she is indeed committing further treason against Vanessa just by that fact alone.

I thought I'd implied during the legal dispute over Aloce inheritance that Gramaire was a murderer and stuff, but I may not have made clear enough why she was wanted. Mea culpa. I'll try to go into that more going forward.

The issue with the baby is more realpolitick. Letting a claimant roam free like that is always dangerous. If you can get ahold of the kid and force them into something where they take an oath to never accept noble title, or the like (ala a medieval monestary, or the Night's Watch of ASOIAF, etc) then you don't have to have it killed, but claimants are dangerous. Machievelli does make good points sometimes.

Very true.

I do think that if the nearest claimant to the throne is living comfortably under house arrest. Watched and visibly loyal to the throne also does a good job at undercutting claimants whom come after them.

Only issue I have is the focus on those two suitors. Are we really narrowed down to those to as the popular options? I feel like I asw interest in other options appear too

I'm just doing what I see best, which is acknowledge the balance between suitors, and the issue of what countries are suitable. For me, the good options are Selissa, Nerinthar, or the Darkmoon Forest. Of those, Janera and Essinya are the best suitors, and they're also the top two in the group anyway.

It's time to start narrowing down anyway.
