Not working under the premises that the Benevolent mission is a temporary ally is incredibly naive. We will need the elders dragons to push back against the invaders and no amount of advanced human will help much.

Going for research is INCREDIBLY short sighted. Foundational work should always be done first, especially since the alliance is tenuous at best, and a ticking time bomb at worst. We need the Magic Income as well, since it will help our bottom line.

(Bolster the resistant of the Mission to other dragons or dieties, ensure you can also erase or visit them almost at will.)

I don't trust them enough to want to leave without some kind of backdoor back in, in case they try and bite back.

which is why we should seize control. It unifies the masses and gives us more mana to 'spend' when we build our backdoors.

Don't forget that we have Terrible Enemies. It's best not to pass up on every opportunity to become stronger guys.

We should be careful about destroying the other dragons. It would be wise to purge some of the larger and wealthier, I suppose, but leaving enough younger dragons behind might be helpful if we can secure their cooperation through self interest.

@Packrat, can you tell us more about Dragon psychology? Are they capable of loyalty and friendship as we understand such things?

It also keeps them dependant on us, and doesn't murder/alienate the other dragons who we could really use in a war.

Dragons tend not to form societies, they are very much apex predators and on a fundamental level, other dragons are always rivals competing for the same things. They are able to 'temporarily work together' though and this can involve alliances spanning centuries but overall things tend to be very transactional.

On that subject dragons are actually K strategy when it comes to reproduction. The female dragon lays a clutch of dozens of eggs, hides them well and guards them, but once they hatch? It is normally with the return of magic at the start of a new cycle and the voracious newly hatched dragons then fight each other before dispersing and doing their own thing. There is no parental bond. If hatchling survival has been very poor then once adult dragons wake you can have clutches mid cycle but this does lead to hatchlings emerging into a much better prepared world and having less time to grow and make themselves ready to hibernate. Even with a parent 'present' baby dragons are almost inevitably driven from the lair once they reach a few years old, they will try to steal their parent's hoard however ineffectually. The big risk of this is that unless you then move your hoard you risk having a child come back in a few thousand years after they have grown up, or betraying your location to humans so that you are murdered in your sleep, etc.

Dragons tend to mate only with dragons they respect, which means peers in competiton and tends to lead to a 'frenemies' type of situation. Dragons can absolutely cooperate for mutual goals and but being friends or lovers with another dragon tends to mean more that your maneuvering for personal benefit, or betrayals, do not lead to permanent maiming or death but rather bragging rights or mild robbery.

By having the full backing of our Unfied Faith, we will not only accelerate the uplifting, but will also be able to leverage of the resources and infrastructure of a billion faithful to aid future R&D mega-projects.
It will also increase our Might & Magic, reducing the threat other dragons and even the Benefactors represent, which in turn improves our bargaining position over both.

At the end we'd have a reliable and powerful source of magic (worship), a powerful institution at our beck and call (the Faith), and are the senior partner in an alliance with a powerful faction (the Benefactors).
All in all, we'd have all our bases covered and leave no weaknesses for our enemies to exploit, both in the diplomatic and the combat sense. This will greatly accelerate our global takeover, as the remaining (awoken or hatched) dragons will be completely unable to compete with us.
 
It looks like we currently have 9 votes for Uplift, 5 for Research and Development, 4 for Reinforce the Ark.

Uplift gets you certainly the largest immediate power boost and probably the best long term investment (Very long term, century+) but does of course announce your return very publicly. It will make you stronger and start to allow you to recover magic however, likely a point a year to begin with.

Research and Development helps you get the best benefits in immediate years or decades, some degree of this is assumed, but by focusing on it you could advance the Benefaction Mission's technology by a century and integrate it with magic for a compounding influence.

Reinforce the Ark helps both secure your powerful new 'allies' and make them more vulnerable to you in turn, once you return to the surface another assault upon the Ark in orbit would cost you more stored magic and you only have four points left, though with the magic you spent on ensuring loyalty and your modest demands made of them that should not be necessary.

They do not just need to prepare for the arrival of your foes but also for the awakening of other dieties and fully grown dragons. Time is of the essence and I am a god. It is my very nature to bring prosperity to my people." You stand as you speak, letting the soft glow radiate out from you and fill the room as you also allow a subtle pressure upon the minds of those present.

Subtle in that it would have most humans bowing down to worship you but not enough to do more than push at the minds of these old, augmented ones, especially those with magical talent. Still it has quite the impact.

Edelmira, the Uplift Director, is quite openly beaming as they speak up. "So it is decided. Obviously we would appreciate your continued support but the first priority is to arrange for your triumphant 'awakening' and return. Admiral Whyte, I have some suggestions for how you might support with some of the weapons platforms?"

A few days later you return to the surface, carefully opening a rift in reality over the bay east of the city of Hatwar. Not wanting to squander any more of your magical reserves you take your time over things, you are not going to be entering hostile airspace and even if this does alert every mage within a thousand miles you do not care about the response.

A squadron of 'Benefactor' aerospace fighters swoop down to conduct aerobatics above your eggress point as you time your emergence with the rising of the sun, then you sweep toward the metropolis as dawn breaks, flanked by a dozen craft that then pulse hypersonic and sweep ahead of you leaving sonic booms in their wake. Behind, into the bay, there is a lightshow as lasers boil a mile high spray of steam then illuminate it – careful to avoid the dense shipping and thus losing some of the impact.

You however openly gleam and glow as you loft overhead. "Rejoice! Rejoice for Etorix has returned! You have been well served by the Benefactors sent in advance of my awakening and through your faith I have risen to bestow enlightenment and prosperity upon the loyal!"

Needless to say the city is in an uproar, hundreds of thousands of people staring up at you, some shouting and cheering, others terrified, though there is no move to man the scattered anti aircraft guns and the handful of monowing pop planes that take flight circle at a wary distance. This leaves you unimpeded to land in front of your Grand Temple.

It is quite grand even if you note with disasted that the statue of you is both only silver plated and with incorrect proportions. There is even a distinctly grand plaza that you can alight in without having to feel crowded, easily two hundred yards across. Once you are landed the aerospace fighters above roar their fusion torches into life and ascent back up into orbit leaving plumes of gold and silver in their wake. Actual gold and actual silver, you insisted upon that after realizing how much of the stuff the Benefaction Mission has from asteroid mining. As they do so an automated shuttle decends to land to your side, you tuck in a wing to allow this, delivering the communications suite to allow you to remain in contact with the Ark in orbit. You are not wearing it right now though, the dragon sized headset is not suited to divine dignity.

"I have returned and call the High Council of the Faith to me!" You boom this of course, straightening your forelegs as you settle back upon your hindlegs and draped tail, sitting sphinxlike with your head lifted high. "Attend, those of the faithful who would witness your god!" There is already an awed crowd assembling and keeping well clear of you and it is not long before the snap of photography begins. Obviously your preen and angle your gleaming wings for best effect.

How are you going to pitch your return though and what kind of role are you going to assume?

We did this last run around and it worked great, let's not get ahead of ourselves. We control the Benefactors and that's what matters, and by all reports the faith is genuine and fanatical. Let's focus on gaining as many converts as possible, kickstarting the technological revolution, and not waste time trying to micromanage petty nations.

We don't want panicking local governments shacking up with other powers out of fear, but we got a goddamned religion that is objectively correct and beneficial to participate in. They can kneel or be knelt.

You can take direct control anyways by manipulating the heads of state--it's best to allow them to believe that they are independent and set ourselves up a beneficial and supportive presence rather than a tyrant. This fits really well with our portfolio to boot.

Because time. Action economy is everything. I don't want to micromanage everything as the faith gets bigger and bigger, and it totally will when a living God is handing out miracles for free. If the religion had been set up questionable this wouldn't work, but it is both robust and sane.
