You have made it clear that powerful as they are, they cannot match the might of a true deity.
You dip your head toward the representatives of the 'Benefaction Mission Authority', gleaming, resplendant, glowing with divine light and titanic as you loom over the humans. You press with your mind and power, an overwhelming presence coupled with the thunderous tones of your richly rumbling voice.
"You seem to have stumbled into your mission without understanding just what opposition you might face. How much have the actions of my lesser kin already cost you? Note that with one exception all of the dragons who roused before my own awakening were petty children, irrelevant whelps. Now I am the first true divinity to return and you find me able to annihilate everything you have laboured for over decades. You know this, you come here to grovel, knowing that I could slaughter all of the millions within this great vessel. But."
You let that linger and watch the group of assembled dignitaries. A handful of younger and less brightly dressed attendants start to tense, they are heavily augmented. Bodyguards? They cannot be carrying anything able to hurt you in your true form though.
"But." You then continue. "You seek to emulate my example and work toward the same goals as me. Even after your attack I have no intention of destroying you, instead if you swear your allegiance then I shall instead share my wisdom and guidance, aid you my strength. This technology you are surrounded by?" You give a sweep of your tail, smashing a few hundred chairs behind you in the process. "I can teach you secrets centuries more advanced as well as let you fuse your knowledge with deep workings of magic and enchantment. Swear allegiance to me. Our goals align, together we can achieve greatness." You press harder and... Well this is interesting. All of the humans in front of you are not just cosmetically augmented. Significant proportions of their brains are artificial and your power does not find the same purchase there. Worse, portions of their loyalty and allegiance seem hardwired. With closer estimation you also realize that all of the officials are at least a century old, they must have been adults when this ark ship arrived in the system. That hardly means you are without influence though and you can feel your presence wearing at their resistence.
Still, the tall woman who seems to be the spokesperson stiffens and clenches her hands, straightens, obviously terrified she still meets your golden gaze. "We are officials of the Unified Stellar Confederation and cannot transfer our allegiance, Great Etorix. Your kind drove us from here, the system of origin, millenia ago and now? Now your starfaring kin threaten everything. Perhaps you are different but regardless you have no idea what it is we face. What you face, do you think they still show mercy?"
You thunderously interject here. "Explain. What is your foe, why are you here?" Yes it is not a good moment to show ignorance this seems rather important.
A man to her left interjects here, he is wearing a black uniform of some kind, a more severe cut than the outfits the others are wearing, you estimate him to be about a hundred and twenty years of age but massively augmented and still in perfect health. "Your kind! Dragons! They have broken the cycles of magic by farming us. Farming humans, they consume us by the tens of millions to never sleep and their empire extends its reach toward the origin system. We will not bow to you dragon. If you insist upon it then we will detonate the antimatter core." Yes, the others are looking shocked and horrified at this, not all of them seem to agree. "And destroy you along with this mission. I have already despatched a message to central command. They know you are here. Battleships will already be on route!"
Well you know he is lying about the last part, a message has been sent but battleships are his hope not his belief, even an old and iron disciplined human like this is utterly transparent to you. You need to take control of the conversation again though. You snarl, baring yard long fangs for a split second, the sound audible for miles and filling the habitat.
"I am Etorix! I am older than and Shepard of Civilisation, God of Prosperity. If you face my kind and fear their wrath? Then I am your salvation. You know well my legend, having aped it and exploited it for decades. I have faced even the elders of my kind before in defense of humans who owe me their allegiance. Swear to my cause and you will triumph, regardless of any suicidal threats you might make, if you try to fight me? At best you welcome your own deaths and the failure of your mission. Now explain to me calmly. Why are you here, why have you spent the last seventy years preparing this world and who are your foes? My foes."
There is a lot of human twitter now as they argue with each other but you calm them down by clearing your throat, the tall woman who first addressed you speaks again. "We are a mission despatched by an... Interstellar union, an alliance of star systems settled by humans who fled your kind here some six thousand years ago. We regained space flight and light speed travel only recently but our long ranged scouting missions have identified a far larger 'empire' of your own kind. Dragons who stay awake and growing at all times through the massacre and harvesting of millions upon millions of humans across dozens of worlds. They are expanding this way. We were despatched here to Arafan, the home world, to try to uplift the inhabitants before the Enemy can arrive. We are trying to advanced their technology, demographics and infrastructure as fast as we can before the front lines reach and apocalypse begins. We coopted your faith as the fastest means to this and yes." She looks defiantly up at you. "We have tried to kill your kin. Our enemies. Greedy, short sighted lizards thinking only of gold and power. Admiral Samir is right. If you try to turn is from our cause then we will detonate the lightspeed drive and kill you along with ourselves. We have notified Fleet Command. This is a civilian mission, but we have an interstellar navy. You can help us yes but we are not going to simply bow down to and obey you. We may however ally with you."
And you have your in. Not what you might have been wanted, definitely not what you wished to hear, but now negotiations can begin in earnest and the immediate stand-off can end. You remain in your full majesty though, there is no point tempting them to try to assassinate you, as such you hold court in the sports stadium you have perched within as negotiations are hammered out. Several things become apparent during the next six or so hours.
First of all this is an expansive mission, the Ark brought millions of people with it and they have not been idle over the seventy years of their presence in space. They have a self sufficient colony of ten million in domes upon Khanghai, a million more upon Arafan's moons and are actively mining the Inner Belt. Arafan itself is ringed with hundreds of observation and communications satellites along with a burgeoning network of defence platforms, most of them aim outward but there are several high powered lasers and two kinetic weapon batteries aimed to the surface. The Ark itself has an extremely sophisticated external defence network and carries planet shattering antimatter missiles, they obviously do not plan to let Arafan actually be conquered by their enemy regardless of what happens.
They are legitimately terrified of this empire of soul harvesting dragons though and this is despite having at least a dozen inhabited star systems, you also quickly surmise that they have light speed drives that allow them to move between solar systems without any subjective passage of time. These are however huge and expensive and their interstellar communication is using lasers, without magic they have been unable to break the light speed barrier.
Which comes to magic. The Benefaction Mission does have mages in proportions that might be expected and they are if anything better trained and supported than those on the surface, which is to say they are awful given the humans have only had six decades of low magic to learn in. They have no integration with the advanced technology though. Why? Because this entire mission is less than twenty million population. They are working entirely off designs developed back in their core systems and, this is key, magic seems to have returned to other star systems later than it has here. In fact the return of magic seems to have begun at Arafan then radiated out at light speed from what you can determine.
So how hard do you push integration?
First of all, do you spend magic?
[] Spend No Magic. Augmented as they are, it is not efficient and mind control is now really how you want to achieve this. Spend no magic.
[] Spend Some Magic. Influencing key figures will help ensure their loyalty. This is difficult, the personnel of this mission are not directly sworn to you and their augmentations make things troublesome, but by claiming to be acting in your name they are vulnerable to falling under your divine purview and securing the genuine loyalty of their key leadership is key. (Spend 1 magic, 7 Remaining).
[] Spend Significant Magic. These are going to be key allies and they have very good reasons to try to betray or kill you, or just distrust you and mess up this whole working together thing. Much easier if you ensure their entire upper leadership are genuinely loyal to you and not to whatever silly human government they have back home, decades of time away. (Spend 2 magic, 6 Remaining).
[] Spend Lots of Magic. They have claimed to work in your name? They have acted so for decades? These are your people now. Take them, bend them to your will and ensure no betrayal or ulterior motives. You then do not need to worry about them blowing themselves and you up with antimatter or trying to second guess your motivations, no wasting time, no messing around. Carefully take control of thousands of them to ensure their complete loyalty. (Spend 4 Magic, 4 Remaining).
Then, degree of integration?
[] Just ally. Forget trying to get these humans under your power, the threat you face is too terrible to stick to pride. Gift them with your millenia of knowledge and magical power, throw your weight behind their mission of uplift and show yourself to be different to the dragons they fear..
[] Take control of your religion. Your religion is yours, support these humans yes, but you must head all of their interactions with the surface regarding your faith and take control of whatever department or organisation they have which arranges such things.
[] One Sided Alliance. You will acknowledge that they are not your vassals, they already owe allegiance to another, but you are the one in power here, you are the one with millennia of knowledge and wisdom. They must subvert their mission to you and act in support of your own mission to uplift Arafan to face the coming threat.
[] Take Control. They have subverted your faith, they have acted in your name, you are a dragon, you are the god of Greed, Protection and Duty. They must now act in your name and under your orders. You share the same goals but you can achieve them infinitely more effectively than some human with a mere century of experience and have no inclination to bow before mayfly beings whom you could effortlessly crush.
